LAND USE (TATA GUNA TANAH) KERANGKA PENGGUNAAN LAHAN AKTIVITAS MANUSIA LOKASI PENGERTIAN LAND USE (TATA GUNA LAHAN): Pengaturan penggunaan lahan untuk menentukan pilihan yang terbaik dalam mengalokasikan fungsi tertentu, sehingga secara umum dapat memberikan gambaran keseluruhan bagaimana daerah-daerah pada suatu kawasan tersebut seharusnya berfungsi . TEORI-TEORI TATA GUNA LAHAN: I. TEORI JALUR SEPUSAT (CONCENTRIC ZONE THEORY). Teori ini dikemukakan oleh E.W.Burgess, yang mengidentifikasikan lima zone penggunaan tanah dalam kawasan perkotaan: 1. Kawasan pusat kota (CBD). 2. Kawasan transisi, untuk komersial dan industri. 3. Kawasan perumahan buruh. (penduduk berpendapatan rendah) 4. Kawasan untuk perumahan penduduk berpendapatan sedang. 5. Kawasan yang menampung perkembangan baru (dipinggiran kota) dan sepanjang jalan besar terdapat masyarakat berpenghasilan menengah dan atas. II. TEORI SEKTOR (SECTOR THEORY) Teori Humer Hoyt (1939), mengemukakan bahwa kota-kota tumbuh tidak dalam zone konsentrik saja, akan tetapi dalam sektor-sektor dengan jenis perkembangan yang serupa. Misal: daerah perumahan dapat berkembang keluar, sepanjang ada h u b u n g a n t r a n s p o r t a s i . Zone penggunaan tanah menurut Humer Hoyt: 1. Pada lingkaran pusat terdapat pusat kota. 2. Pada sektor tertentu terdapat kawasan industri ringan dan kawasan perdagangan. 3. Dekat pusat kota dan dekat sektor tersebut, pada bagian sebelahnya terdapat perumahan buruh. 4. Agak jauh dari pusat kota dan sektor industri serta perdagangan, terletak perumahan golongan menengah. 5. Lebih jauh lagi, terdapat perumahan golongan atas. III. TEORI PUSAT LIPAT GANDA (MULTIPLE NUCLEI CONCEPT). Kawasan pusat kota tidak dianggap satu-satunya pusat kegiatan atau pertumbuhan, melainkan suatu rangkaian pusat kegiatan atau pusat pertumbuhan dengan fungsi yang berbeda beda, seperti i n d u s t r i , r e k r e a s i , p e r d a g a n g a n , d s b . Teori ini dikemukakan oleh Mc.Kenzie yang membagi kota terdiri dari: 1. Pusat kota (CBD). 2. Kawasan niaga dan industri ringan 3. Perumahan berkualitas rendah. 4. Perumahan golongan menengah (kualitas menengah). 5. Perumahan golongan atas (kualitas tinggi). 6. Pusat industri berat. 7. Pusat niaga/perbelanjaan lain dipinggiran kota. 8. Kawasan Sub Urban, untuk perumahan menengah dan atas. 9. Kawasan Sub Urban, untuk industri. DALAM MENGENDALIKAN PERKEMBANGAN KAWASAN, DAPAT DIGUNAKAN METODE- METODE SBB: 1. Planned Unit Development (PUD) Metode ini dikenal sebagai Cluster zoning, digunakan pada daerah pedesaan atau sub urban, sebagai perkembangan yang itensif. 2. Urban Renewal Controles Digunakan untuk mengatasi pertumbuhan dan perkembangan kawasan fungsional dipusat kota. 3. Zoning Incentives. Bonus yang diberikan kepada Developer sebagai imbalan disediakan fasilitas-fasilitas untuk umum. (Barnett, An Introduction to Urban Design, 1982, Hal 67) KEUNTUNGAN DAN KELEMAHAN PEMBAGIAN PENGGUNAAN LAHAN MENJADI KELOMPOK- KELOMPOK KEGIATAN: I. KEUNTUNGAN LAND USE PLAN. Menjamin keamanan dan kenyamanan atas terjadinya dampak negatif karena saling pengaruh antar zone. Mi s a l n y a a n t a r a i n d u s t r i d a n p e r u ma h a n .
Adanya pengelompokkan aktivitas, fungsi dan kharakter tertentu pada setiap zone yang terpisah akan memudahkan dalam penataan, perencanaan, dan penggunaan lahan secara mikro. Memudahkan implementasi dalam pengawasan pelaksanaannya. (monitoring dan controlling). II. KELEMAHAN LAND USE PLAN Karena pembagian zone sudah sesuai fungsinya, pencapaian dari satu tempat ketempat lain menjadi jauh dan memerlukan waktu yang lama.
Dibutuhkan sarana prasarana transportasi yang besar dan kemungkinan terjadi kepadatan lalu lintas pada jam-jam pulang dan pergi kerja.
Timbulnya kesenjangan keramaian dan sepinya aktivitas dikawasan tertentu, sehingga terdapat kawasan mati pada jam-jam tertentu.
Kepadatan zone yang tidak seimbang menyebabkan pemanfaatan lahan tidak optimal. PENGENDALIAN DA PERLINDUNGAN BANGUNAN DIPERLUKAN TEKNIK-TEKNIK SBB: Pengendalian kerapatan fisik bangunan. Pengendalian kepadatan penghuni bangunan melalui KLB. Pengendalian tinggi maksimal bangunan. Pengendalian jenis peruntukkan dilantai dasar (berorientasi pada pedestrian). Pengendalian atas koridor udara (dengan penentuan setback) Mengatur bonus (incentives) bagi developer memberikan kontribusi fasilitas umum. Melindungi aset historis (konservasi). Suatu rangkaian kegiatan yang dilakukan pemerintah dalam menentukan kebijaksanaan tata guna lahan, perencanaan, kepemilikan, harga dan keuntungan dari suatu lahan, terutama p r o s e s p e n g e m b a n g a n n y a .
Tujuan Land Policy adalah: Untuk mengontrol pembangunan Mengontrol bentuk dan ukuran tata guna lahan. Mengontrol sertifikat luas tanah restribusi dari keuntungan kegunaan tanah tersebut.
