Development Proposal Plan

I, Asia Kiniel, am proposing to open an inclusive child development center in the Taylor
Town/Eastwood area of Moore County, North Carolina. I am opening this center based on the
community needs, financial needs, location needs, economic status, and the law. The center I am
proposing to open will be named Living Angels Learning Center. There, we will service children with
disabilities through an Individual Education Program or IEP. I personally, will ensure that their
individual educational needs will be met through our specialized and highly efficient staff members.
Washington state house bill 90 states that we should educate all of our children, not just the typically
developing children.
Section 504 of the Rehabilitation Act of 1973 states that we cannot discriminate against children
with disabilities. The community will benefit from a center being placed in this specific area due to the
high number of disabilities within the children. Through research it shows that this area is a lowincome, urban area. Public law 99-457 I.D.E.A. (Individual Disabilities Education Act) states that we
must offer opportunities for meaningful participation. This facility will offer parents the chance to
actively participate in their child's education, due to the convenience of the location. The community
has a chance to become involved through introducing the children to different professions, and
allowing them to see how things work (i.e. firetrucks, delivery trucks, construction vehicles, etc.).
The financial portion, due to this area being a low-income area, are broken into three parts. The
first part is for parents whose child(ren) has been declared disabled by the state. According to FAPE
they will receive a FREE appropriate public education. Second is government assistance for parents
who qualify, and third is for the parents who have to pay out of pocket. Our focus is upon the children
with disabilities. Title II of public law 99-457 states that grants are made available to preschool
facilities, with this money we will be able to gain access to the very best assistive technology to help
children with developmental delays.
The economy could benefit from more quality facilities, due to early intervention. If the

children with special needs are in an inclusive classroom, they will learn valuable developmental skills.
Things like, how to handle themselves in populated settings, controlling emotions, problem solving,
and so on. Early intervention is the key to producing a more independent society. A people who can
work and pay taxes thus, putting back into society what they have taken out, helping the economy
monetarily. Seeing as how these child care facilities use stated funds, these independent people will
also become an aide in establishing more quality facilities, such as this one.
Thanks to public law 94-142, all children with a disability can go to a public school to learn
instead of an institution. The law was made because disabled/handicapped children were seen as a
nuisances, and people could not have them out in public if they were different. It is illegal to deny
anyone their rights, it is discriminatory to turn down a child because they have special needs. We at
Living Angels value the very unique state the child is in and will encourage the typically developing
child to not see the disabilities but the humans they are.
Through research I have discovered there are some very successful child care centers in the
Moore County area. Sandhills Children Center has been around since 1970 and by their first year they
have had 10 children with disabilities enrolled. That is major, due to the fact that the majority of these
laws were established during or after they had opened. They specialize is servicing children with
disabilities or developmental delays, and in 1990 they adopted the inclusion model for the classroom.
They have had much success serving the Moore county area, as well as neighboring counties such as
Richmond, Hoke, and Scotland county. Another success story is Southern Pines Primary. They have
serviced children with special needs, they believe that all children are capable of a high levels of
learning.
