    :Abstract This paper examines the fiscal policy of the early Islamic State. The manner in which the general directions set out in the Quran and the Traditions of the Prophet were supplemented by the actions of the first four caliphs is elaborated upon. The interpretation of Quranic guidelines, their evolution over time, and comparisons with Western criteria are points to be explored by outlining the sources, structure, and function of fiscal policy in early Islam. The emphasis of some current researchers on ellenic influences is shown to be overdone
