Mohammed A. T. Al-Sudairy
King Abdulaziz University, Jeddah, Saudi Arabia

ABSTRACT. The spread of information technology and communication brings

hope that government can transform toward electronic Government. Electronic
Government is about transformation that helps citizens and businesses find new
opportunities in the new economy. This transformation represents a number of
challenges for the government; and needs coordination, organization and
planning to be implemented. It is important to have a framework showing how
to implement Electronic Government which will facilitate with no doubt to
overcome these challenges which hinder the ease of implementation. This paper
describes different stages of Electronic Government and presents ten questions
which facilitate the use of Electronic government by different government
departments and agencies and insure safety and integrate of information. These
questions are crucial to successfully conceiving, planning, managing and
measuring e-government.
