PENGERTIAN Agenda

PERENCANAAN

Suatu proses rangkaian kegiatan awal dalam menentukan program pembangunan di desa/kelurahan mulai dari Identifikasi Masalah, Analisis Masalah, Penentuan, Pemetaan Wilayah, Analisis para pelaku pembangunan, dan Identifikasi pendekatan dialog yang akan digunakan oleh para pelaku pembangunan.

PEMBANGUNAN

Upaya proses perubahan ke arah yang lebih baik bagi kepentingan masyarakat di segala bidang.

MUSRENBANG DESA/KEL.

Forum masyarakat tahunan yang oleh masyarakat desa / kelurahan dan para pelaku pembangunan dalam menampung kebutuhan masyarakat, mengatasi masalah-masalah pembangunan, dan menentukan prioritas pembangunan berdasarkan RPJMD dan RKPD Desa / Kelurahan.

Menampung dan menetapkan prioritas kebutuhan masyarakat Menetapkan prioritas kegiatan desa yang akan dibiayai melalui ADD yang berasal dari APBD Kab dan sumber pendapatan lain Meningkatkan kualitas perencanaan pembangunan yang ditetapkan berdasarkan kajian terhadap permasalahan berbagai bidang pembangunan Meningkatkan keswadayaan untul meningkatkan pengelolaan pembangunan yang bertumpu pada kemampuan dan kemandirian masyarakat Meningkatkan peran serta masyarakat dan fungsi lembaga kemasyarakatan di desa / kelurahan.

Memberikan kesempatan kepada berbagai pemangku kepentingan khususnya kelompok marjinal & perempuan untuk mengemukakan ide, gagasan, harapan & perubahan desa ke depan Setiap warga desa mendapat peluang yang sama untuk mengemukakan pendapatnya dalam forum musyawarah Manfaat diskusi dan curah pendapat (brainstorming) dapat menjadi kesempatan untuk belajar merumuskan strategi alternatif dan mendesain skenario pembangunan yang diharapkan masyarakat. Proses pembelajaran dalam pembuatan kebijakan yang melibatkan beragam pemangku kepentingan yang berusaha untuk mempengaruhi isi dan bentuk kebijakan secara interaktif

Pembuatan kebijakan sebagai upaya untuk menanggapi tuntutan dari berbagai kelompok kepentingan dengan cara bargaining, negosiasi, mediasi dan kompromi
Membangun forum dialog lintas pelaku dalam rangka meningkatkan kohesi sosial dan penyelesaian masalah melalui pendekatan tanpa kekerasan dan non litigasi

PRINSIP-PRINSIP MUSRENBANG DESA/KEL. Agenda

1. KESETARAAN
Peserta musyawarah adalah warga desa dengan hak yang setara untuk menyampaikan pendapat, berbicara, dan dihargai meskipun terjadi perbedaan pendapat

2. DIALOGIS
Peserta memiliki keberagaman tingkat pendidikan, latar belakang, kelompok usia, jenis kelamin, status sosialekonomi, dan sebagainya. Perbedaan dan berbagai sudut pandang tersebut diharapkan menghasilkan keputusan terbaik bagi kepentingan masyarakat banyak dan desa di atas kepentingan individu atau golongan.

3. ANTI DOMINASI
Dalam musyawarah, tidak boleh ada individu/kelompok yang mendominasi sehingga keputusan-keputusan yang dibuat tidak lagi melalui proses musyawarah semua komponen masyarakat secara seimbang

4. KEBERPIHAKAN
Dalam proses musyawarah, dilakukan upaya untuk mendorong individu dan kelompok yang paling diam untuk menyampaikan aspirasi dan pendapatnya, terutama kelompok miskin, perempuan dan generasi muda.

5. ANTI DISKRIMINASI
Semua warga desa memiliki hak dan kewajiban yang sama dalam menjadi peserta musrenbang. Kelompok marjinal dan perempuan, juga punya hak untuk menyatakan pendapat dan pikirannya dan tidak boleh dibedakan

6. HOLISTIK
Menyusun rencana pembangunan desa, bukan rencana kegiatan kelompok atau sektor tertentu saja. Musrenbang Desa dilakukan sebagai upaya mendorong kemajuan dan meningkatkan kesejahteraan desa secara utuh dan menyeluruh sehingga tidak boleh muncul egosektor dan egowilayah dalam menentukan prioritas kegiatan pembangunan desa.

PESERTA MUSRENBANG DESA/KEL. Agenda

Musrenbang desa/kel. akan lebih ideal apabila diikuti oleh berbagai komponen masyarakat (individu atau kelompok) yang terdiri atas :
1. Keterwakilan wilayah 2. Keterwakilan berbagai sektor 3. Keterwakilan kelompok usia 4. Keterwakilan kelompok sosial 5.Keterwakilan 3 unsur tata pememrintahan 6. Keterwakilan berbagai organisasi

MEMBERIKAN ASPIRASI, BERPARTISIPASI SECARA AKTIF DAN POSITIF DI BIDANG PERENCANAAN, PELAKSANAAN KEGIATAN DAN DALAM PENGAMBILAN KEPUTUSAN GUNA MEWUJUDKAN MASYARAKAT DESA YANG SEJAHTERA, MANDIRI DAN DINAMIS
