Incidence of Riots in India since 2001

In this general election 2009, we have been hearing debates on the topic like secularism and communalism. But According to the data from NCRB, no
of the incidence of Riots in 2012 were almost same as they were in 2001 and higher than 2002. We have been hearing from the politicians regarding
accusation that it was Narendra Modi who was the prime architect of 2002 post Godhra Riots. Till now there is no evidence against Shri Narendra
Modi in Court of Law. However many accuse him to be morally responsible for the riots. My point is that after 2002, the incidence of Riots that
happened throughout India excluding Gujarat were about 6,10,000.

My question to the Present Govt at the Centre and the New Govt. that would be elected in May 2014 is that why the
incidence of riots has refused to come down after 2002 ? Infact in year 2012 the no incidence of riots were 8.5% higher than that of 2002. Will the
New Govt. will take efforts to curb the no. of such incidence ?
