Most product-related environmental impacts are

Sets template for standardised implementation legislation for
product groups under scope of EuP

EuP Directive Article 21 amended 3 Directives on minimum


energy efficiency requirements of certain products
2000/55/EC on energy efficiency of ballasts for fluorescent lighting
96/57/EC on energy efficiency of household refrigerators & freezers
92/42/EEC on efficiency requirements for new hot-water boilers fired with
liquid or gaseous fuels

- they became implementing measures of the EuP


The EcoDesign / EuP Directive does not directly create legal
obligations and requirements for manufacturers.
This happens when implementing measures are adopted.

Member states had until 11 Aug 2007 to transpose the Directive


into implementing measures in their national law

1. EcoDesign for EuP requirements

Requirements

EuP Implementation Directives apply to product groups selected from:

products dependent on energy input by electricity, fossil and


renewable fuels,
products for generation, transfer & measurement of such energy
(includes parts intended to be incorporated in the above products)

product groups with sales of 200,000 or more per year within EU


product groups with significant environmental impact as set out by
Decision 1600/2002/EC
product groups with significant potential for environmental
improvement without excessive costs, taking into account:
absence of other EU legislation
failure of market forces to address the issue

2. Update on EuP implementation status in EU
Implementation Status
Member states had until 11 Aug07 to transpose EuP/ EcoDesign
Directive into their national law.
Six member states reported full or partial transposition;
Austria, Belgium, Ireland, UK, Slovakia, Sweden
(More straightforward than WEEE Directive - no local systems)

Article 18 establishes Consultation Forum (max 60) experts to;

give stakeholders contributions to define/review implementing measures,


examine efficiency of established market surveillance mechanisms,
assess voluntary agreements and other self-regulatory measures,
be consulted by EC during periodic modification of the working plan.

Stakeholders comprise Member States and all interested parties,


including SMEs & craft industry, trade unions, traders, retailers, importers,
environmental protection groups, consumer organisations.
