SUBJECT: NSEERS Global Message "to explain responsibilities and ramifications of

NSEERS to foreign governments and domestic restraints" to avoid misunderstandings
with partner countries, such as Indonesia.

"Primarily, the messages emphasizes that the vast majority of visitors from NSEERs
countries are innocent and law-abiding and that their voluntary registration will cause
them no harm but instead demonstrates their continued willingness to abide by US law.
With respect to out-of-status aliens who are required to register under NSEERs, the
message is forthright in its presentation of options available to them as well as the
consequences that they may face by the immigration choices they make.
