To: ICEP President Joshua Barkley From: EMSLA Executive Board Subject: International Organizing

Thursday April 4, 2013

Mr. Barkley: With the expansion of Ambulance services in major metropolitan areas, we feel the time is right to align the EMS workforce under a National Alliance. We have new opportunities in Las Vegas, California, Boston, New York and some of the largest cities in America. With your history as an Independent Labor Leader, we feel your qualifications would benefit the efforts in our Southwestern Region. We would therefore ask you to serve, on an interim basis, as the Volunteer Arizona State Representative for EMSLA, the national alliance of EMS workers. The goal would be for you to recruit, train and disseminate an organizing team throughout the state to take advantage of the new situation the Arizona State Legislature has created. With EMS being sequestered under American Medical Response, Rural Metro, County and Hospital based systems; it only makes sense that the workforce has a seat at the table to negotiate the future of Professional EMS. Our efforts to streamline EMS at the Federal Level, continue to be a primary goal of EMSLA. If we can simultaneously build our strength at the county and state level, we will be preparing ourselves to be in a most opportune situation, never before experienced in the Ambulance Industry. We invite you to take full advantage of the situation and accept our offer as soon as possible. Thank you for your time and we look forward to hearing from you.

Sincerely: EMSLA Board & Board of Directors.
