Sir/Madam
1.
Reference is invited to DEC letter F.No. DEC/OU/Recog/2008/7828, dated 08.04.2008 vide which
your university was accorded recognition for offering through distance mode for a period of five years,
as per decision of erstwhile Distance Education Council.
2.
Attention in this regard is also invited to notification F.No.1-4/2013 (CPP-II), dated 17th June 2013 of
University Grants Commission with regard to transfer of regulatory functions of the Open and Distance
Learning (ODL) system from Indira Gandhi National Open University (IGNOU) to UGC (copy
enclosed)In pursuance of the same, your request for continuation of recognition was considered by the
competent authority and it has been decided by the Commission to grant continuance of recognition
for the academic year 2013-14 to offer the programme through ODL mode as indicated earlier in the
DEC letter F.NO.DEC/OU/Recog/2008/7828, dated 08.04.2008 (copy enclosed)

The University shall offer only above referred programmes through distance mode, which are
approved by the UGC as above.
II.
It is the responsibility of the university/institution to follow the norms prescribed by the concerned
regulatory body/ies such as UGC/AICTE/any other, and also seeks its/their prior approval,
wherever required, for any specific programme mentioned above. Nomenclature of all
programmes should be as per UGC/AICTE. No teacher training programme can be offered
without prior approval of the NCTE ven for distance mode.
III.
The eligibility conditions for admissions will be as per UGC/AICTE norms. For professional and
technical programmes norms laid down by the AICTE should be followed. No admission to MBA,
PGDM, & MCA programme can be done without ensuring that the student has secured a valid
score in the entrance test/examination for the purpose.
IV.
The minimum duration of a programme should be similar to the minimum duration of similar
programme offered through the regular mode.
V.
The university should have at least one full faculty member exclusively for coordinating each
programme at the headquarters.
VI.
The territorial jurisdiction in respect of Universities for offering programmes through distance
mode will be as per the policy of UGC on territorial jurisdiction and opening of off
campuses/centres/study centres as mentioned in the UGC notification No.F.27-1/2012 (CPP-II),
dated 27th June 2013, a copy of which is enclosed and is also hosted in the UGC website
www.dec.ac.in. In respect of standalone Institutions (other than the Universities), the territorial
jurisdiction will be headquarters.
4. Franchising arrangement for offering programmes through distance mode in any form is not allowed.
5. The institutions management of the distance education programme will be open for review and
inspection by the UGC. The academic norms of the programmes shall be under monitoring and
regulation by the concerned regulatory authorities.
It may be noted that before launching the programme/s, the institution should submit an affidavit within 30
days from date of issue of this letter that it agrees to and will abide by all terms and conditions contained in
the recognition letter. In case, the UGC does not receive the affidavit within 30 days from the date of issue
of this letter, the approval accorded to your Institution will be liable to be withdrawn.
It may also be noted that:
a) If the institution fails to comply with the conditions of recognition or if it is found conducting
affairs in a manner that leads to deterioration of academic standards, the UGC may withdraw its
recognition.
b) In case any information, documentary evidence submitted/produced by the University/Institution
is found to be false or fake at a later stage, the recognition of University/Institution shall be
withdrawn and the University/Institution concerned shall be solely responsible for the career of
the students enrolled.

RECOGNITION ORDER
In exercise of the powers vested under Section 14 (3)(a) of the National Council for Teacher Education (NCTE) Act 1993, the
Northern Regional Committee grants recognition to Kota Open University, Rawatbhata Road, Rajasthan for B.Ed.
Distance Education two years from the academic session 2000-2001 with an annual intake of 500 (Five Hundred)
students subject to fulfilling the following condition:
1. All such teachers already appointed who do not fulfill the NCTE norms shall acquire the qualification as per the norms
within a period of two years of this order.
2. The institution shall ensure library, laboratories and other institutional infrastructure as per NCTE norms.
3. The admission to the approved courses shall be given only to those candidates, who are eligible as per the regulation
governing the course and in the manner laid down by the affiliating university/ State Government.
4. Tuition fees and other fees shall be charged from the students as per the norms of the affiliating university/ State
Government till such time NCTE regulation in respect of fee structure come into force.
5. Curriculum transaction, including practical work/ activities should be organized as per the norms and standards for the
course and the requirement of the affiliating university/ examining body.
6. Teaching days including practice teaching should not be less than the number fixed in the NCTE norms for the course.
7. The institution, if unaided shall maintain endowment and reserve fund as per NCTE norms.
8. The institution shall continue to fulfill the norms laid down under the regulation of the NCTE and submit the Regional
committee the Annual report and the Performance Appraisal Report at the end of each academic year. The Performance
Appraisal should inter alia give the extent of compliance of the condition indicated at 1 to 7 above.
If Kota Open University, Rawatbhata Road, Kota Rajasthan contravenes the provision of the NCTE Act or the rules, regulation
and orders made or issued there under or fails to fulfill the above conditions, the Regional Committee may withdraw this
recognition under the provision of Section 17(I) of the NCTE Act.

Northern Regional committee of NCTE for grant of recognition for conducting M.Ed. course through Open Distance
Learning (ODL) Mode on 29.07.2013 in the name of Vardhaman Mahaveer Open University, Plot No-109/110,
111, 117, Street No- Rawatbhata Road, Post Office Rajasthan Technical University, Tehsil/ Taluka- Ladpura,
District-Kota-324021, State-Rajasthan.

AND WHEREAS on scrutiny/perusal of veracity of the facts & figures as per the application submitted by the
institution, the document attach therewith, the affidavit and the input received from the visiting team in the form
of visiting team report including videography the Northern Regional committee in its 223rd meeting held on 17th
to 19th January, 2014 is satisfied that the institution/society fulfils the requirements under the provision of NCTE
Act, Rules and relevant Regulations including the Norms and Standards for the M.Ed. course through Open
Distance Learning (ODL) programme such as instructional facilities, infrastructural facilities, library,
accommodation, financial resources, laboratory, etc. for running the programme and has selected/appointed duly
qualified teaching staff as per NCTE norms.

NOW THEREFORE, in exercise of the power vested under Section 14 (3)(a) of the NCTE Act, 1993, the Northern
Regional Committee hereby grants recognition to Vardhaman Mahaveer Open University, Plot No-109/110,
111, 117, Street No- Rawatbhata Road, Post Office Rajasthan Technical University, Tehsil/ Taluka- Ladpura,
District-Kota-324021, State-Rajasthan for conduction of M.Ed. course through Open Distance Learning (ODL)
mode from the academic session 2014-2015 with the basic unit of 250 students with the condition that
Vardhaman Mahaveer Open University, Kota, Rajasthan will not enroll more than 25 students in a study
centre in a given year of two academic sessions/years (four semester)duration from the academic session 20142015 under clause 7 (11) of NCTE (Recognition Norms & Procedure) Regulations, 2009 subject to fulfillment of
the following conditions:

The institution shall comply with the various other norms and standard prescribed in the NCTE regulation,
as amended from time to time.
VIII.
The institution shall make admission only after it obtains affiliation from the examining body in terms of
clause 8(12) of the NCTE (Recognition Norms & Procedures) Regulation, 2009.
IX.
The institution shall ensure that the required number of academic staff for conducting the course is always
in position.
4.
Further, the recognition is subject to fulfillment of all such other requirement as may be prescribed by other
regulatory bodies like UGC, affiliating University/ Body, the State Government etc. as applicable.
5.
The institution shall submit to the Regional Committee a Self-Appraisal Report at the end of each academic year
along the statement of annual accounts duly audited by Chartered Accountant.

In case if the land is in the name of the society/trust, you must transfer the land within six months in the name of
the institution failing to which action shall be initiated to withdraw the recognition. It shall be essential on the part
of the institutions concerned to get the needful done in this regard and intimate about the same to the respective
Regional Committee along with the new land documents within the stipulated time.
8.
If the institution contravenes any of the above conditions or the provisions of the NCTE Act, Rules, Regulations
and Orders made or issued here under, the Regional Committee shall withdraw the recognition as under the
provision of Section 17(1) of the NCTE Act.
9.
Further, if the institution is not satisfied with the order, it may prefer an appeal under section 18 of NCTE Act,
1993 in the online mode available on NCTEs website www.ncte-india.org within 60 days from the issue of this
order.

Sub. : Recognition of Degrees Awarded by Open Universities
Sir,
There are a number of Open Universities in the country offering various degrees/diploma through the
mode of non-formal education. The Open Universities have been established in the country by an Act of
Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of University Grants
Commission Act, 1956. These universities are, therefore, empowered to award degrees in terms of Section 22(1)
of the UGC Act, 1956.
A circular was earlier issued vide UGC letter N.F.1-8/92/(CPP) dated February, 1992 mentioning that the
Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated
equivalent to the corresponding awards of the Universities in the country.
Attention is further invited to UGC circular No. F1-25/93(CPP-II) dated 28th July 1993 for recognition of
degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two
types of universities so that the mobility of students from Open University stream to traditional Universities is
ensured without any difficulty.
The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure
mandatory requirements viz minimum essential academic inputs required for awarding such degrees. The details
of Gazette Notification regarding specification of degrees are given in UGC website www.ugc.ac.in.
May, I therefore request you to treat the Degrees / Diplomas / Certificates awarded by the Open
Universities in the conformity with the UGC Notification on specification of Degrees as equivalent to the
corresponding awards of the traditional universities in the country.

Rules of Admission to Non-Resident Indian/ Foreign Student
The following guidelines / procedure would be followed for admission of Foreign Nationals to various academic
programmes offered by VMOU, Kota:
1. Students from countries other than India shall be considered eligible for seeking admission in the
various programmes offered by VMOU subject to their fulfilling the basic eligibility as prescribed by
the University for various programmes from time to time.
2. Foreign Nationals will be required to seek admission at any of the Regional Centres of VMOU like
students of the other states in our country.
3. Foreign Students will have to choose the medium of instruction as provided by the University for
various programmes. No other medium of instruction except as provided by the University will be
permissible to the students from abroad registered in various programmes. Accordingly, study
material, the practical components, counselling and examination facility etc. will be made available
in the medium of instruction as determined and provided for by the University for a particular
programme.
4. The Foreign Nationals seeking admission will be required to submit the prescribed application form
along with relevant documents duly forwarded by the respective Embassy of the country to the
Director, Regional Centre where the concerned students want to seek admission. The Embassy will
be required to categorically state that it has no objection if the applicant is admitted in the
academic programmes of VMOU, Kota. Further, the embassy will also certify that the particulars
mentioned in the application form are correct.
5. A certified copy of the valid Visa must be enclosed with the application form.
6. The admission fee, if not otherwise specified, will be five times more than the fee charged from the
Indian Nationals (for SAARC countries 3 times) seeking admission to a particular programme.
7. The specified admission fee will be payable in in Indian rupee.

Designation: Professor
Professor H.B. Nandwana has done his M. Lib & Inf.Sc. and Ph.D. from Vikram University, Ujjain. His specialization
is Library and Society and Information Storage and Retrieval. He has supervised Four Ph.D. Thesis and Three M.Phil.
Dissertations. He is Member of Indian Library Association and Indian Association of Teachers of Library and
information Science. Presently Dr. Nandwana is also working as Director, School of continuing Education and
Controller of Examination.
Dr. Nandwana has made his Academic inputs as Convener, Library and Inf.Sc. and Journalism (Mass
Communication) to the Programs of Library Sciences and Journalism and Convener, Food and Nutrition and
Hospitality and Hotel Management of the University. He has also developed courses of Library and Information
Science, Journalism, Food and Nutrition and Hospitatity and Hotel Management. He edited the courses of the
university also.
He has also worked as Director Science and Technology, Director-Planning and Development and Director
EMPC of the University. Dr. Nandwana has also worked as Member of Editorial board of Gyan Vimarsh and ISST
Journal of Advance Librarianship. He has actively participated in Interactive Radio Counseling as an Expert. He has
also Chaired the Session and delivered lectures in the capacity of Resource person at several platforms. Dr.
Nandwana was involved in preparation of Educational Film Education at Your Doorstep. He has also worked as
Assistant Librarian and Director, Regional Center of the University.
Dr. Nandwana was also involved as Expert in Government of India, Commission on Scientific and Technical
Terminology, Ministry of HRD and attended its several Meeting Dr. Nandwana has been Member of various
Selection Committees and Rajasthan Granth Academy.
Dr. Nandwana has participated and presented papers in more than forty seminars and conferences in India and

2. Prof. Dinesh.Kumar Gupta

Dinesh K. Gupta is Professor at the Department of Library & Information Sc. holds Doctoral Degree in Library and
Information Science from the University of Rajasthan, Jaipur. He is Director (Research & Development) and Incharge, Central Library of the VMOU, Kota. He has been the Council Member of the Indian Library Association
(ILA) for two terms, 1998-2000 and 2000-2002 and Council Member of the Indian Association of Special Libraries
and Information Centers (IASLIC) for the two years term for 2002 and 2003. Before joining as Member of Standing
Committee of IFLA Education & Training Section, 2011-2015, He served as Member of the Standing Committee
of IFLA Management and Marketing Section for two terms 2003-2007 and 2007-2011. He also served as the Chair
of the Jury of IFLA International Marketing Award in 2009-2013 after serving as Jury Member from 2003-2008. He
is also a Member of the Selection Committee of South Asia LIS Award. He has attended large number of
international conferences in Asia, Europe and USA.

He has authored more than 40 papers/ reviews published in peer review journals and conference proceedings,
edited volumes, both at national and international level. He has edited four books including IFLA books Marketing
Library and Information Services: International Perspectives (Co-editors: Christie Koontz, USA, Angels Massisimo,
Spain and Rejean Savard, Canada), K. G. Saur, Munich, 2006; and Marketing Libraries in a Web 2.0 world, De
Gruyter Saur, Berlin/Munich, 2011. His new co-edited work Marketing Library and Information Services II: A Global
Outlook published in 2013 in the IFLA Green-back series. Apart from professional writings, he also founded the
Universitys Newsletter MEERA (www.vmou.ac.in/EMeera) and edited first six issues of the newsletter. Interviews
with the IFLA President, Vice-Chancellors of IGNOU, VMOU, RTU, UOK, and some other dignitaries, were
published in the newsletter. He also served as Member of the Advisory Board of Library Management (Emerald, UK
Journal) for about four years. Presently, he is Member of the Editorial Committee of the IFLA Journal published by
Sage (U.K.).
He has completed a (joint) project on Database of LIS Marketing Literature in India sponsored by Indian Institute of
Management, Ahmedabad in 2006 and UGC sponsored Major Research Project An Investigation into Education,
Training and Research in Library Management in Indian Universities. He has guides five doctoral students for Ph.D.
degree, some of his students are highly placed in institutions like Central University of Uttarakhand; TERI, New
Delhi; CSIR-NISCAIR, New Delhi. . He has been facilitated with awards like Satkal Young Librarian Award-2003,
Best Librarian Award of Rajasthan Patrika-2006, Ranganathan-Kaula Award-2010 and Master Motilal Sanghi Best
Librarian for 2011.

Dr. Jain, is Associate Prof. in Dept. of Education and Additional Director of MP & D Dept of university. He holds
MSc, MEd & PhD degree from M.L. Sukhadia University Udaipur with Gold Medal & distinction. He has 24 years
experience of teaching B.Ed.,M.Ed. classes & guiding research students. He has also experience of conducting in
Service Programme/Refreash courses of School Mathematics lecturer, Principals, H.M. & Teacher Educator of DIET
& SIERT, He his popular for expertise in Research & Statistics. Five students have already received Ph.D degree
under his guidance. Two students recently submitted their Ph.D thesis and two students presently working under
him. He also supervised around 50 students of M.Ed as supervisor. His special areas are teaching of mathematics,
educational research & statistics, Educational psychology and Guidance & Counselling. He worked as key resource
person in various workshop at state and national level in the field of Mathematics Education, Vedic Mathematics and

Mr. Yogesh Sharma is Associate Professor of Law. Mr. Sharma did his LL.M. from Mohan Lal Sukhadia University,
Udaipur. He has submitted his Ph.D. Thesis to the University of Rajasthan, Jaipur on 12th August 2012 on the
Impact of Globalization on Trade Unionism. Mr. Sharma is Convener of Law Programs since last 25 years. His

Cyber Laws.
Mr. Sharma has edited the Course - Indian Labour Legislations of M.B.A. Program of the University. He has also
made his academic contributions by writing study material for the Police Studies and Hospitality and Hotel
Management Programs of the University. Mr. Sharma has also worked as Convener and Coordinator of Water
Management and Food and Nutrition Programs of the University for many years.
Mr. Sharma is also working as Deputy Director of School of Continuing Education and Deputy Director of Planning
and Development of the University. Mr. Sharma has worked as Member of Academic Council, PTET Board and

Educational and Demographic Variables, M.Ed. from BHU (Gold Medal), M.A. in Psychology (Gold Medal), M.A. in
Economics and also Post Graduate Diploma in Special Education (Mental Retardation). For standing first in M.A.
(Psychology) he has been conferred Dr. Jasbir Kaur Memorial Award and also got UGC Merit Scholarship for first
position in All India Level Entrance Examination at M.Ed. Level, BHU, Varanasi. He qualified UGC-NET in Education

Mr. Akhilesh Kumar working with VMOU, as Assistant Professor in Education, possesses diverse knowledge and
experience in Education of Children with Special Needs, Distance Education and Vocational Education. After
completing M.Sc. in Mathematics, his inclination to serve marginalized group of society especially children with
disabilities, led him to the apex institute for children with mental retardation, National Institute for the Mentally
Handicapped (NIMH) Secunderabad where he completed M.Ed. in Special Education. He is working towards his
Ph.D. in Special Education on the topic Impact of Normalization and Social Role Valorization on Special Education
Services in India. In addition, he has a PG Diploma in Distance Education from IGNOU. He has participated in
more than five international workshops/conferences and several online courses organized by IITs and the World
Bank Institute. He has served at several Special Teacher Training Institutes in India and also at the premier institute
in distance education IGNOU, New Delhi. Apart from teacher training, he is a distinctive researcher and conversant
with several quantitative as well as qualitative data analysis software like SPSS, Word Stat, AtlasTi and NVIVO and

Manohar Lohia from University of Rajasthan, Jaipur.Research interest of Dr. Gurjar include Political Theory and
Gandhian Philosophy. He is an ardent reader and well versed in his subject. He has organised and attended many

education. He obtained his B.A. and M.A. degrees from the University of Rajasthan. He has been awarded his
M.Phil. degree from the Deptt. Of History, Aligarh Muslim University, Aligarh on the topic on Medieval Khanqahs
in Rajasthan and Ph.D. degree from the same University on the topic Sufi movement in Rajasthan during the
Medieval period in 1984.His research interests are Medieval Indian History ,particularly Sufism, Social and cultural
history and architecture. He has attended many National and international seminars and conferences in the country
and abroad. He is an active member of Indian history Congress as well as Rajasthan History Congress. His thirty
papers have been published in various reputed journals of National and International. He is credited to have
published three books in his name. Prof. Khan also completed three research projects funded by various agencies

doctoral degree is on, Political and Legal Ideas in select Smritis (Manu, Yajnavlakya, Narad, Brihaspati, katyayana)
she had also conducted a detailed Research Survey on the needs and problems of distance learners. She has
attended many national and international conferences both in country and abroad. Several of her papers presented
have been published in national and international journals and conference proceedings. As sole and co-author her

Prof. (Dr) Ashok Sharma is Professor, Political Science. He has been instrumental in launching B.Sc. programme in
Hindi, which was first in ODL system and initiated M.A. Police Studies as an exclusive academic programme in
India. Beside his academic responsibilities, he is also presently holding the administrative post of Director
Coordination. He has submitted his Ph.D. in Gandhi Chintan Mai Rashtravad Ki Awdharana. His many articles
have been published in various national journals. He has organised many National/International Seminars,
Conferences and workshops. He has also presented research articles and papers in various National/International
Seminars and Conferences. His research interest lies in Indian Political thoughts, Gandhian Ideals and Human Rights

fields of specialization are Political Science (A Study of Political Awareness in the Context of Indian Secularism),
Gandhian Studies and Panchayati Raj. As an editor he has four books in his account. He has published many

Prof. B. Arun Kumar is Professor, Political Science (Specialization in Gandhi and Peace Studies). As convener of
Gandhi Programmes in the university, he coordinates various academic and allied activities related to Gandhi and

Education: Gandhi and Other Approaches, Lambert Academic Publishing, 2013. His research articles have been

Dr. Avanish C. Mishra was Associate Professor & HoD, Department of Ancient History, Culture & Archaeology, JRH
University Chitrakoot, UP, before joining Vardhaman Mahaveer Open University, Kota as Director, Regional Centre,
Jaipur on 16th January 2014. Dr. Mishra also served Registrar for more than 7 years; Director, IQAC; Coordinator,
Disability Unit; Incharge, UGC Cell; Controller of Examinations at JRH University.
Dr. Mishra did his D.Phil. (1993) from the University of Allahabad on Archaeology of Deorea and completed his
Masters (1983) from the same University. Beginning his career as Junior Research Fellow at University of Allahabad,
he started teaching in the same University & MMM PG College and later joined JRH University as Associate
Professor. He published a book on Chandel Vansh Ka Itihas Evam Sanskriti including 7 research papers in reputed

supervision of prof. H.S. Sharma eminent scholar, career scientist, senior research fellow president Nagi Hence 3
years research experience. Having passed L.L.B. Exam. in 2002 started teaching Geography in Various govt. Aided
and nonaided affiliated college of Rajasthan, 10 years teaching experience of U.G. and P.G. Classes of Geography.
During this period he published 10 research papers in National Research Journals of repute and co-author of 3

Joined Department of Botany, University of Rajasthan, Jaipur as Junior Research Fellow in DBT Scheme after
completion of Masters in Botany from MSJ College, Bharatpur in 1998. Doctorate was awarded on the thesis entitled
A pilot Scale cultivation of Spirulina, Its Utilization for Malnourished in the year 2002, under the supervision of
eminent Phycologist Dr. (Mrs.) Pushpa Srivastava. During this period a technique was developed for mass
production of Spirulina, for its protein contents to be used by malnourished. A semi commercial unit has been

established for this purpose and the less privileged tribal women are generating income and nutrition as well from
this unit till date. Further a clinical study was conducted to find out the impact of Spirulina on blood biochemistry.
Have ten years of class room teaching experience for PG and UG classes of Botany/ Biotechnology/ Bioinformatics
and Microbiology. Along with teaching contributed subject with active Research. Worked as Co Leader in the team
of prestigious research project Centre with potential for excellence, of Department of Science and Technology,
Government of Rajasthan and worked on validation and authentication of ethno-medicinal plants of Rajasthan. As a
result of this study a detailed report on ethno-medicinal treasure of Rajasthan has been prepared and an Ethnomedicinal Herbarium has been established which is recognized by State DST. Around two dozen of papers/articles
have been published in various journals of International and National repute & co author of 4 reference books
(Published from Germany) and also contributed in 18 course books of Vardhaman Mahaveer Open University, Kota
as editor/author. Around three dozen of papers have presented at various conferences/seminars/workshops at
national/international forum. Prestigious fellowship of Indian Botanical Society (FBS) was also awarded for
contribution in the field of plant sciences, in the year 2007.

Media labs and infrastructure services for educational institutions like IIT and IIMs. In the area of IT and Media, his
