FROM HIDDEN FEDERALISM TO PROTO-EMPIRE CONFRONTING

THE EUS SYSTEMIC CRISIS
Abstract: In contrast to all modern federations, the federalization of the EU has been achieved without
a constitutional answer to the question of the systems democratic legitimacy. The process of
compound polity building in the shadow of the unresolved dilemma of the communitys finalit politique,
under the mask of economic integration, can be described as hidden federalism. On one hand, this
method has resulted in the establishment of a common market and monetary union. On the other
hand, it has resulted in an ever-growing complexity of the system, preventing it from efficiently
responding to the demands of its participants. The turbulence that would transform the process of
hidden federalism into systemic crisis came in 2008 in the form of the world economic crisis. In the
absence of an answer to the question of Why are we together? the prospect of disintegration has
become tangible. This threat has made the major architects of the EU aware of the fact that reduction
of the governing process complexity represents a necessary condition for their projects survival.
However, the way they have decided to reduce that complexity has proven to be at the direct expense
of what is left of national democracy and member states equality. The EU has slowly been taking the
shape of a proto-Empire, based on a core-periphery relation among its composite units. The stability of
todays EU will mostly depend on the ability of European institutions to diminish the growing
dissatisfaction of the population in the core and appease the anger and frustration of the population in
the periphery.

DISCOURSESIN THE 21ST CENTURY
Summary:This article considers the contemporary political-social crisis of Europe,
tracing the causes of this crisis in the EU projector, more precisely, in fundamental
contradictions and irreplaceable difficulties of theories and practices of the EU in its
relation toward the concept of politics and concept of democracy. Investigating
different, principal as well as particular, examples of the gap between EU forms and
European realities, with special focus on processes of depolitization, the author, in
view of philosophical critical conceptions of radical left and right euroscepticism,
sketches new shapes of discursive movements and social impulses of action. In the
third part, coming from the concept of true democracy, as the alternative to current
project of the EU, the choice between politics i.e. repolitization, on the one hand, and
anti-politics, in face of new colonialism, is presented. In such light, rethinking of the
present and future of Europe, indisputably refers to the happening of the political in
best traditions of european spirit i.e. on the basis of ideas of freedom, equality,
justice, self-positing and dignity.

CRISIS, FEDERALIZATION, AND RESISTANCE

Abstract: The crisis in the European Union is in its eight year, since the collapse of the European
Constitution . At a time when it seemed that after the Lisbon treaty in 2007 will be followed by a period
of stabilization , an outbreak of another serious crisis linked to the economic problems faced by the
more than half of EU member states has occurred. Struggle with the problems caused by the economic
crisis has created a series of political and legal-constitutional consequences for the functioning and
outlook of the EU. Various ideas for reshaping the institutional and contractual framework (i.e. Multispeed Europe) have revived, but it is interesting that as a model for the resolution of the crisis the
further federalization is being mentioned most often, including a higher level of integration of the tax
and financial systems, followed by a higher level of political integration. The main argument claims that
individual states have shown incompetence and irresponsibility in the aspect of control of financial
operations and that it has to be transferred to the communitarian level. A possible new treaty change is
oft-mentioned option. This model seems to be closely connected with the fact that at the beginning of
the economic crisis Germany has manifested itself as the most stable and strongest political force that
tends to revise the whole European economy towards its needs. On the other hand we are witnessing
the rise of Euroscepticism in many countries, especially those heavily affected by the crisis. For quite
different reasons, this movement grows in the United Kingdom, where the possibility of using clauses
of the Treaty of Lisbon allowing for the exit from the EU has already been announced. The other facet
of this kind of federalization drive in Europe is the rise of regional entities Catalonia , Scotland,
Moravia and other regions are increasingly showing a desire to work as independent political entities
with a greater degree of independence from their respective states.

INSTITUTIONAL ADAPTATION TO THE EUROPEAN UNION IN THE

CONTEXT OF GLOBAL ECONOMIC CRISIS
Abstract: After the outbreak of the global financial crisis in 2009 the European Union was forced to
respond to attempts at destabilization and disintegration of the Eurozone and the EU as a whole, due
to the debt crisis in some of its member states. In this sense, in September 2012 the treaty which
established the European Stability Mechanism entered into force. It is an international financial
institution, established by the European Union member states that are also members of the Eurozone
in order to provide financial support to its members in financial difficulties that can not or are at risk of
not being able to borrow money in the financial markets due to the extremely high speculative interest.
Another measure taken by the Union is the Treaty on Stability, Coordination and Governance in
March 2012 by the 25 member states (with the exception of the UK and the Czech Republic) which
entered into force in 2013. This international treaty, publicly known as the European budgetary pact,
makes an obligation on the the member states, especially those of the Eurozone but the other
signatories as well to bring their budgets into balance, to coordinate their economic policies and
improve the management of the Eurozone. The European Union has then established the European
Banking Union that will be applicable to a larger credit institutions from July 2013 with full application
in 2014. The European Banking Union is based on the idea of providing a unique regulation of
financial services in the single European banking supervision body, namely the European Central
Bank, on single framework guaranteeing the deposits and assisting those banks that can not meet their
obligations. The measures taken by the European Union have contributed to the survival of the
Eurozone and the EU as a whole but have opened a new dilemma of the state of current decisionmaking process in the European Union.

EUROPEAN CRISIS AS A CRISIS OF DEVELOPMENT PARADIGM

Abstract: The financial crisis and the crisis of the single currency, as well as far-reaching
consequences that are directly or indirectly caused by them are not the the only or even the
fundamental challenges facing the countries of the European Union. Although the situation varies from
country to country, there is a common problem: finding appropriate responses to the challenges of an
increasingly stronger competitive pressure. This situation suggests that European countries face the
need to review the existing development paradigm and the necessity of its change. The main question
in this context is how to keep up with competitors on the global stage and how to design a system that
will encourage continuous innovation and productive entrepreneurship. Without the solution for this
issue all the ad hoc measures and activities are mere cosmetic changes that can alleviate the problem
in the short run, but not to overcome it.

FOR THE EU AND THE EUROZONE: ANEMIC GROWTH AFTER THE
RECESSION?
Abstract: The referential projections (IMF, Economic Intelligence Unit, European Commission)
indicate that after the recession in the 2012 and this year saw a drop of GDP in the EU and euro area.
Estimates of the same institution (which often prove to be too optimistic), indicating a slight increase in
GDP in the coming years. Given the sharp decline in economic activity in the last quarter of 2008, and
especially in 2009 (-4.4%), GDP of the EU and the euro area, in line with projections, in 2015 to reach
pre-crisis level. The EU's share of global GDP has been steadily falling since 2000 (when it was third)
and the IMF estimates continuation of the fall (1/4 of global GDP in the 2012 and 1/5 of global GDP in
the 2018). The main cause of this is the decade-long stagnation of the industry and the decline of its
share in GDP in the EU and the euro area.

GEOPOLITICS OF EU CRISIS
Summary: EU and geopolitics are mostly contrary terms in contemporary social sciencies: EU
represents model of peacefull, supranational opposite of territorial state, in which postmodern concept
of deterritoriality, pluralism of identities and interests reconciliated by agreement prevailes, while
geopolitics represents theoretical way of spatial power-projection in classical Westphalian, territorial
key with its binar logic of political, identity issues and praxis of real-politics. Introduction of the paper
gives short review of position and significance of Europe in global perspectives, observing it in the
geopolitical key. By considering that, with all its uniques, concept of the EU genesis is clearly
geopolitical, EU`s development and enlargement are being observed through security, geostrategial
and geopolitical role of NATO as the lacking dimension neccesary for complete overview of EU`s
geopolitical reality. With remarks about two present fundamentally different concepts of EU, the paper
further analyses contemporary geopolitical processes in EU: those caused by transfer of
consequences of economical crisis to the political ground, and those based on geostrategical
aspirations which existed before the crisis erruption and which were intensified afterwards. Authors
attention is, therefore, focused on the main EU geopolitical participants, their interests, strategical
positioning and possible development of scenarios in middle and long term perspective, as their
relations with geopolitical projections for other global geopoltical subject.

EUROPEAN UNION IN CRISIS: A COMMON SECURITY AND

DEFENSE POLICY
Abstract: This paper focuses on the policy of the European Union (EU) in the field of security and
defense during the global the European financial crisis in particular. In addition to the economic crisis
the two other major factors that affect the contemporary situation in this area are institutional and
normative ambitions outlined in the Lisbon Treaty and its associated documents, and the actual
international conflict primarily in Africa and the Middle East. Directly measurable and most tangible
consequences of the economic crisis on security and defence policy of the EU are reflected in the
policy of austerity. Reduction of military budgets of EU member states and cuts in the armed forces do
not run in a coordinated way, which itself suggests that the European defense sector is still dominated
by national prerogatives, despite the opportunities opened by the Lisbon Treaty. On an ideological
level, the latest documents of the EU and, in general, the public policies related to security and defense
show inspiration by the liberal interventionist concept of responsibility to protect (R2P), the latest
iteration of the well-known concept and practice of humanitarian intervention which conveys further
restrictions of national sovereignty in the name of genocide prevention. The main paradox remains that
the concept of CSDP should legitimize further European integration, while the EU itself is divided over
a number of security issues, domestic and foreign policies in a time of multiple financial and economic
crisis.

FOREIGN POLICY OF THE EUROPEAN UNION: THE SEARCH FOR

THE OPTIMAL MEASURE
Abstract: This paper examines changes in the institutional set-up of EU foreign policy resulting from
the adoption of the Lisbon Treaty, its practical application in this domain as well as specific dynamics of
the relationship that developed between the foreign policies of individual member states and policy
administration in Brussels. New institutional arrangements, notably the establishment of the European
External Action Service (EEAS), are in function for more than two years now and during this period
have expressed vrious degrees of success and failure through different situations. But their
performance is not just a measure of their involvement and the severity of the situation but also to the
specific structure of the European Union's foreign policy, which is left fully susceptible to consensual
decision-making procedures, providing certain members with the high level of independence of action.
For now it seems that the new institutions are focused on issues that can be resolved by multilateral
approach, which does not require military involvement as a first and recommended course of action,
and which show at least partial openness to the manifestation of soft power of the EU. The adequacy
of this approach in times of visible changes in the distribution of power at the global level and the
internal problems of the EU itself remains largely in question.

EUROPEAN IDENTITY CRISIS

Abstract: The economic crisis in the Eurozone has affected the question of European collective
identity and emphasized its fragility. By dividing the European Union into center and periphery of the
European political discourse, the unequal power relations within the European Union are being
highlighted. Unlike the binary opposition that separates the European from non-European , which in
recent decades , primarily, were faced to the outside (ie Europe / Turkey , Christianity / Islam, etc.),
with the eurozone debt crisis there is a noticeable turn towards constructing a hierarchy and power
relations within the European Union ( eg, center / periphery , economically stable north / unstable
south, etc). This is a new process in which the constituent factors of European identity are not only
external, both geographically and culturally constituted other such as Turkey and Russia, but among
them there are internal entities, the EU member states. Political discourses that explore ways of
resolving the debt crisis in the euro area show that the EU can not be seen as a postmodern political
community, since it is based on a number of binary oppositions, which are incompatible with the basic
premises of postmodern political order. In times of economic crisis in the Eurozone references to a
common cultural heritage which used to define the basis of European identity have been replaced by a
new identity-factors based on market values.

COMMUNITY WITHOUT QUALITIES: THE EU AS A COMMUNITY OF

PEOPLE WITHOUT A PAST WITH A SENSE OF POSSIBILITY
Abstract: This author approaches very cautiously to the topic of crisis of the European Union. The
reason for this attitude lays in vagueness and meaninglessness of the term crisis, having in mind its
everyday usage of the term in daily discourse. Pointing to the loss of its core semantic notion caused
by inconsistent use and longevity of the condition that is called a crisis, the author doubts its
analytical operability. This term is profane performative expression of a simulation - a crisis which,
either as a justification, necessity or excuse, has produced a number of effects in the past few years.
Offering a different approach to the subject, this research is focused on the phenomenon of simulation
in the sense that was given to it by Jean Baudrillard. Assuming that the simulation - understood as the
absence of reality rather than a cover-up - is the core principle of action in our time, and that the
modern use of the term crisis is just one of its typical expressions of limited practical value, the author
draws on the interpretation of the novel The Man Without Qualities by Robert Musil as mythopoetic
framework of analysis and reflection of contemporary high art. The first part of the article points out
Musils poetic anticipation of directional movement of European society, i.e. the spiritual climate and
the conditions that were favorable for the development of man without qualities; in the absence of
these features, and particulary super-ordinating Musils category of sense of possibility onto sense of
reality, the author recognizes the interpretative basis for building Community without qualities, as the
other name of the European Union. From this point of view, which includes the deprivation of the past
along with losing of qualities, the present state is determined as the peak of the rule of men without
qualities with a sense of possibility, not a crisis of the Community. The final part of the text deals with
empirical indicators of social change anticipated in the novel The Man Without Qualities.
