    Philippine Constitution

    Section 2 Article 25

    Section 25. The State shall ensure the autonomy of local governments. Meaning: The state will guarantee that local government will have freedom in implementation of laws and regulations not to be subjected from other cities or national government. The local government can resolve its own issues exact taxes or permits for local revenue without any interference from the national government or any national body.
