1 PURPOSE & SCOPE

To protect employees from injury and equipment from damage associated with fitting and
maintenance of mobile equipment rims and tyres.

This Standard provides requirements for the prevention and protection against health risks
and injury resulting from the fitting and maintenance of mobile equipment tyres and rims.

2 DEFINITIONS
2.1 RIM ASSEMBLY

The assembly of components which together comprise the rim. It may consist of a rim base,
flanges, bead seat band and lock ring.
2.2 RIM BASE

The part of the wheel on which the tyre is mounted and supported. It may consist of a
number of separate components, eg: back section, centre section and gutter section.
2.3 WHEEL

A rotating load-carrying member between the tyre and the axle. It usually consists of two
major parts, as follows:

The rim base;
The wheel disc/nave plate.

A wheel can consist of a rim base or rim assembly with a disc or hub.

The rim and wheel disc may be integral, permanently attached, or detachable.
2.4 WHEEL DISC

That part of the wheel which is the supporting member between the axle or hub and the rim
base.
3 ROLES & RESPONSIBILITIES

3.2 PROJECT CONSTRUCTION MANAGER

The Project Construction Manager will ensure that:

Sufficient resources are provided to ensure compliance with the requirements of this
Standard.
3.3 PROJECT SAFETY MANAGER

The Project Safety Manager will:

Audit and monitor compliance with this standard;
Identify remedial corrective actions required to meet this standard.
3.4 LINE MANAGER

The Line Manager will:

Conduct risk assessment for tasks associated with this standard and ensure the
implementation of controls;
Ensure equipment is used in accordance with this standard.
3.5 SUPERVISORS

Ensure the application of this standard;
Ensure that JHA is developed for tasks associated with this standard;
Ensure that employees review and sign the JHA prior to task commencement.
3.6 EMPLOYEES

Ensure that they are aware of the risks associated with the job;
Ensure compliance with this standard;
Ensure compliance with JHA;
Shall not operate equipment unless competent and tools/equipment have been
inspected prior to commencement of task.

4 PROCEDURES
4.1 JOB HAZARD ANALYSIS (JHA)

All tyre and rim maintenance procedures and work instructions will be based on a Job
Hazard Analysis (JHA).

The results of JHAs will be used to demonstrate appropriate risk management within
procedures and work instructions.
4.2 SAFE WORK AREA

Before equipment is called in for tyre or rim maintenance, the tyre fitter(s) shall prepare tools
and equipment and ensure the work area is clear of obstructions and other hazards, eg: oil
or fuel leaks.

Sufficient distance shall also be allowed for between the equipment to be serviced and other
equipment in the area. Sufficient clearance must also be provided for access by the tyre
handler, and other equipment required for the task.
4.3 JACKING AND SUPPORTING EQUIPMENT

Refer to manufacturer instructions for location of jacking points;
When jacking of equipment is required, always ensure the correct jacking point is
identified on the equipment and jacking equipment of sufficient capacity is used.
Before jacking equipment, ensure the ground under the machine is a flat, lever
surface, and the ground or floor is capable of safely supporting the load.
Always use appropriate support stands for supporting equipment, DO NOT rely on
jacks to support the equipment unless the jack is also designed and certified for the
purpose of supporting.
When carrying out work on tyres and rims, correct procedure must be used to prevent
the equipment from rolling or moving, including: applying park brake, lowering
implements to the ground, and using wheel chocks.
4.4 TYRE AND RIM INSPECTIONS

Tyre and Rim inspections are conducted as follows:

Drivers are required to visually inspect tyres and rims as part of their daily prestart
inspection and progressively throughout the shift/day.

The inspection must include at least the following:

Tyre Inspection Checklist:

Treads
Treads shall be inspected for excessive embedded stakes,
separation, cuts or chips, cracks in the tread groove or
uneven wear. Tread depths shall be inspected and
measured to ensure tread is within specifications and tyres
are evenly matched.
Tyre tread depths across all heavy mobile equipment shall
be checked once per month.

Shoulder and Sidewall
The bead seat band shall be visually inspected for cracks,
wear and corrosion in the areas in contact with the lock
ring, flange, rim base or any welded area of the rim.

Valve
Deflection or damage to stem, any leakage from core.
Valve cap is in position.

Dual Tyres
Any objects stuck between the tyres. Stone ejector (where
fitted) is in position and not bent.

Inflation Pressures
Inflation pressures are correct. No air leakage evident.

Rim/Wheel Inspection Checklist:

Studs, Nuts and Clamps
All wheel / rim securing hardware shall be checked for
security, loose or missing studs, nuts or clamps.

Rim Assembly
The rim assembly shall be inspected for distortion, cracking
or wear.

Bead, Bead Seat and
Locking Ring
The bead seat band shall be inspected for distortion,
dislocation, cracks or wear.

Flanges
The flanges shall be inspected for distortion, cracks or
wear.

Defect Reporting

If defects, hazards or sub-standard conditions are found during these inspections, or are
otherwise reported, the driver will establish the seriousness / urgency of the defect or
condition and will take appropriate action. Appropriate action may include:

Notifying the operator(s) of the equipment and/or the relevant Supervisor, and either:

- Taking immediate remedial action - by repairing/rectifying the problem at that
time;
- Arranging deferred action planning to have corrective action taken at a later
date/time;
- If a serious fault cannot be rectified, immediately stand the vehicle down and
place an Out of Service tag indicating fault/s.
4.5 TYRE LOAD AND TEMPERATURE

Tyre pressure must be checked periodically through the day because loading and
ambient temperature can affect inflation pressure.
DO NOT bleed tyres to correct build-up of air pressure from operation;
NEVER stand in front of an earthmoving equipment tyre whilst inflating. Failure of the
tyre or the tyre securing hardware could have disastrous consequences. ALWAYS
stand to one side (behind the tread) whilst inflating the tyre.
4.6 TYRE MATCHING AND ROTATION

Evenly matched tyres shall be used on dual assembly to prevent excessive tyre wear
and overloading conditions;
Bias and radial construction must never be mixed on dual assemblies.
4.7 TYRE HANDLING AND STORAGE

Proper handling and storage is required to prevent damage to tubeless tyres.
Unmounted tyres shall be shipped and stored vertically. Horizontal storage may
compress the beds, this will make initial inflation difficult;
Some new tyres are shipped banded to preserve their shape. DO NOT remove bands
until tyres are ready to mount;
When handling with a forklift or tyre handler, lift the tyre from its outer circumference,
or from the bottom of the tyre. DO NOT insert the forks through the centre of the tyre.
DO NOT lift tyres by beads. Sharp hooks or forks cut and tear beads, in service beads
may leak at these lifting points;
