Politics Guide
1. Introduction
Politics in the Accord can be just as tricky as the most scheming group of vampires ever were. Usually because most cells have at least one scheming bloodsucker as a member. Status and political drama can be very fun, but the amount of focus on it should be noted in your VSS so all players know what they are getting into.

2. Structure of the Accord


The Accord has one ultimate governing Council. It is made up of extremely powerful NPCs who go about the job of organizing and directing the war against The Truth. The Council are also the ones who have to go in and do the really dirty work when things go wrong. These are NPCs controlled by the NST office. The lowest level of the Accord is the local Cell. This is made up of all the PCs on a VSS. Most cells have between 5 and 20 members. If your VSS has more than that, you can consider creating multiple cells, each with its own focus. Between the Cell and the Council is a Regional Council. To prevent confusion, the toplevel Council is often called the High Council, Full Council, National Council, or the big guns. The Regional Council is an intricate web of individuals who do not always work together. They are the chosen individuals from officially recognized Cells in a geographic area. Those on the Regional Council are responsible for representing the interests of their specific area as well as administering High Justice as per the Accord Justice Guide. In addition, the Regional Council is responsible for monitoring the use and distribution of Menat and Tiet. Most notably, the structure of the Regional Council functions similar to a Parliament or a round table, depending on the individuals involved. On rare occasions, a member of the Regional Council may be asked to stand in as a mediator in cross-Cell disputes that extend into multiple domains or areas. The structure of the National Council is decided upon by the National Level storytellers for the Accord Venue.

3. Status
Status is free and completely determined within the local Cell. There can only be one Status 5 and two 4s, but an unlimited number of 3s and below. Most Cells define a rank for each level. Here is one example of a rank structure, taken from the military and suitable for a more martial Cell. 5: Commander 4: Lieutenant 3: Sergent 2: Corporal 1: Private And here is an example for a more espionage-focused Cell: 5: Spymaster 4: Controller 3: Secret Agent 2: Special Agent 1: Agent Each Cell chooses their own method for determining who gets what level of Status. A more militaristic Cell might choose the most battle-hardened member to be Commander, who then assigns each other member a rank. A more communal Cell might decide to hold a blind vote to decide on each raising or lowering of status. Work with your VST to determine what method is used, and be sure to put it in the VSS.

4. Climbing the Ladder


Each official Cell provides one member who is their addition to the Regional Council. This representative is chosen by the Status 5 member of the Cell. They may choose themselves. If there is no Status 5 member of the Cell, they do not have a representative until they manage to promote someone to Status 5. For areas that have more than one Cell, the other members of the Regional Council may request that only one representative be provided. Each Regional council will nominate a member to be their representative to the National Council. This member isnt on the Full Council, they are just the interface to it. Occasionally, the National Council may call upon the Regional Councils to provide them with a representative for a meeting. It is never good news when this happens. An individual selected to represent the Regional Council to the National Council is given the title of Liaison.

5. Status Benefits
Each level of status provides a small benefit. To determine the status of another member of the Accord, a simple Intelligence+Politics draw can be made. One success is all that is needed to obtain this information.

1. Know Reality Quotient: Every member of the Accord can make an Extended action to draw Intelligence + Occult. One draw per minute, twenty successes are required. Upon success, the member doing this ritual knows the approximate current Reality Quotient value of the VSS they are in. As this benefit is part of a Contract negotiated by Red Tape, Changeling agents can spent one Glamour to bypass the ritual and instantly know the current RQ. 2. While there is no supernatural benefit for being at this level of Status, this is the usual requirement for the Accord member to be issued Menat, the one-time-use trifles sometimes provided by the Council. 3. Assess Reality Level: Members at this level can make an Extended action to draw Intelligence + Occult - targets Composure. One draw per minute, twenty successes are required. Upon success, the member doing this ritual knows the approximate current Reality Quotient value of the person they target. 4. While there is no supernatural benefit for being at this level of Status, this is the usual requirement for the Accord member to be issued Tiet, the permanent tokens sometimes provided by the Council. 5. Assess Reality Threat: The member at this status level can take an Instant action to draw Wits + Occult - targets Composure. Upon Success, one of the targets Corruptions or Mutations is revealed, if any exist.
