Chapter Rules of Kappa Kappa Chapter of the Texas State Organization of The Delta Kappa Gamma Society International

ARTICLE INAME OF THE CHAPTER


The name of this chapter as assigned by the State Executive Committee shall be Kappa Kappa Chapter of Texas State Organization of The Delta Kappa Gamma Society International.

ARTICLE IIPURPOSE
The purpose of Kappa Kappa Chapter shall be to promote the Mission and Purposes of The Delta Kappa Gamma Society International as found in the Constitution, Article II.

ARTICLE IIIMEMBERSHIP Section A. Active members


The membership of Kappa Kappa Chapter shall be composed of active, reserve and honorary members in accordance with the Constitution, Article III and International Standing Rules section 3.0. Active

members are employed in educational work at the time of their election or have been retired from an educational position. Section B. New Members 1. Recommendations - Recommendations for new members shall be submitted by the February chapter meeting or at any regular meeting. 2. Election of New Members
a. Voting for new members will occur via email after the March meeting or after any meeting in which a recommendation has been received.

b.Voting shall be by regular ballot with a majority of the membership voting for the candidate via email ballot. The ballot should list the names of proposed members in alphabetical order with a space to vote for or against each one.
c. Orientation of new members shall be held at least one week prior to the initiation ceremony. Section C. Termination of Membership 1. Membership in the Society is terminated for non-payment of dues and fees, resignation, or death. 2. No member may be terminated for non-payment of dues and fees without multiple contacts from chapter members, including a collaboration of the president, treasurer and membership chair. Section D. Membership Records A continuous record of chapter membership shall be kept by the treasurer. This includes names, membership numbers and dates for all current and former members, new initiates, membership status and status changes (ex: from active to reserve), termination with reason for dropping, transfers in or out, and reinstatements. Section E. Reinstatement A former member shall be reinstated to membership upon written request. (Note: a reinstatement fee is no longer required, nor is there a chapter vote.)

ARTICLE IVFINANCES
Section A. Financial Matters Where applicable, the Constitution, Article IV and International Standing Rules, Section 4.0 shall govern chapter finances. Section B. Annual Dues 1.Chapter dues and any assessments shall be established no later than the first meeting of the fiscal year by majority vote of those at the meeting. 2. The amount of dues is recommended by the finance committee, and shall include international and state dues as established by these organizations. Section C. Finance Control 1. The chapter Finance Committee shall submit annually a proposed budget for adoption by a majority vote of members present at the meeting. 2. All expenses shall be approved by the president prior to payment. 3. Two signatures shall be required on all checks. The president, treasurer and recording secretary shall be authorized to sign checks on the chapter's account. 4. An annual audit report shall be submitted by the finance committee to the executive board at the September chapter meeting. Section D. Special Funds Special funds and/or awards may be established by majority vote of the chapter. ARTICLE V--CHAPTER AWARDS Section A. Grant-In-Aid: Charlette Hearne Memorial Grant 1. Kappa Kappa Chapter shall award one or more annual grants of five hundred dollars ($500.00) each, funds permitting, to female applicants who are U. S. citizens and who are enrolled in education classes at the university level. 2. The Professional Affairs Committee shall determine recipients of this Grant by using guidelines listed in the Kappa Kappa Chapter Rules, Appendix A. 3. Funds for this grant shall be kept with separate books and shall be replenished through various fundraising projects, gifts, and memorials. 4. Recipients may include paraprofessional women employed by Alief schools or college junior/ senior girls studying for the teaching profession who are graduates of Alief high schools. 5. Female recipients may apply for a second grant upon satisfactory evidence that they are maintaining good grades. 6. The Professional Affairs Committee shall be responsible for publicizing the availability of this grant with area principals, faculty and news releases, as determined by the Committee. Section B. Chapter Scholarship: Debbie Gaughan Memorial Scholarship. 1. Guidelines are listed in the Kappa Kappa Chapter Rules, Appendix B. 2. Funds for this scholarship shall be kept with separate books and shall be replenished through various fundraising projects, gifts, and memorials. The Scholarship Committee shall publicize the availability of funds for such an award to active chapter members. 3. Where applicable, the Scholarship Committee shall write a letter for the members file, sending copies to her principal and department chairman advising that the award was given. 4. Funding for the Debbie Gaughan Memorial Scholarship shall come from the annual scholarship fees, various fundraising projects, gifts and memorials. 5. The award is in the amount of one hundred dollars ($100.00) and is awarded only once annually and may be awarded to a member only one time.

Section C. First Year Teacher Award: Molly Och Memorial First Year Teacher Award 1. The Professional Affairs Committee is charged with publicizing this award through letters to area principals requesting nominations of that schools outstanding first year teacher. 2. The guidelines for the Molly Och Memorial First Year Teacher Award are listed in Kappa Kappa Chapter Rules, Appendix C. 3. Anonymous nominations are read during the March chapter meeting or via email and members vote on their choice. 4. The award in the amount of one hundred dollars ($100.00) is presented to the member during the May chapter meeting and may be used to purchase classroom supplies or at her discretion. Section D. Chapter Achievement Award: Shirl Hawes Achievement Award 1. A member who has exemplified good membership qualities and who has rendered distinguished services to Kappa Kappa will receive a golden rose pin to be attached to her Society keypin. 2. The Achievement Award Committee will follow the guidelines listed in the Kappa Kappa

Chapter Rules, Appendix D.

3. A member can receive the award once.

ARTICLE VIORGANIZATION Section A. Chapter Rules


1. Kappa Kappa Chapter Rules shall be consistent with the Constitution, International Standing Rules, State Bylaws, and State Rules. 2. Updated chapter rules shall be submitted to the state bylaws and rules committee as required by state governing documents by the chairman of the bylaws and rules committee.

Section B. Area Kappa Kappa Chapter shall participate in the activities of Area 18. Section C. Coordinating Council
1. Kappa Kappa shall participate in the activities of the Greater Houston Area Coordinating Council. 2. The chapter shall send the chapter president or her designee as representative to the coordinating council meetings. 3. The chapter shall pay the designated yearly coordinating council dues.

ARTICLE VIIOFFICERS AND RELATED PERSONNEL Section A. Officers


The chapter officers shall be a president, a first vice president, a second vice president, a recording secretary, and a corresponding secretary all elected by the chapter in accordance with the Constitution, Article VI and International Standing Rules 6.03. Section B. Related Personnel The incoming president shall appoint a parliamentarian and the executive board shall appoint the treasurer. Section C. Duties 1. Chapter officers shall perform the duties enumerated in the Constitution, Article VI. 2. The chapter president shall attend the State Executive Board meetings and shall represent the chapter as a voting member. If the president is unable to attend she shall appoint a representative from the membership.

Section D. Nominations and Elections 1. Elections for chapter officers are held in even-numbered years. 2. Nominations for chapter officers and the new nominations committee shall be made in evennumbered years by a nominations committee of three members elected by a majority vote of members present at the February meeting. The chairman of the nominations committee shall be named by the chapter president from those elected to the committee. 3. The nominations committee shall submit the name of at least one nominee for each elective office position and at least three names for the new nominations committee. Consent of each nominee must be obtained. The slate with candidate qualifications shall be presented to the chapter members at the March meeting. Nominations may be made from the floor with the consent of the nominee. 4. If there is only one nominee for an office, election may be by voice vote and a majority of the votes cast, elects. 5. If there are two or more nominees for an office, election may be by ballot vote and a majority of the votes cast, elects. The nominations committee shall prepare the ballot and conduct the election. Section E. Term of office (see Constitution, Article VI, D, 3) 1. The term of office for chapter officers shall be two years or until a successor is named. No officer except the treasurer may serve in the same office longer than two terms in succession. Officers shall take office on July 1 following their election. 2. The treasurer shall be selected by the executive board each biennium. Section F. Vacancies 1. If a vacancy occurs in the office of president, the (first) vice president shall become president. 2. If a vacancy occurs in other elective or appointed positions, the president shall name a successor.

ARTICLE VIIIEXECUTIVE BOARD Section A. Members


1. The members of the executive board shall be the elected officers of the chapter and the immediate past president. 2. Members ex officio of the executive board shall be the treasurer, with vote, and the parliamentarian, without vote. Section B. Duties The duties of the executive board shall be those specified in the Constitution Article VII, Section C. Section C. Meetings 1. The executive board shall meet at least twice annually. 2. All board members being notified, matters requiring immediate board action may be voted upon by postal or electronic mail, or in an electronic meeting wherein all members may simultaneously hear one another and participate during the meeting. A majority vote of board members shall be required for action. Section D. Quorum A quorum shall be a majority of the voting members of the board.

ARTICLE IX-COMMITTEES
Section A. Standing Committees of Kappa Kappa Chapter shall be: 1. Society Business: Archives, Chapter Rules, Ceremonies, Communications, Finance, Membership, Nominations, Yearbook. 2. Society Mission and Purposes: Achievement Awards, Scholarship, Professional Affairs, Educational Excellence - which includes Global Awareness, Legislation, Music, Personal and Professional Enrichment, Programs and Service Projects, and Research. Section B. Selection of Committee Members

1. All committees shall be appointed by the chapter president (except the nominations committee) 2. The nominations committee is elected by the membership. 3. The president serves as member ex officio with vote on all committees except nominations. Section C. Committee Responsibilities 1. Chapter committees shall be responsible for any work represented by the international committee descriptions in Constitution, Article VIII, Sections B and C. 2. Chapter committees shall refer to State Rules, Section 9.0, for additional responsibilities. 3. Required reports of the work of chapter committees shall be prepared on forms supplied by international headquarters and submitted to the person designated on the forms by the stated deadline. Section D. Voting All members being notified, matters requiring immediate committee action may be voted upon by postal or electronic mail, or in an electronic meeting wherein all members may simultaneously hear one another and participate during the meeting. A majority vote of committee members shall be required for action.

ARTICLE XCHAPTER MEETINGS


Section A. Meetings 1. Kappa Kappa Chapter will have a minimum of four meetings each year. 2. Meetings dates and times will be established by the executive board and published in the yearbook. Additional meetings/excursions may be scheduled as needed. 3. All members being notified, chapters may use an electronic meeting wherein all members may simultaneously hear one another and participate during the meeting. A quorum must be participating if a vote is taken. Section B. Quorum A quorum shall be 1/3 of the chapters active membership. ARTICLE XI - PUBLICATIONS Section A. Chapter Newsletter The chapter shall publish a newsletter, Kappa Kappa News, or one-page meeting flier at least five times a year before chapter meetings. It is distributed by email to all members and copies are sent to designated state personnel. Section B. Chapter Website The chapter shall maintain a website. It may be certified by the Society, funds permitting. Section C. Special Publications Any special publications (chapter brochure) must be approved by the executive board before printing. Section D. Approval of content The chapter president shall approve the content of any publication (newsletter, yearbook, brochure, article submitted to a news organization) prior to its release.

ARTICLE XISPECIAL CHAPTER POLICIES. 1. The first vice president is the chairman of the program committee. 2. The second vice-president is the chairman of the membership committee. 3. The chairman of the yearbook committee is a member of the program committee.

4. The communications committee will publish Kappa Kappa News or a one-page newsette each month before the monthly meetings.
5.The communications committee shall submit at least two articles per year highlighting chapter activities to local news publications.

6. Past presidents and charter members will be honored in November at the chapter birthday celebration. 7. Founders Day Celebration in May shall include some or all of the following awards: a. 25 year members/50 year members b. Perfect Attendance c. Recognition of members serving at the International or state level d. Chapter Achievement award e. Those retiring this year f. Grant-in-Aid recipient g. Scholarship recipient 8. Member care guidelines: a. A card may be sent to any member who has missed a meeting or who is ill either at home, or in a hospital or care center. b. In the event of a members death, a chapter donation of $25.00, funds permitting, will be made in her memory to the Gwendolyn Davey Memorial Sunshine Fund.
ARTICLE XII - ACTIVITIES 1. Fund raising activities as voted by the chapter shall be conducted to raise money to support the various funds of the chapter. 3. Kappa Kappa shall assist the president, and in alternate years, the president-elect, with expenses to the TSO Convention. The Gwendolen Davey Sunshine Fund is to be used for this monetary assistance.

ARTICLE XIIIAMENDMENTS
Section A. Provisions for Amendments The Kappa Kappa Chapter Rules may be amended by a two-thirds vote of members present and voting at a meeting following a five-day previous notice of the proposed amendment(s). Section B. Method of Amending When an amendment(s) is to be considered, a written amendment shall be presented at the previous meeting and also sent to all by email prior to the meeting at which voting will take place. ARTICLE XIV - DISSOLUTION In the event that it becomes necessary for Kappa Kappa Chapter to dissolve, there must be strict adherence to the provisions of the Constitution, Article XIX, 3, and the State Rules, Section 16.2.

APPENDIX A
CHARLETTE HEARNE MEMORIAL GRANT COMMITTEE GUIDELINES Kappa Kappa Chapter established the Charlette Hearne Memorial Grant in 1988 in memory of the late beloved member. 1. Contact counselors, principals, and teachers in Alief schools to advertise the availability of funds for grants-in-aid to paraprofessionals. Contact student teacher supervisors to notify Alief graduates of available funds for junior or senior level girls in the field of education. All applicants must be U.S. Citizens.

2. Research, interview, and screen applications for grants to: a. Worthy college junior/senior women who are currently studying for the teaching profession; b. Paraprofessional women who are recommended by their principals, to help further their education 3.Present the grants-in-aid during appropriate ceremonies. 4.Maintain contact with grantees with thought of a second grant- in-aid if scholastic averages and courses taken warrant it. 5. Accept and acknowledge in writing all contributions from those outside Kappa Kappa Chapter. 6. Assist yearbook chairman in keeping an accurate listing of all recipients and dates of awards. 7. Keep track of recipients as possible future chapter members. APPENDIX B DEBBIE GAUGHAN MEMORIAL SCHOLARSHIP COMMITTEE GUIDELINES Kappa Kappa Chapter has named a chapter scholarship in memory of the late beloved Deborah Gaughan. 1. Announce to members the availability of funds for one scholarship per year on a one time basis only to: a. Active member seeking additional hours in the field of education toward an advanced degree b. Active member attending a conference in her field of expertise for which she is not otherwise reimbursed c. Active member attending a Society seminar/workshop for which she is not otherwise reimbursed. d. Active member attending a Roads Scholar course. e. Active member applying for National Board certification. 2. Active members must have participated in Kappa Kappa Chapter meetings, projects, and activities for a minimum of three years to be eligible for this onetime scholarship. 3. Accept contributions as memorials or as honors to members from other members, or families and friends of members. 4. Present the scholarship upon validation of expenses during a chapter meeting in an effort to encourage others to apply. 5. Require the recipient to write a brief article for the Kappa Kappa News to help publicize the scholarship among our members. 6. Assist Yearbook chairman in keeping an accurate listing of all scholarship recipients and dates and amounts awarded.

APPENDIX C MOLLY OCH MEMORIAL FIRST YEAR TEACHER AWARD COMMITTEE GUIDELINES Kappa Kappa Chapter has established an award, named in honor of the late Molly Och, beloved longtime member, to be given to an outstanding first year female teacher. . 1. Send letters of explanation of the award to principals of Alief schools stating the desire to recognize a first year female teacher who has demonstrated potential for distinctive service in the field of education. 2. Suggest that principals consider the following in their nominations: a. Enthusiasm and dedication b. Interest in professional growth c. Care and concern for students d. Knowledge of subject matter 3. Present the top nominations as selected by the Professional Affairs Committee in an anonymous format to the chapter members and prepare a ballot for voting on the annual recipient. 4. Present the award of $100.00 to the teacher during a regular chapter meeting. 5. Prepare appropriate publicity information for the recipient's file and for school district and/or local newspapers. 6. Assist the yearbook chairman in keeping an accurate listing of all recipients and dates and amounts of their awards. 7. Keep track of recipients as possible future chapter members.

APPENDIX D SHIRL HAWES ACHIEVEMENT AWARD COMMITTEE GUIDELINES The Kappa Kappa Achievement Award was renamed in August 2012 to the Shirl Hawes Achievement Award to honor multi-recipient Shirl Hawes. 1. Present an annual award of a golden rose pin to be added to her Society keypin to a member who has rendered distinguished services to the Kappa Kappa Chapter considering: a. Membership in Kappa Kappa Chapter for at least three years b. Significant contributions to the programs and business of the chapter c. An exemplary attendance record d. Officer or committee chairman of Kappa Kappa e. Attendance at area, state, international Society meetings 2. May present the annual award only once to the same member. 3. Present monthly recognition awards to worthy members on the basis of outstanding effort

expended on chapter or state projects, or for achieving school or community honors. 4. The Chapter Achievement Award Committee may make recommendations for a Kappa Kappa Chapter member to receive a TSO Achievement Award, following state guidelines.
