Minutes of Osprey Village Inverurie Committee Meeting held at St Marys Church Centre, Inverurie on
Wednesday 3
rd
September 2104 at 7.30pm

Present

Review of Action Tracker

Development Play Areas/Recreational Facilities. The Council have advised that they have no
plans to improve the 2 small play areas on the development. They have indicated the following :-

o They do not intend to install play park facilities in Uryside Park;
o There is currently a play park consultation process to which they would welcome any input
accessed via the following link:
http://www.aberdeenshire.gov.uk/news/release.asp?newsID=3705 this is however
ultimately looking at improving existing facility provision in Aberdeenshire;
o They advised if we want to improve OVs current play park facilities we should look into
doing this ourselves

The Committee therefore feels that the only current option open to the village if we wish to improve
play park facilities in the near vicinity of OV is to look out how we might improve the 2 existing play
areas already in place. The committee will investigate what such a plan might involve, associated
costs, liabilities and ownership issues, and how we would move such a proposal forward. ACTION:
Stage 1 contact PMC for their advice on what next steps would be [Sue].
NB. Please note that no action will be taken on any proposals without a full consultation process
involving proprietors of Osprey Village.

Tree planting at play-park area to provide more privacy to homeowners. The Committee is not
sure that tree planting in this area would solve the problem of privacy, and that large shrubs and
bushes may be preferable. PMC have advised this area was originally to be planted with trees by
Barratt, however this was not fully completed. Rather than put the costs of purchasing more plants,
shrubs and/or trees onto proprietors, PMC to confirm if this additional planting is necessary and also
follow-up with Barratt. ACTION: PMC

Post Box. The Committee Secretary wrote again to Royal Mail on 26 June enquiring about a post
box for the development. The Committee has not received a response. Should any residents wish
to write to Royal Mail to press them on this issue, the address is Royal Mail Customer Services, PO
Box 740, Plymouth, PL9 7YB. The Committee plans to park this issue for the moment.

Speed Survey. The police carried out a speed survey in June this year on the B9170 Inverurie to
Oldmeldrum road. A number of people were caught speeding and were charged. The police will
continue to carry out speed surveillance on this road until future plans for traffic calming measures
have been implemented.

Development Traffic Calming Measures. Now that the development roads have been formally
adopted by the Council, the Committee wishes to investigate further traffic calming measures for


the village in particular electronic speed detection / reminder signs. The Committee will contact the
Council to investigate further traffic calming options, and also raise the issue of non-residents
parking cars in the village and then walking into town. This may include the option of double yellow
lines. ACTION: Carol to contact Council.

Dog Bins. The Committee discussed the option of more dog bins for the development which the
Council could supply at a cost. However when looking at the development map to agree where
these might be located, the Committee agreed that the 4 bins (2 red and 2 black) already situated in
the village were sufficient for the moment, and that more bins may spoil the look of the village.
However the Committee would still like to receive costing information from PMC. ACTION: PMC to
obtain costings. The Committee did acknowledge, however, that there is still an issue with dog
fouling in the village, particularly in grassed areas and on pavements. A reminder to dog owners to
pick up their dogs mess will be put in the next newsletter.

Flooding at Peregrine Drive. The Committee is aware that a number of proprietors were unhappy
at being charged for investigation works for flooding at Peregrine Drive. The Committee has
therefore requested further information on the issues and have asked PMC to respond to the
following:-

How many properties are being affected?
Is the soak-away on common ground or outwith common ground?
What were the results from the initial exploratory digs?
Please can you clarify who is responsible for meeting the cost of remedial works?
If the soak-away was already there, who put it in? Was it part of the original road
development? Was it included within the drainage plans for the original housing
development?
When does the flooding occur? What is the extent of the damage?
Now that some exploratory digging has been carried out, has the issue improved at all?

ACTION: Sue to send the above requests to PMC for an immediate response.

Website/Facebook Enquiries

PMC to provide a current % to indicate how many proprietors are not making their monthly property
management charge payments. The Committee will also ask PMC to provide this % on a quarterly
basis going forward. PMC to also confirm what action they are currently taking to recoup these
costs. ACTION: Sue to make the above requests of PMC.

Grounds Maintenance

Scottish Landscapes are starting to make good progress on their plans for the development. The
Committee will speak with Scottish Landscapes to see if they would be happy to write a small article
once a quarter, to communicate their plan of works. - or include an update in the OVI newsletters.
Scottish Landscapes have confirmed they will be carrying out the following works over the next few
weeks/months:-

Replace trees in the bare root season as a job lot which will prove the best option in terms of
value for money. They will provide a detailed list to PMC with recommendations and costs.
Remove tree shelters as required when carrying out pruning later in the season.
At this time (Oct/Nov) the shrub beds will also be given more attention.
Boundary strimming is almost completed and more tidying will be done immediately behind
fencelines.
The clover treatment will be applied shortly at the end of the growing season.
Scottish Landscapes will provide PMC with a monthly report to confirm works completed.



Anyone with specific grounds maintenance issues should still contact PMC in the first instance.

Replacement of the beech hedge and shrubs in the strip between Peregrine Drive and Uryside Drive
will be addressed once the flooding issue has been remedied.

Tree management plan. The committee discussed whether a long term or an ad hoc proposal
would work best for the development. After discussion the Committee felt a management plan
might be too formal and to ask Scottish Landscapes to flag an particular issues in the first instance.
ACTION: PMC to advise Scottish Landscapes.
