WEST CITY VILLAGE BOARD MINUTES


September 2, 2014

The West City Village Board met for their regular meeting on Tuesday, September 2, 2014 at
6:00 p.m. The meeting was opened by Pres. Charles Cockrum. Roll Call: Pres. Charles Cockrum,
present, Shirley N. Smith, Clerk, present; Carol Bates, Treasurer, present. Board Members
present: Darren Romani, Curtis Baldwin, Linda Sullivan, Dale Watkins, and Gordon Rice. Ron
House absent. Police Chief, Scott Choisser, present, Fire Chief, Amos Abbott, present; Zoning
Adm., Alan Thomas, present; Attorney Ron Giacone, present; also citizens of West City.

Motion by Darren Romani, second by Gordon Rice, I make a motion we approve the minutes as
presented. All Board Members present voted yeamotion carried.

Motion by Dale Watkins, second by Gordon Rice, I make a motion we approve the bills as
presented. All Board Members present voted yeamotion carried.

Motion by Curtis Baldwin, second by Darren Romani, I make a motion we accept the Treasurers
report as presented. All Board Members present voted yeamotion carried.

Clerk The generator at WCCC was repaired by Fabick at no charge.

Zoning Adm. A mobile home license was granted o Bruce Watkins on Webster St. Nebo
Hernandz has applied for a special use permit for a beauty shop on Blakely St. Need to set a
hearing date.

Police report presented and accepted. Collected $1,000 in impoundment fees. Had 368 calls
for service. Had a pre-qualification shoot and went over gun policy.

Fire Dept. report presented and accepted. The Dept. was in the DuQuoin State Fair Parade.
The Dept. is starting to do building checks. Firemen have attended several classes.

St. & Water Supt. report presented and accepted.

Mayor Discussed the date for a hearing for a special use permit.

Motion by Darren Romani, second by Dale Watkins, I make a motion we set a hearing for a
special use permit for Oct. 6, 2014 at 5:30 p.m. All Board Members present voted yeamotion
carried.

Mayor Discussed waiver of conflict for Hazel Jones. Ron Giacone has reviewed the application
and finds no violation.

Motion by Linda Sullivan, second by Gordon Rice, Hazel Jones mother-in-law of Village Board
Member Dale Watkins and part time cleaning person for the Village has applied for housing
rehabilitation assistance. The Village is requesting a waiver of conflict of interest. Darren
Romani, yea; Curtis Baldwin, yea; Linda Sullivan, yea; Dale Watkins, abstain; Gordon Rice, yea
motion carried.

Mayor Discussed second dispatch position for emergency purposes. Will be exactly like the
original system. It will cost $13,894.98 from Nova Com.

Motion by Darren Romani, second by Dale Watkins, I make a motion we purchase a second
dispatch position for the Police Dept. for $13,894.98 from Nova Com. All Board Members
present voted yeamotion carried.

Mayor Discussed pump testing for the fire trucks. Fire Chief has checked around and Banner
Fire is the lowest. It will cost $309 per truck and we have three trucks.

Motion by Darren Romani, second by Dale Watkins, I make a motion we have the pumps tested
on three fire trucks from Banner Fire, not to exceed $1,000. All Board Members present voted
yeamotion carried.

Mayor Discussed having the ladder tested on the ladder truck.

Motion by Darren Romani, second by Gordon Rice, I make a motion we have the ladder tested
on the ladder truck not to exceed $1,000. All Board Members voted yeamotion carried.

No action taken on sending firemen to the Car Safety Class.

Mayor Discussed the Zombie 5-K run. Need volunteers for various duties. Also need help
setting up on Friday.

St. & Alley Discussed the property at Clay & Kentucky St. The Village has a lien for tearing
down the property. The attorney needs the price for mowing the property for the last several
years, and he can file a lien and start foreclosure proceedings.

Motion by Darren Romani, second by Gordon Rice, I make a motion we advise the attorney to
foreclose on the Mary Lampley property at Clay & Kentucky St. All Board Members present
voted yeamotion carried.

Finance & Ins. no report

Ordinances Attorney Ron Giacone discussed the Resolution to increase the hourly pay for
newly hired part-time dispatchers to $12.73 per hour and also to change probationary pay.

Motion by Darren Romani, second by Gordon Rice, I make a motion we adopt Resolution #321
regarding pay for part-time dispatchers and probationary pay. All Board Members present
voted yeamotion carried.

Discussed property at 710 W. Webster St. It needs to be cleaned up. Attorney is trying to find
the lawful owners.

Motion by Dale Watkins, second by Linda Sullivan, I make a motion we go into Executive
Session to discuss personnel discipline. All Board Members present voted yeamotion carried.
(Entered Executive Session at 6:50 p.m.)

Motion by Darren Romani, second by Gordon Rice, I make a motion we adjourn from Executive
Session. All Board Members present voted yeamotion carried. (Adjourned at 7:05 p.m.)
