Muhammad Prasetyo Attorney General Republic of Indonesia Jakarta 13" Ferman AOS Dear Attorney General oO ‘The Attorneys General of the States and Territories of Australia respectfully seek clemency for prisoners Andrew Chan and Myuran Sukumaran, The two men have been the beneficiaries of a generous rehabilitation program during their 10 years in Kerobokan prison, Chan and Sukumaran have established a drug rehabilitation program at Kerobokan prison. It is clear that during their time in custody in Indonesia both men have been provided with access to rehabilitation programs that have effected change. Both appear to have reflected on the offences they committed, have embraced the opportunities provided to them by the authorities and have become different people to those who were arrested in 2005. Sukumaran teaches English, computer skills, graphic design and philosophy classes to Kerobokan prisoners. He has been appointed the head of a group of over 20 prisoners and is responsible for assigning tasks, liaising with guards and resolving disputes. Chan is an active member of the Christian ministry at Kerobokan prison. He organises courses in prison and mentors other inmates. Rehabilitation during imprisonment has proven to be the most effective way of addressing offending behaviour and preventing reoffending. The aim of every prison system, including those in Australia, is the reformation and rehabilitation of prisoners. The rehabilitative opportunities afforded to Chan and Sukumaran in Kerobokan prison have proven to be highly successful. This is an achievement that Australia's corrective services strive to replicate. In recognition of Indonesia's success in rehabilitation, we believe that it would be entirely appropriate for the sentences of Chan and Sukumaran to be commuted.
