Stemming Floods in Ciawi Reservoir

"For me it is OK. Whether I like it or not, I have to move if later a reservoir will be built. As long as the arrangement is clear, because we have lived here for generations. Our houses, rice fields, they are all here", said a resident of Cibogo Kampung RT 01/01 of Cibogo Village, Megamendung Subdistrict, Bogor Regency. The village will be the site of the reservoir construction, which has been initiated by Provincial Government of Special Capital Territory of Jakarta (DKI Jakarta) since a long time ago. Last October, [DKI Jakarta] Governor Joko Widodo met with Governor of West Java, Ahmad Heryawan, to discuss the reservoir construction in Ciawi. However, there are residents who object to be moved, because the news of the reservoir construction has been around for a long time and this has not been actually happened up to now. In contrast, Holiah, a resident of Kampung Pasir Purut RT 3/7 of Gadog Village, Subdistrict of Megamendung, said that he would be willing to sell his land as long as all the residents in his community are also selling their lands. The villages are Cibogo Village, Gadog Village, and Cipayung Village in the Subdistrict of Megamendung, and in the Subdistrict of Megamendung, there is only Pandan Sari Village that will be affected by the land acquisition. Most of the lands affected are in Megamendung Subdistrict. The entry gate is through Ciawi, hence it is called Ciawi Reservoir. The overflow of Cisadane River in Tangerang that enters West of Jakarta is accommodated in Moocervart River. In the east, there are Cakung River and Cakung Drain. "Their function is similar to the East Flood Canal (KBT), which also serves to overcome flooding", explained Ery. Nevertheless, all the rivers in Jakartas five administrative areas will continue to be improved, so that Jakarta will be free from flooding and inundation. Ery explained that the profile of Ciawi Reservoir is positioned in the flow of Ciliwung Katulampa River. The budget for the physical development of the reservoir, outside the land cost, is Rp 3.5 trillion, inclusive construction of supporting infrastructures and road segment from and into the reservoir. The special budget for the main structure of the reservoir requires about Rp 2.7 trillion. The special structure to receive water overflow costs around Rp 600 billion. The total cost of the Ciawi Reservoir construction represents an estimate made during the project planning process from 2003, which has been continued with a study, survey, and detailed design of the final stage in 2006. Currently the budget may have become different from the cost estimate six years ago. The stages of reservoir construction according to the feasibility study done in 2003 comprise phase I (2004) for preparation of detailed design of the reservoir; followed by phase II (2005) for formulation of detailed design of the reservoir. Then, the year 2006 was the final stage for the detailed design formulation. In the post-2006 period, the reservoir construction plan has been at a standstill, until now. PT Amythas Experts and Associates, in collaboration with PT Widya Graha Asana and PT Caturbina Guna Persada, formulated [i.e. completed] the detailed design phase III for Ciawi Reservoir in December 2006, during the era of Governor Sutiyoso. However, Ery continued, in the leadership era of Jokowi, the planned construction of Ciawi Reservoir has involved three parties, namely Government of West Java Province, Bogor Regency Government, and Provincial Government of DKI Jakarta. This was also reflected when Jokowi paid a courtesy visit to West Java Governor, Ahmad Heryawan, in Sate [Satay] Building, Bandung, to discuss continuation of Ciawi Reservoir project on 30 October.

"We do not know yet the exact details. The process should involve the regional parliament (DPRD)", Ery made an appeal. On a different occasion, Commission C Chairman of Bogor Regency DPRD, Wawan Rusdiawan, explained that his office will take follow-up actions on the planned building of the reservoir, by making a work visit to the site in this coming December. The visit is to look further on the readiness of the community and the domino effects of the reservoir construction. "We do not want chapter of Situ Gintung incident to take place. After that (the site visit) we will hold work meetings and conduct socialisation to the public. It should not happen that this positive initiative is wrongly understood", explained Wawan.
