6 ABSTRAK

Pelayanan medis spesialistis di Rumah Sakit Bhayangkara Medan (RSBM) sangat bergantung pada keberadaan dokter spesialis non residen yang berasal dari institusi lain seperti pemerintah dan swasta. Akhir-akhir ini dirasakan terdapat penurunan kinerja pelayanan dokter spesialis tersebut. Berdasarkan survey awal terhadap beberapa orang dokter spesialis non residen di RSBM, didapatkan bahwa salah satu yang memengaruhi kinerja pelayanan spesialisasi di RSBM adalah lemahnya kondisi pembiayaan terhadap honor dan jasa medis dokter spesialis. Oleh karena itu perlu dilakukan penelitian faktor-faktor yang memengaruhi kinerja dokter spesialis di RSBM. Penelitian ini merupakan survey eksplanatori yang bertujuan untuk menganalisis pengaruh faktor individu ( pengetahuan, kemampuan dan keterampilan), psikologis ( motivasi, persepsi dan sikap) dan organisasi ( imbalan) terhadap kinerja pelayanan dokter spesialis di RSBM. Populasi penelitian ini adalah seluruh dokter spesialis non residen di RSBM pada tahun 2010, berjumlah 30 orang. Pengambilan sampel secara total (sampel jenuh). Pengumpulan data melalui kuesioner terstruktur. Penelitian dilakukan pada bulan April sampai Juni 2010. Analisis data menggunakan uji regresi linear berganda pada taraf kepercayaan 95%. Hasil penelitian menunjukkan bahwa keseimbangan jumlah honor yang diterima (p= 0,040), kesesuaian honor yang diharapkan (p= 0,046), ketepatan waktu pembayaran (p= 0,006) serta pemberian bonus/insentif (p= 0,023) berpengaruh secara signifikan terhadap kinerja dokter spesialis di RSBM dengan nilai p 0,010. Pengetahuan, kemampuan, keterampilan, motivasi, persepsi dan sikap tidak berpengaruh terhadap kinerja dokter spesialis di RSBM. Disarankan pihak manajemen RSBM secara terus menerus melakukan evaluasi yang optimal terhadap kondisi kinerja dokter spesialis non-residen terutama dalam hal sistem pembiayaan dengan cara perbaikan sistem regulasinya sehingga dokter spesialis non residen di RSBM meningkat kinerjanya. 7 ABSTRACT

Specialistic medical services in Bhayangkara Medan Hospital (BMH) depend on non resident specialist doctors from other institutions (government and private). Recently there were quality declination of the medical specialist performance. Based on the initial survey in BMH, it was indicated that bad financial system for non resident specialist doctor especially in payment regulation was the one that influenced performance. Therefore, it was necessary to do research about the factors which influenced the performance of the specialist doctors in BMH. This study is an explanatory survey which aimed to analyze the influence of the individual factors (knowledge and skill), psychological factors (motivation perception and attitude) and organization factor (payment) on the performance of the specialist doctors in BMH. The population of this study were all of the non resident specialistic doctors in BMH, in number of 30 doctors. The case sample was taken by total sampling. Data collection through structured questionnaire. The research activities carried out in April - June 2010. Analysis of data used multiple linear regression on the 95% level. The results showed that, the equity of the payment received (p= 0,040), the equality of the payment demand (p= 0,046), the undelay payment time (p= 0,006) and the incentive given (p= 0,023) had significant influence on the performance of the specialist doctors. Knowledge, skill, motivation, perception and attitude did not influence the performance of of the specialistic doctors in BMH. It is suggested that BMH management to evaluate the performance of non resident specialistic doctors in BMH continuously, especially in financial system to improve the payment regulation system optimally.
