DEFENDANTS’ NOTICE OF FILING ITS SIX-MONTH PLAN

The Defendants submit, for the Court’s approval, the attached six-month plan for the

period of January 1 through June 30, 2009. The plan, developed by the District of Columbia

Child and Family Services Agency (CFSA), sets forth strategies and outcomes based on the

recommendations of the consulting group retained pursuant to the October 7, 2008 Stipulated

Order, Public Catalyst Group (PCG). The PCG urged the Defendants to create a “bridge plan

comprised of realistic, measurable and clear goals for six months.” Report at 2. The PCG

concluded

CFSA has demonstrated through [the] stipulation period that a


discrete bridge plan is apt to be successful when the agency is clear
about is course and encouraged to be focused. The bridge plan
should build on the gains in the stipulation period and relate to
critical areas of practice including investigations and permanency.

Report at 2.

The attached plan includes four goals, with specific strategies and outcomes, as suggested

by PCG. The Defendants provided a draft of the attached plan to the Plaintiffs and the Court

Monitor, seeking input and recommendations. Many of the Court Monitor’s recommendations
and some of the Plaintiffs recommendations have been integrated into the final plan. However,

Defendants were unable to obtain agreement on the final plan.

The Defendants seek approval of the plan by this Honorable Court. A memorandum in

support of the plan will be submitted by February 2, 2009.
