Safety Management & Control

6.1 Site Staff and Labor


All staff and labor force to be assigned in the works will be given a safety orientation particularly
about erection works, safety orientation such as implementation of using PPEs, familiarization
with the organizational staff, emergency communication scheme, proper using of tools, and all
general principles of safety applicable to the project works will be strictly followed.
All crew members will be required to wear construction helmets, safety shoes and workers
working above at a height of 2 meters and more in a stable working platform or areas will be
required to wear safety belts.
6.2 Warning Signboards and Fence
The working area shall be enclosed by barricades for public to distinguish that there is an on-
going erection works. Warning signboards shall be installed to indicate the danger and hazards of
sites. Information and directional signboards will also be installed for traffic control.













6.3 Safety Officer, Safety Patrol and Safety Meeting
The erection of the girders for Flyover superstructures will be subjected to the (Safety Officers)
regular and operations will be under review during the regular safety patrols.
A daily meeting shall be conducted prior to start of every works highlighting the dangers
associated with and the precautions to take in the actual works to be carried out. Parts to be
discussed are the particularities associated with the work and to emphasize the special care to be
observed while working on heights and around the heavy equipments such as crane, and trucks.
Only assigned Electricians will be allowed to operate electrical equipments such as generators,
etc.
6.4 Safety Control
Safety controls and verifications include the periodic verification, of the scaffoldings and
platforms, of a clean and tidy working environment, of adequate safety equipment and safety
belts, of adequate first aid supplies, etc., as well as the verification of other items particular to the
steps detailed in this method statement.
Construction waste will be collected timely to prevent disturbances to works. Garbage cans will
be provided in construction sites with signs for segregation and will be collected and disposed to
approve designated areas.
6.5 Access Way
The access way provided in the scaffolding and platform shall be of enough clearance for
comfort for comfort from getting in and out. And it should be of enough strength for safety of
workers, allowable weight of materials that can be kept on platforms shall be informed to the
workers and displayed in an information board or signboards for visitors and guest information.
6.6 Scaffoldings and Working Platforms
The necessity of scaffoldings and working platform is for the workers safety. So it will be
checked all the time particularly the joints, braces and base. Any opening notice that will
endanger the co-workers will be closed immediately. A good access for going up and down will
be provided.
6.7 Lifting
A rigger will be present to site during lifting works. Before lifting slings are to be checked and
must be clean free of defects such as cuts, kinks, broken strands, etc. and to make sure that they
are correct and capable of carrying the load to be lifted, safety latch should be working correctly.
No persons shall cross, work or stand under suspended / passing loads at any time.
6.8 Fall Protection
All workers and supervisors who will work at height during erection is required to wear safety
belt and should be attached to a railings provided on the working area. Tools to be used such as
hammer, socket wrench etc. should likewise be provided with rope to prevent them from falling
and possibly hitting someone below on the ground.
6.9 Daily, Weekly and Monthly Safety Activities
This activity will be carried out to insure safety working conditions at all times. A checklist will
be provided for checking. These activities are categorized below:
6.9.1 Daily Safety Activities
a. Tool Box Meeting
b. Checking of all Equipments Erection Girder (movement on rail track)
Lifting devices
Crawler Crane conditions
Stability of working locations
c. Checking of all facilities Access way, stairs / ladders
Traffic control, Sign boards & others
d. Housekeeping at working area
e. Meeting in relation with daytime and nighttime work
f. Safety Patrol by SMCC-HK JO staff at least two times a day.

6.9.2 Weekly Safety Activities
a. Safety and Schedule meeting every Friday 2:00 pm
b. Safety Patrol by SMCC-HK JO staff and subcontractor main staff
c. Assessment of methods and working conditions
6.9.3 Monthly Safety Activities
a. Safety and Schedule meeting and every end Friday 2:00 pm
b. Safety Patrol by SMCC-HK JO staff and subcontractor main staff.
c. Assessment of methods and working condition.
6.10 Safety Instruction for Erection Works
Dissemination of safety instruction for erection work will be conducted in a manner that each
and everyone involve in the operations will have the knowledge about the operating procedures
that will be set with relations to safety. Shown below is the primary framework of safety
instruction.

anticipation of erection work.

6.11 Traffic Control
During the erection works, proper way or advanced information to public should be properly
observed in order to guide the public about re-routing. And, in some cases, one lane or one side
of the road widening portion may be used during activities that require an entry or positioning of
our heavy equipment. In this case, re-routing sign boards and traffic management shall be
provided.
7. Quality Control
To ensure that the steps of the procedures are fully complied with, certain inspection and test on
the materials and works will be carried out. A general inspections sheets representing verification
of concrete quality tests for Pier heads and Bearing mortar will be submitted for Engineers
approval, verifications of bearing pad position such as alignment and level will be confirmed
prior to start of erection works.
8. Measurement Control
During the final setting of the PC U-Girder careful attention will be made to ensure that the
Girders will be set correctly. Marked end portion of the PC U-Girder will be positioned
corresponding to Pier locations. Guide marks on the Pier head as well on the Girder indicating
centerline and edge line will be provided, this guide mark should coincide with each other during
final setting. Elevation of bearing pad will be checked by survey instrument. (Please refer to
Appendix A)
Gap between the Pier head and Girder will also be controlled by means of direct measuring and
it should be seated 50mm gap at both ends, or if not possible at least kept as equal gap on its
opposite end. (See figure below)





9. Prevention of over-turning to PC U-Girder
After setting of the PC U-Girder, prevention of over-turning Girder will set wooden wedge under
the PC U-Girder immediately. Transverse re-bar of PC U-Girder will be connected by wire clips.
After diaphragm re-bar of PC U-Girders are connected with each other by tie wire. (Please refer
to Appendix C)
