Call to Order-Roll Call- Pledge of Allegiance: Tom Kunz called the meeting to order at 7:00pm and upon call of the roll the following board members were present: Kunz, Woolley, Hendrick and Irving. Absent: Knowles Kunz stated that he would like to welcome our new board member Bill Hendrick who is filling the vacancy. Comments by Visitors: Aimee Krauss stated that she would like to thank the board for their help with passing the contract, it didnt go unnoticed. She thanked Carol for coming to help at the polls it really made a difference. Consent Calendar: 3.1 Removal of items from the consent calendar: None 3.2 Approval of the Consent Calendar: A motion made by Woolley seconded by Irving to approve the consent calendar as proposed. The following items were approved: August 16th, 2012 Minutes of the Rollinsford School Board Meeting August 29th, 2012 Minutes of the Rollinsford Withdrawal Committee Meeting August 23rd, 2012 Minutes of the Rollinsford Withdrawal Committee Meeting Rollinsford Grade School- Newsletter Online SHS & CTC Hilltopper Newsletter- September Memo from Bob Marquis: Feedback from NELMS presentation Rollinsford Committee Listing 2012-2013 Enrollment-September Announcements: Woolley stated that there is a meeting on September 25th at 6:30 in Somersworth for an open forum for Rollinsford and Somersworth residents to respond to the proposal for withdrawal and everyone is invited. Discussion Items: 5.1 Rollinsford SAU 56 Team Report: Supt. Mosca stated that on Tuesday we will be having a meeting with the pace setting academy and will have a face to face with Berlin and will work on a leadership tool box for administrators to use to assist with professional development opportunities. Marquis stated that teachers and staff from all buildings are actively engaged in discussion around the curricular and instructional shifts that are the result of the adoption of the common core state standards. He stated that some of this work has been and will continue to be embedded in the professional development opportunities being offered in the areas of reading and mathematics. He stated that as part of professional development opportunities all of the schools will be engaged in walkthroughs throughout the year. He stated that these walkthroughs allow us to collect and collate data around specific observable learning dimensions that we know to be instructionally effective and best practice. This data is then shared with teachers and is used to further discussions around the ways we can better enhance our instruction. In the area of assessment, so as to collect data around our students skills in the areas of language arts and mathematics all school have been actively engaged in the administration of NEWA testing, i.e. MAPS. The intent is

to use these results along with other data sources to inform instruction. Irving asked with the walkthroughs what they are looking for. Marquis stated that we are looking at everything, learning indicators, if the students are engaged and curriculum and instruction. Irving asked if this is new. Marquis stated that we have done it for the last few years but we are stepping them up and using the data. DAgostino stated that we are pleased to announce that Cara Green is joining us as our new Food Service director. She stated that the FY 2013 application for national school breakfast, lunch and snack programs has been completed and submitted to the NHDOE for approval. She thanked the custodial staff who has done a great job getting the grade school ready for the opening of school, the school looks great. She stated that the year end 2011-2012 DOE 25 and MS 25 have been submitted to the NH Department of education. Enclosed in your packets is the 2011-2012 unaudited end of the year financial reports. She stated based on the estimated final numbers, Rollinsford School Districts net estimated unassigned fund balance is $155,568.36. She stated that the FY 2012 and 2013 financial reports are included in the packet. MacDonald stated that on August 21st 2012 we had our annual special education meeting with the entire SAU special education staff. Topics discussed included initial evaluations, triennial evaluations, IEPs, parent involvement, laptops and Ipads. She stated that she met with the special education case managers on Friday September 14th. Topics discussed included caseloads, Medicaid forms, schedules and IEPs. She stated that she will provide an update of the out of district budget lines at the next board meeting. She stated that she is waiting to verify the number of students in out of district placement in order to provide the board with an exact financial update. She stated that there are currently 34 special education students grades 7-12, 14 at the middle school and 20 at the high school. She stated that there are 31 students K-6. Murray stated that Caroline Carrel has been meeting with teachers on Tuesdays and will discuss readiness for resumption of tech committee meetings in October. She stated that Bob has been working with the nurses on converting to Web to School. Marquis stated that last year he talked about moving our data base which meant leaving the SNAP program and moving to Web to school. He stated that we are ready to work with the new system, he has provided two afternoons of training and it has been like anything else when you have a new program you have to navigate the site in a different way. He stated that they had to move some fields in the conversion. He state that as we go through the process and work out resolving the issues they have illuminated how cumbersome it was to move the data from SNAP to web to school every year and how much smoother it will be. He stated that the nurses have been very patient and web to school has been very patient and responsive to our concerns and it is his job to make sure that we continue to work together. He stated that he will keep the board abreast as they move forward. 5.2 Rollinsford Principal Report: Lucas stated that on Monday September 24th we begin math madness Mondays an afterschool math program for students who require additional math support. She stated that three people are doing this after school Aimee Krauss, Deb Nichols and Deb Smith. She stated that on October 24th we will begin our first once a month Wicked Fun Literacy Wednesdays. This special morning session will be a whole school activity in

which we bring outside guest readers/presenters/speakers. Our first guest is Fire Chief Mike Spinney. She stated that they are very excited for this community experience. She stated that a small team of us have created iBooks specifically related to areas of best instructional practice. She stated that the first iBook focuses on Questioning techniques that improve student learning and provide opportunities for students to think critically around complex problems. The iBooks have been added to the iPads for teachers use. Then we will have a once a month book group. 5.3 Somersworth High School Update: Lampros stated that the futures skills/future planning is going extremely well. Students and staff are reading for 28 minutes four days a week, which has an unanticipated impact of being the center of the calm in the middle of a hectic school day. She stated that administration floats through the building with books in hand to monitor that all students and staff are reading and frequently drop into a classroom to join in the reading group. She stated that Wednesday is futures planning day in which students are grouped by grade level and utilizes materials developed by our guidance curriculum. She stated that it will also be used as class meeting time, NECAP preparation, rollouts for the PBIS universal team and other appropriate school wide activities. She stated that NECAP testing is scheduled for October 1, 3 and 4th from 7:30am-9:30am for juniors and seniors who have yet to take the test. All students will be expected to report to school at 7:30 but we will be running a delayed class schedule. For freshman, sophomores and seniors we will be running a rotating assembly schedule on a variety of activities including a presentation by a safe place on domestic violence, Bullying and Sexual Harassment presentation, internet safety and digital foot printing, plus a guidance presentation on interpreting and monitoring your school transcript. We will also be doing a showing of Who Cares about Kelsey for each of the grade levels. She stated that seniors who do not have to take the test earned a delayed start on the first day of testing because of their improvement on the Mathematics component of last years NECAP exam and will not need to come into school until 9:30. She stated that Sean Peschel CTC guidance counselor will be serving on the NEASC visiting committee to evaluate Portsmouth High School in the later part of October 2012. She stated that each department has chosen 20 vocabulary terms from the SAT list to incorporate into course instruction with the goal of supporting student success on the SAT exams. The words are posted in the classroom and each department has chosen terms appropriate for their content area. CTC courses also include domain specific vocabulary words. She stated that administration is working with Web to School to design a parent friendly power point demonstrating how to access the parent portal and how to interpret the information on the student progress report. Once it is completed, we are hoping to have it run on channel 22 and get it posted on the schools website. We are also working to enable parents to be able to send an email to the teacher by clicking on the teachers name. 5.4 Somersworth Middle School Update: Hilliard stated that open house took place last Wednesday September 14th. In addition to a parent welcome and review of school expectations and guidelines, parents visited with team and unified arts teachers. He stated that he was very pleased with the amount of parents that came. He stated that this year SMS is offering 7th grade advanced math and 8th grade advanced math classes and next year

will be offering 6th grade. He stated that SYC started on 9/10 and to date have close to 70 students with more coming. He stated that new enrichments this year include extended homework labs, intramurals, as well as classes with the Career Tech Center which include Culinary Arts, Lego-Robotics, and Safe Sitter Babysitting certification courses. He stated that SMS held a community day on 9/11 giving tribute in remembrance of the victims. In addition to hearing speeches from representatives of the police and fire departments, each student helped create a large American flag using their thumb prints. The flag states SMS remembers and will be displayed in the middle school. He stated that SMS is in the process of applying for the 2012 league of New England Middle Schools spotlight award. She stated that the award is presented to middle schools that have demonstrated a record of powerful learning for young adolescents and consistently observe middle level best practice. He stated that parent teacher conferences are scheduled for November 15th and 19th from 6-8. Parents are requested to contact teachers to schedule an appointment. He stated that the middle school was highlighted on NH chronicle as Maureen Jackman was chosen as the heart of the city and they are very excited and a middle school student nominated her. He stated that the middle school was also awarded $500 in the school bus demolition derby at the Rochester Fair. 5.5 Rollinsford Student Representative Report- Ashlee Whitehouse: Whitehouse stated that this is the biggest student council so far. She stated that they have seven new groups that each met Friday and will meet every two weeks and do different things. She stated that they did locker notes where everyone gets a not in their locker. She stated that they will be doing a senior citizen lunch and teacher baskets with school supplies. She stated that they will be having a spirit rally and spirit week leading to homecoming. She stated that Rachels Challenge presentations will be on September 26th. She stated that NHS is doing tutoring at the middle school with SYC and Idlehurst for math. She stated that they will try to come to Rollinsford. She stated that they focus on grades 1-3 and play math games to better their skills but in a fun way. She stated that student council will be getting new school board representatives for both districts. 5.6 1st Reading: Policies: EFA- Availability and Distribution of Healthy Foods, IHCA- Summer Activities, IMGA- Service Animals, JLCK-Special Physical Health Needs of Students, JLCJConcussions and Head Injuries: Kunz stated that this is the first reading on these policies. Supt. Mosca stated that every fall and spring we get changes due to the legislation. She stated that these are required by law. She stated that this is the first reading and if you have any questions contact her. She stated that this will come up for the second reading and action at the next meeting. Kunz asked what is currently being taught in regards to JLCJ. Supt. Mosca stated that at the high school level prior to this we had discussions with the athletes at the start of the year to make people aware of the precautions that need to be taken. She stated that the changes are clearly laid out; some are academic pieces that have to happen to make sure teachers are aware to have less expectations on a student and allow the healing process to occur. She stated as a parent you have to give a not to give permission to go back out on the field. She stated that this was changed to have the parent, coach and school working together. Lampros stated that coming down from NHIAA are

trainings with coaches on recognizes a concussion and we also have a trainer conducting impact studies to get a baseline so when they take a hit they can compare it to the baseline. 5.7 Special Education Policy & Procedural Manual: MacDonald stated that this is a requirement based on IDEA to make sure we have policies and procedures in effect and it will serve as a tool for IDEA requirements to provide a program to children with disabilities. Supt. Mosca stated that nothing in here can change and the flow chart is easy for people to read. 6. Action Items: 6.1 Personnel: None 7. Financial Update: 7.1 Budget 2012-2013: DAgostino stated that this is preliminary as it reflects one payroll for teachers. She stated that she made a note on the bottom for the various warrant articles that were approved. 8. New Business: None 9. Old Business 9.1 Space Needs-Update Carol: None 9.2 Feasibility/Withdrawal Update: Woolley stated that they spent the week listening to the districts come and answer questions. She stated that they have been afforded the opportunity to ask Somersworth questions on Tuesday the 25th and it is very important for people to go. She stated that she was approached after the presentation by Somersworth board members and they asked why they should have a different answer. She stated that it is the right thing to do for our kids who are there. Supt. Mosca stated that the next withdrawal meeting is next Thursday. 9.3 CIP-Update Mike: None 10. Closing Comments: 11.1 Visitors: Lampros thanked Ashlee for serving on the board and expressed her gratitude seeing it is her last year. Gail OConnor stated that she wanted to express her appreciation to the board for their help in passing the contract it was a great collaboration. June Gallop stated that the meetings happened and she felt bad that the tone was set prior to the meeting for Somersworth and she is glad the Somersworth board is letting us meet again. She stated that we are looking at withdrawal in 2015 and when we are making a decision we need to look at the long range plan and she knows that space needs is on hold and Marshwood starts in the 6th grade and asked if they considered moving the 6th grade into the middle school. She stated that they have seasoned teachers in the 6th grade and are they going to be here then. She appreciates all the work that has been done. Kunz stated that the only constant is change which is true for most things and he doesnt think that there is any exception here. He state that when

the dust settles and all the information is available he doesnt think this whole process stops after that. Woolley stated that we have to start somewhere and 7-12 is logical and all districts have middle school model of 6-8 and it would help the picture here. 11.2 Board Members: none 12.
