Victims Rights? is there such a thing? ~Who is ultimately responsible? ~Why are women not informed?

1. What kind of services are available to victims in cases of sexual assault? 2. In cases of sexual assault, is it the victims responsibility to fulfill the financial responsibilities concerning the services provided? IF so, how is the male ever accountable for such actions? Who can I call to inquire about the questions concerning victims rights? 3. Are there any cases in which the attacker is responsible for the financial responsibility? 4. Does the victim have to go through the entire court process to prove guilt in order for the attacker to make the payments? 5. In cases of an emergency D&C, why isnt the male responsible for the services provided and why is it the womans responsibility to assume financial responsibility? Why does the woman get billed? 6. How can this be remedied in the future? Do the nurses ask the questions that could settle the financial burden? 7. Since the D&C was out of my control, how can I waive payments? Who do I need to speak to in regards to situations like this?
