Facts:
On different dates on the late 1990s, St. Marys Academy (petitioner) hired Marigen Calibod,Levie Laquio, Elaine Marie
Santander, Eliza Saile and, Ma. Dolores Monterderamos as classroom teachers and Teresita Palacio as Guidance Councilor
(respondents). In seperate latters, however, dated March 1, 2000, petitioner informed the respondents that their re-application for
school year 2000-2001 could not be accepted due to their failure to pass the Licensure Examination for Teachers (LET). Petitioner told
them that as non-board passers they could not continue their teaching profession pursuant to Republic Act (RA) No. 7836, otherwise known
as the Philippine Teachers Professionalization Act of 1994, which requires incumbent teachers to register as professional teachers
