THE INFORMATION NEEDED FOR THE EVALUATION OF THE CONTROL SYSTEMS FOR FOOD AND EXPORTING ESTABLISHMENTS

CODEX COMMITEE ON FOOD IMPORT AND EXPORT INSPECTION AND CERTIFICATION SYSTEMS (CCFICS)

During the 19th Session of CCFICS held in Cairns, Australia, from 17th to 21st October 2011, the Committee considered a proposal from Costa Rica to develop a document with the most relevant information that exporting countries were asked to demonstrate and guarantee their health situation and the safety of their products. The work aimed at reducing the burden of exporting countries to reply to the diverse and numerous questionnaire from importing countries. Many delegations supported the proposal. Harmonised questionnaires would ease the burden for exporting countries, in particular developing countries, and would also assist importing countries in clarifying and simplifying their requests for information. The Committee noted that the proposal needed to be further developed and agreed to establish an electronic Working Group (eWG) chaired by Costa Rica, working in English and Spanish and open to all Codex members and observers, to prepare for consideration at its next session: (i) a discussion paper that would clearly describe the problems, including examples, faced by exporting countries due to multiple questionnaires, and identify possible solutions; and a project document.

Codex Committee

Dasar Pembentukan eWG According to the report from the 33rd Session of the CCNFSDU paragraph 97 (Alinorm10/33/26): The terms of reference are as follows: Obtain agreement on structure (format) of the General Principles considering both headings and subheadings where these are required. Consider sections 3 to 7 of the General Principles (CAC/GL 91987) and obtain agreement on which principles are overarching or of general applicability, which principles are additional for specific types of additions, and which principles could be considered guidance factors rather than principles. This would include discussion of which principles are to be retained and which may not be needed. Consider whether the purposes for addition should be stated in the Introduction with principles for these included in the overarching or general principles section. Consider which definitions are required. Consider the level of demonstration of public health need required to support mandatory versus that required for voluntary addition of essential nutrients.
