Caveat:
Since the bottom scale score in this example is 475, that becomes the percentage threshold. That threshold for the percentage side is around 60%. On a post test, a student could potentially do little more than write their name on the assessment and score a 60% proficient. The same logic lies in the scaled score as well. (Since 475 is the lowest number. A student could not score below 475.)

Caveat:
The score intervals associated with the levels are in part arbitrary. The upper and lower limits of the scaled score by performance level as well as what percentage would be considered proficient and mastery level informed the setting of the interval range of percentages. These intervals would be a local decision.
