3 weeks (longer with approval of Proof-of-Concept)
To develop competency-based learning objects in deep-sea oil exploration for the
accreditation or new employees and to re-accredit employees with experience.

Purpose and Scope

The scope of this project is to create competency-based training on deep-sea oil exploration. The training
should be a set of independent learning objects for the accreditation of new employees and to re-accredit
employees with experience. The learning objects are to SCORM compliant, self-contained (i.e. no explicit
links between modules,) and deliverable through a learning management system. Additionally, the
training should contain an associated work-based context that immerses the learner in a realistic, problembased environment that engages the learner to use the content objects to solve the problems. The learning
objects should be repurposable, content-rich, and include self-assessment.
1.2

Project Objective

The projects objectives are to create independent learning objects that are structured as such:
1) Each module of to be designed as a learning object so that it is:
a. SCORM compliant
b. Self-contained (i.e. no explicit links between modules)
c. Deliverable through a learning management system
2) Each module is to contain an associated work-based context that immerses the learner in a
realistic, problem-based environment that engages the learner to use the content objects to solve
problems.
3) Within each module there are to be smaller learning objects that cover single learning objectives.
These objects are to be repurposable, content-rich, and include a self-test at the end.
1.3

Project Management Plan Audience

This Project Management Plan is intended for all stakeholders of the project, including internal and
external sponsors and project team members.
1.4

Project Assumptions and Constraints

Third Eye Media will provide necessary human capital and technical resources to successfully
complete project deliverables in a timely manner and as outlined with this Project Charter
document.

Third Eye Media will provide necessary training in adult learning to necessary project team
members, as needed and addressed in a Project Learning Needs Assessment.

AVN will provide information, policies, reviews, feedback, documentation, and approvals as
necessary to facilitate the instructional development process

Any impact to the project scope of work will be resolved equitably between AVN and Third
Eye Media

AVN will review each deliverable within a timely manner

Industry experts and consultants will be available to assist in the development of the
instructional learning objects and the development of the modules.

Cooperation and transparency is expected from all stakeholders and instructional project team
members

Constraints

The project will not exceed the (3 (three) week Proof-of-Concept deadline.

Approach to Document Management and Sharing

All project documents and deliverables will be maintained on a SharePoint portal maintained by Third
Eye Media and accessible by all members of the project team.

Project Software Tools

The project will be managed using Microsoft Office Project.

2.0 COMMUNICATION PLAN


The Communication Plan defines the methodology for meeting the information and communication needs
for all of the project stakeholders including who needs what information, when they need it, how it shall
be provided, and by whom. The Communication Plan includes

Approach

Communication in this project will be a multi-faceted approach incorporating a variety of communication


tools and technologies. Meetings will be documented using meeting minutes (take by an appointed
meeting secretary,) and distributed across the project team and shared on the project portal. Additionally,
the project manager and team members will utilized email and instant messaging when completing project
work and deliverables. There will also be meetings held over conference calls, in which there will also be
meeting minutes taken and distributed across the project team. The project manager will also create and
distribute status reports to stakeholders and clients.
