Procedures

This form is in a folder that is given to EVERY substitute at the beginning of his/her sub day. He or she is reminded by the office staff to read it carefully.

SUBSTITUTE TEACHER AND AIDE DISASTER PROCEDURES


(Keep other exit options in mind in the event that your exit door becomes inaccessible) * * Stay with the students. In case of earthquake, containers with children's earthquake kits must be taken outside of the building. Leave the containers immediately outside of the doors and evacuate to the center of the playground. Line up in the same order as the classes line up every morning at the beginning of the school day. * Take classroom backpack with you. (It should contain a flashlight, roll sheets of your class and your "buddy" class, list of "special needs" for children in your room, name tags for students, activity supplies, etc. * Doors OPEN in case of DISASTER/EARTHQUAKE Doors CLOSED in case of FIRE * Look to help others. Fire Procedure
On hearing the Fire Alarm System:

1.

All children will have been trained to stop whatever they are doing and line up by the classroom door leading to the outside.

Any children in the bathroom will have been trained to exit to the outside playground and meet their Teachers will take emergency backpacks with them as they leave the room. ALL CLASSROOM EXIT DOORS MUST BE CLOSED.

Children will be checked off against the daily attendance sheet by the classroom teachers as soon as the class arrives at their safety spot on the playground. A copy of the daily attendance sheet is kept in the emergency backpack at all times.

The safety committee members check with classroom teachers to be sure that ALL CHILDREN ARE ACCOUNTED FOR. Searches will be made by the search and rescue teams if necessary.

The fire emergency services must be called immediately after evacuation from the premises has taken place safely. Under no circumstances should anyone re-enter the setting once all the children have been identified as present.

A monthly fire drill takes place with appropriate records being maintained. The safety committee meets once every month to discuss fire safety procedures. Substitute teachers are given copies of the school campus maps and fire/earthquake/ lockdown drill procedures in the substitute folders presented to them at the beginning of the day.

Earthquake Procedures
Earthquakes strike without warning. It is important to be familiar with the following procedures.

Before the shaking starts:

1. All children should be aware of what the procedures are Complete earthquake drills must be held at least two times during each school year where the children drop, cover, and hold and then proceed outside to the safety staging area. Two other drills where the children only drop, cover, and hold are also done during the school year. For these drills, an announcement is made over the PA system that the earthquake drill is about to begin. 2. All children should be aware that if they are in the bathroom at the time an earthquake begins, they should stay away from dangerous areas and proceed to the outside safety area as soon as possible and wait for their classmates to arrive. They SHOULD NOT return to the classroom. 3. Teachers and students should have discussed the safe areas in the room as well as the areas to stay away from. 4. Children should be aware of procedures if they are outside during an actual earthquake. They are to go to their classroom safe spot and wait for others to arrive. Under no circumstances are they to return to the room.

During the shaking:

1. Children should follow the procedures practiced above. Teachers quickly check to see that all children are safely under tables with ONE HAND OVER THEIR HEADS AND EARS AND THE OTHER HAND HOLDING ONTO THE TABLE LEG. 2. Teacher talks to the children during the shaking to try and calm them by reassuring them that they are doing what is correct to be safe. For the primary children, teachers must repeat the command to keep heads down, eyes covered and remain under the table until given the order to evacuate.

After the shaking stops:

1. Teacher must remind the children that there will be many aftershocks and some might be as strong as or greater than the initial shaking. 2. When the teacher deems that it is safe, the children will be asked to quickly and quietly line up by the exit door to the outside just as they have done during practice drills. Everyone will exit to the safe spot on the playground. The teacher will LEAVE THE CLASSROOM DOOR OPEN so that the search and rescue teams will be able to see inside. Emergency barrels that are stored by the exit doors will be wheeled outside and the teacher will take the emergency backpack and proceed to the safe spot with the children. 3. If there is a severe injury, the teacher must evacuate all other children first before attempting to remove the child from the room. The teacher should send his/her class out to the yard with the neighbor teacher and quickly attend to the injured student. It is important that the teacher quickly treat for breathing, bleeding, and shock before leaving a student in the room. If the child cannot be easily moved by the classroom teacher, the teacher will have to notify the release committee upon exiting the building. 4. IF A TEACHER HAS LEFT A STUDENT IN THE CLASSROOM, HE/SHE SHOULD REPORT DIRECTLY TO THE RELEASE COMMITTEE AND THE INCIDENT COMMANDER BEFORE GOING TO THE ASSEMBLY AREA ON THE PLAYGROUND. Once all of the classes arrive at the safety spot in the center of the playground, attendance is taken just as in the fire drill. A copy of the daily attendance sheet is kept in the teachers emergency backpack. 5. The safety committee members check with all classroom teachers to see that all children are accounted for. Then the Buddy System goes into effect. The Buddy System allows for some teachers to watch two classes of children while other teachers form Search and Rescue Teams or assist the Medical Aid Team.

Duties of the classroom teacher watching children at the safety area:

1. Take classroom sign out of the backpack and place at the front of the line so that runners who will come to get children to be released will be able to quickly locate the class. 2. Take name tags out of the emergency backpack and write students names on the tags. Place nametags on the students so they can be easily identified. 3. Use bandages and minor emergency medical supplies stored in the backpacks to treat minor cuts and bruises. 4. Attempt to keep the children as calm as possible. Paper, crayons, books, and other supplies stored in the backpacks should be given to the children if they help to keep them calm. 5. Be prepared for student runners who will come to the classrooms to get emergency release forms stored in the backpacks. Later, student runners will come to get children who are to be released.

Duties of the various emergency teams are outlined in the Crisis Response Team Section as well as in the following pages.

Earthquake Drill Evaluation


Date of Drill: ___________________________________________ Earthquake drill - Leave the doors open. Take the emergency food barrel outside. ALL TEACHERS WEAR SAFETY VESTS. 2. Check with teachers for roll call Brenda (upper grades), Michelle (kgn and primary grades) 3. People who have to move classrooms to be next to their buddies will move. 4. Search and Rescue committees will go to do a visual search (just look into the room from the outside OPEN door). A. Sandy/Jan (Team #1) Begin with Room 304, 303, 302, 301 and then go to kgn. 101, 102, 103. Continue on to 104, 105, 106, 107, 112, and 113, 114 until you meet Rescue Team #2. B. Jeanne/Andrea (Team #2) Check upper bungalows 405, 404, 403, 402, 401, and then go to 203, 204, 205, 206, 207, 208, and 115, until you meet Rescue Team #1. Search and Rescue teams will put a strip of masking tape on the doors that have been checked. Put X if room is empty. Call Site Coordinator and Disaster Coordinators if someone in a room needs help. 5. First Aid Team Members (Kathy Bales, Deborah Casey, K.T. Wright, Marissa, and Nadja will get first aid supplies from the storage bin and take them to the morgue area. 6. All teachers should put the classroom cards down on the grass in front of their line of students so that classes are identified and runners will be able to find students as the parents come to claim their children. 7. Drill will be completed as soon as the Search and Rescue teams return to the main yard and report findings. Teachers should let students sit on the grass and visit quietly as they wait. Triage Procedures
What to do if someone is hurt in a disaster. 1. Quickly assess the situation in your classroom prior to leaving the room. If there are no injuries or problems, just leave your door open and proceed to the grass area. 2. 3. If there is a minor injury, small cuts or abrasions, and the person is ambulatory, then have them leave with the rest of the class. You will treat all minor cuts with your first aid bag in your backpack out on the grass area. If you have an injury that is more severe and the student cannot be moved, reassure that student that someone will be right back for them. You must take the rest of the students out to safety. Once outside at the assembly area, immediately notify Michelle Outwater or Brenda Chen about the injury and the condition of the room the student was left in. 4. If the injury is extremely severe, bleeding profusely and needs to have pressure held on it, sent the rest of the students out to the area and have them notify their buddy teacher as to what has happened. The buddy teacher will report it and get help back to you as soon as possible.

Order of Treatment
Immediate Care Teachers will use their first aid kits inside of their backpacks to treat small superficial cuts, scrapes, and bumps. They should notify the safety committee for anything that they feel is more serious and wait for directions. Delayed Treatment Any patient who needs more medical care than can be provided on site must be stabilized to the best of the caregivers ability. After this is done, the Fire and Rescue departments as to the severity of the situation. Triage Area This is where all seriously injured patients will be located and treated. Patients must be set up in rows, head to toe(in case of vomiting). Each first aid person will be assigned to be in charge of one row.

DISASTER DRILL PLAN


* Kathy Bales will coordinate Emergency Medical Treatment Center and Morgue with resource staff. Michelle Outwater and Brenda Chen will help with the coordination between Kathy Bales, the Search and Rescue teams, and the classroom teachers. The office staff, librarian, and computer teacher will be in charge of Release Duty. REMOVE THE EMERGENCY RELEASE FORMS FROM THE STUDENTS' EARTHQUAKE KITS ASAP AND KEEP THEM IN THE BACKPACK. ALPHABETIZE THE RELEASE FORMS BY LAST NAME AND PUT THEM INTO THE BAGGIE PROVIDED. In case of an actual earthquake, the forms will be collected by a member of the Release Team. If they are alphabetized by surnames, it will be easier to find a student's form when someone comes to take him or her home. Put your classroom sign on the grass in front of where your class lines up so that the Release Team will know where to find the students. STUDENTS WILL ONLY BE RELEASED TO PEOPLE WHO ARE LISTED ON THE FORMS. Buddies were assigned so that: * there would be minimal movement of children * the supervising teacher would be a familiar face to most of the children she is supervising * the teachers who volunteered for disaster assignments would be paired with teachers who preferred to supervise classes * Where movement of classes is necessary, the teachers moving to the south will walk behind the classes and the teachers moving to the north will walk in front of the classes. * Room 108 (Okida) will move north to be with Room 113 (Chi) All other classes are located next to their buddies. The custodians carry walkie talkies, and various staff members have them too. Search and Rescue backpacks also have walkie talkies.

Safety Committee - Lock Down Procedures


1. Principal to announce LOCK DOWN. If possibly dangerous activity is NOT in the school building at the time, no special code signal will be necessary. Melinda will just tell teachers to lock down. Teachers must act as calm as possible and just put this plan into effect. If the intruder IS IN the building, every attempt will be made to turn on the intercom or make teachers aware of the situation. 2. The outside doors to the childrens' restrooms are always left open during the school day. If they are closed, they will lock automatically. A. B. Sandy Okida will enter the bathrooms near her room from the inside doors and proceed to close the outside door. Georgia Harris will enter the bathrooms near her room from the inside doors and proceed to close the outside door. Available resource personnel will assist.

Classrooms who are inside of the building will remain INSIDE. Bungalow teachers will lock their doors. Their classes will remain in the rooms until it is safe to come to the main building. Teachers will notify the office immediately if a student is out of the classroom running an errand,

using the bathroom, etc. The office will notify the teacher as soon as the student is located. 5. The custodian has a walkie talkie and so do some staff members. Use the intercom To communicate with the office. 6. The office will announce an ALL CLEAR when the doors can be unlocked once again.

Student Release Procedure


In emergency situations where it is necessary for a child to leave school during the day, the parent or guardian must come to the office. The office staff will call the classroom and the student will be released by the classroom teacher. The parent or guardian will wait for the child at the main office.

If the child is to be picked up by someone other than the parent or guardian, the office staff will check the students information form on the computer to see if that person is listed as an emergency contact. If the parent or guardian has not designated that adult as an emergency contact on the students information form, the child will not be released.

Important Yard Duty Information

REMEMBER TO WEAR YOUR YELLOW VEST. HAVE A WHISTLE WHENEVER YOU HAVE DUTY. MORNING DUTY TEACHERS 1. 2. 3. 4. Front of school duty teachers must be out ON DUTY by 8:50 Rocio is on parking lot duty and Susie is on playground duty Please remind students to drop off their backpacks and stand by their classroom doors. Students may not play with balls, tetherballs, or on the apparatus.

RECESS DUTY TEACHERS 1. 2. 3. 4. 5. Duty teachers need to be out on the playground at the start of recess. Teachers who send their students out early need to watch them until a duty teacher is visible. Kindergarten teachers alternate recess duties. Primary has two teachers on duty. Upper has a teacher and an aide on dutry.

AFTER SCHOOL DUTY TEACHERS 1. 2. Dismiss your class promptly when the bell rings. Teadhers should be walking to their duty locations as soon as the bell rings. Day custodian will be at the back gate until the duty teacher arrives. At 3:15, the back gate duty teacher will lock the gate. Updated 2/14/13
