This Document serves as a private constitution for the Black Mesa
Facility, and serves as a contract for all science personnel, all
science personnel must sign a separate slip distributed by the
Board of Directors, or he or she will not be allowed to work in the
Black Mesa Research Facility of New Mexico, or any Black Mesa
Research Facility Present and open. (New Mexico Main Facility,
Louisiana Petroleum Facility, Washington D.C. Administration
Facility, Classified Location of Government Training Center, Sahara
Desert Xen Research Facility [CLOSED, CLASSIFIED], Paris Human
Resources Research Facility [CLOSED, CLASSIFIED], Chernobyl Nuclear
Testing Facility [CLOSED, DESTROYED], Moscow Nuclear Testing Facility
[UNKNOWN, HIGHLY CLASSIFIED], South Africa Weather Research
Facility, Australia Marine Research Facility, Brazil Archeology
Research Facility, Republic of Congo Human History and Geography
Research Facility, England Automotive Research Facility, Colorado
Geographical and Tectonic Plates Research Facility, Norway Atomic
Chemistry Research Facility, Germany Elemental Fusion Research
Facility, Japan Human Sociology Research Facility.)

ARTICLE 1
SECTION 1
All science personnel, predated from the opening of the facility
and still working in Black Mesa, shall perform one solitary task,
research. The Science team must perform any kinds of research and
development needed and assigned to him or her, unless the research
is deemed Illegal and inhumane by the administration board of
directors. All science personnel shall have leave of work every
hour accumulated during work time, after thirty minutes, the
employee is due to return to work, No employee of the facility shall
restrict the leave of work, unless the research accomplished does
not meet the hourly quota assigned to him or her from his or her
supervisor. By signing this document, you agree to this passage.
SECTION 2
All research contracts carried out by the science team of the Black
Mesa Facility shall have their own security levels. All science
team employees participating in the research contract assigned to
him or her shall have the appropriate security clearance assigned
to him or her for the project. If an employee is assigned to a
project he or she will not have clearance to, the supervisor shall
need to remove the employee from the contract, or schedule an EID
update for the new clearances, and will need to change his or her
retinal clearance level up to what the project needs, then return
clearance to the original level. If a science team employee is
found working on a project he or she does not have clearance to, the
employee and the supervisor are on grounds for leave of work
without pay for a length of time given to them by the
Administration Board of Directors. If there is a second infraction,
both will be terminated. For help adding personnel to the retial
clearance system, ask an available Security Officer.

SECTION 3
In the case of contracted research that is considered Unorthodox by
the Board of Directors, only level 3 and higher science personnel
can participate in the research and development of the contracted
research. All science team personnel that are working on the
project shall never speak of the contracted project to any person of
the facility except those who are working along side the employee,
and the Board of Directors. Any Employee that violates the
agreement listed here is subject to Termination from the Black Mesa
Facility. If the research is contracted by the government, the
terms listed above are valid, if the rules are broken, the employee
is subject to IMMEDIATE execution in the Security Office. By signing
the contract, you agree to the terms listed above.
SECTION 4
The research done at the Black Mesa Research Facility will be of
high caliber, no research will be done by level 3 and higher
scientists that involves the general public, unless specifically
specified, or assigned, or opted into. If a level 3 employee is
working on a contract that involves the general public, he or she
will be reassigned when the Supervisor deems necessary.
SECTION 5
Restrictions of research contracts involve the following examples.
No research shall be done on biological weapons, nuclear weapons,
interrogational tools and materials, or any kind of item or style
that violates the Constitution of the United States of America or of
New Mexico, or of any state in the United States of America, or any
constitution of the occupied country. If an employee is found
researching, or possessing any item needed to do research on said
examples, he or she shall be terminated. The restrictions can be
added to by the Board of Directors of the Black Mesa Research
Facility.

SECTION 6
Inhumane research shall not be tolerated in the Black Mesa Research
Facility. Inhumane research involves using other human beings as
test subjects, or other types of sentient beings used as test
subjects. Any Employee in violation will be IMMEDIATELY executed in
the Security Office.
ARTICLE 2
SECTION 1
Employees working at the Black Mesa Research Facility are allowed
to have relationships with other members of the Black mesa Research
Facility.
SECTION 2
No employees at the Black Mesa Research Facility shall be
discriminated upon by other employees because of the bond between
the employees. Anyone who is discriminating or does not allow an
employee to accomplish a task, or any range of discriminable
activity will be subject to termination.
SECTION 3
Any relationships in the facility are allowed, yet there are rules
to this. Friends can hug, but no kissing. Recent Dating of
employees cannot hold hands, but may hug and kiss. Married
personnel are excluded from this Sections Rules. No Intercourse is
allowed at the Black Mesa Research Facility, even for Married
couples.
SECTION 4
If any of the rules stated in this article are broken, warnings will
be given, after two warnings, the employees are given Leave of work
for a specified time designated by the Board of Directors.
Intercourse is explained in the next Section.
SECTION 5
If any personnel is caught having intercourse of any kind with
another employee and or visitor to the Black Mesa Facility, both
employees and or visitors are subject to Termination. Rape is not
taken lightly in the Black Mesa Research Facility. Any person
caught raping another employee and or visitor is subject to
Termination, if the other person is beaten, the rapist may be
executed. Exact consequences are given by the Board of Directors.

ARTICLE 3
SECTION 1
If an employee or visitor is causing harm, harassing, annoying, or
going to a restricted area of the facility due to his or her
clearance level without permission from a person with a higher
clearance level, the person will be detained by the security force.
SECTION 2
If an employee or visitor is endangering the life of an employee,
the assaulted employee or visitor may defend oneself. Do not kill
the assaliant, merely incapacitate him or her so he or she cannot
harm oneself.
SECTION 3
All employees are treated equally, no employee is more important
than the other incase of emergency. If an employee is injured, they
have every right to the same treatment as another one would,
personal differences shall not restrict medical attention.
SECTION 4
If an employee is arrested, he or she is now subject to the security
forces orders, no exceptions. If an employee denies the forces
orders, he or she shall be terminated. After arrest, the employee
will be processed by the Sector Security Force then transported to
the nearest police precint for further investigation.
SECTION 5
As Stated above, the arrestee, detainee loses all right and
privileges and is subject to the Security Forces will.
SECTION 6
All employee are allowed equal health care as provided by from the
medical staff. All employees get life insurance, dental, and
physical care as per the medical team.

SECTION 7
CLASSIFIED! Level 3 and higher officals read the Pamphlet for the
details.
FOR ALL OTHER EMPLOYEES:
NO FIREARMS ALLOWED IN THE FACILITY. NO ACCEPTIONS.

SECTION 8
Suits aimed at the Black Mesa Research Facility or employees of the
Black Mesa Facility are invalid if fifty percent of the criteria
listed are applicable: Detainment. Arrest. Assault. Purposeful
removal of equipment from a laboratory. Removal of equipment from
a Laboratory with Intentions against an employee. Purposeful
blocking of Security Personnel. Obsessive use of Foul Language
Present. Death of an employee caused by the suiter. Forgery of
research. Fired because of infringement of ARTICLE 2, SECTION 1,
SECTION 2, SECTION 3, SECTION 4, or SECTION 5. Any other
infringement of Constitutional Contract of the Black Mesa Research
Facility. In short, any suit filed to the Facility are invalid
without clear reason and right and or privilege not stated by the
CCBMRF.
ARTICLE 4
SECTION 1
Medical assistance is administered if the employee is in the
immediate danger of dying, in shock from an injury, shot by any
projectile, radiation burns, biological contaminants, chemical burns/
injuries, and or electrically shocked past the point of losing
voluntary motor skills, heart attack, and insanity. Medical
assistance is received by the present doctor with no personal ties
attached. If the doctor is unable to work on the patient, the next
highest ranking medical official is needed to work on the patient.
Reasons for injuries are dynamic and can be accepted even if not
present on this list.
SECTION 2
Read above. Added: The employee has three voluntary visits to the
Medical Office weekly. After the third visit, the employee is not
allowed to return. If a real medical emergency is present after the
third visit, the employee is taken in. If the employee is faking an
emergency, he or she shall be subject to consequences explained in
Article 4, Section 4 and or Section 5. Medical Officials are to be
highly trained, if any untrained medical personnel are present, he
or she will be terminated, along with the current Director of the
Medical Staff. If a medical official displays any effects of
dementia or insanity, he or she is due to be terminated if already
in service. If a medical employee kills a patient on purpose, he or
she is to be terminated and stripped of his or her medical license.
If the death is of the injuries or on accident, he or she will be
given a two day leave of work.

SECTION 3
An employee of the Black Mesa Research Facility is due for
termination if any of the following criteria is met:
-Faking a medical emergency
-Purposefully endangering the lives of the Black Mesa Personnel
-Multiple infractions of revisiting the medical area after the third
visit for medical reasons.
-Having three or more bionic/prosthetic/mechanical limbs
-Permanent Spinal Cord Damage
-Permanent Loss of motor Skills of any limbs.
-Bionic/Prosthetic/Mechanical Hands
SECTION 4
An employee will be subject to extended leave of work if the
following criteria are met: Over Sixteen Hours of Work Accumulated
in one day, Obvious signs of sleep deprivation, common contagious
diseases (CCDs), Physical Injuries that obstruct the employees job
( Sprained joints and fractured Bone ONLY ) Personal Problems,
Recent property, federal, legal, and humanic problems, and a
Directors order.
SECTION 5
If an employee at the Research facility is pregnant, or becomes
pregnant during his or her time at Black Mesa, he or she is
required to take leave of Work with pay, no exceptions. We value
the lives of our employees, and those inside of our employees. The
leave will last until the child is born and is able to be left with
a sitter while the employee returns to work. If a sitter is not
found, a trusted employee of the Research Facility may take care of
the Child at the parents house, with pay, until a sitter is found.
No children allowed at the Research Facility. Only adolescence
Teenagers of age Fifteen and above may enter the facility with a
Parent, or if the parent works at the facility, the teen may go to
his or her parents laboratory or office. A teenager does NOT have
the clearance the parent does. The teenager is to be treated as a
visitor but with level one clearance, and the privilege to enter the
Sector admimistration to go to his or her parents office.

SECTION 6
THIS SECTION IS TO BE TAKEN STRICTLY, NO EXCEPTIONS ALLOWED. An
employee is due for immediate execution in the Security Office if
ANY of the following Criteria are met.
-INSANITY PAST NORMAL OPERATION
-MASS MURDER
-MAJOR ENDANGERMENT OF RESEARCH FACILITY
-MAJOR ENDANGERMENT OF RESEARCH PERSONNEL
-FAILED VIOLENT UPRISING AGAINST ADMINISTRATION (Please petition)
-SUCCESSFUL VIOLENT UPRISING AGAINST ADMINISTRATION
-PURPOSEFUL DEATH OF MEDICAL PERSONNEL
-MANIPULATION OF AUTOMATED SYSTEM
-ANY OTHER REASON AGREED UPON BY THE BOARD OF DIRECTORS
An employee is due for immediate execution on the spot for the
following reasons:
-ENDANGERING SECURITY OFFICIALS LIFE/LIVES
-RELEASE OF BIOLOGICAL CONTAMINANTS
-TERRORISM
-RIGGING OF EXPLOSIVES TO FACILITY
-ANY REASON AGREED UPON BY THE PRESENT PERSONNEL AT THE EVENT
(Use good Judgment)
ARTICLE 5
SECTION 1
All admimistration personnel issue contracts to their respective
science team divisions. Once a contract is sent, the director of the
divison is required to look over the contract, and give a verdict,
whether it is to be assigned, or vetoed. If the director vetoes the
contract, the Administration contractor and the Head Administrator
will decide if changes are to be made, or to force enact the
contract and assign the contract to personnel. They do not need
the Director's permission to assign the contrsct if the Director
vetoes the contract. All assigned personnel are required to partake
in the assigned contract.
SECTION 2
Employees are required to submit periodic progress reports to the
Administrative Contractor. These reports are to be the
conglomeration of all of the assigned personnels' findings, and
notes. The report goes from the assigned personnel, through the
director, and to the Administrative contractor. If reports include
false information, the Director will be at fault.

SECTION 3
Medical Reports are assigned and created by the current Director of
the Medical Team. The report outline is subject to change at
anytime.
SECTION 4
All personnel are required to report to his or her hierarchial coworker for periodic progress reports, this is in most cases the
Director, or a senior science member who was assigned to the
contract. If reports are not given, the senior employee must request
an immediate report written in person at that moment. If a lower
employee disregards and or purposefully disobeys and or insults his
or her higherarchial leader, he or she may be removed from the
assignment, and not recieve payment for the rest of the contract's
alloted time.
SECTION 5
If an employee does not adhere to the Hierarchial contract stated
above, he or she will be terminated immediately. Non Aeherence is
considered as: disobeying, disregarding, insulting, or any other
reason listed in the previous Articles and Sections.
SECTION 6
If a contract is assigned by the government, a governmental
representative and or a governmental research personnel may come to
oversee the contract, treat him or her with utmost respect, the
offical is the same as a senior employee, or in some cases, a
director. If a contract is spoken to another member of the Black
Mesa Research Facility and is not a part of the contract, both
employees will be Brain Flashed, then fired.
ARTICLE 6
SECTION 1
Private contracts are assigned by third party contractors and must
be paid in advance to the Facility before Research can begin. No
contract will be accepted if it violates the United States
Constitution or the Black Mesa Research Facility Constitution.

SECTION 2
Governmental issued contracts are of the utmost important to the
Black Mesa Research Facility(s). Only the most seasoned employees
should work on a governmental project, umless a lower level
employee is designated to work on the contract. The Government
usually wants a certain outcome to the contract, if so, desired
outcome will need to be reached in order to recieve full payout
from the Government. If desired by the contracted employees, the
contract can be continued to reach another, unknown, outcome, but
only after the original contract is fully completed. If security
personnel are required, senior security guards and higher are thr
only security personnel allowed to passively oversee and protect the
employees.
SECTION 3
There will be, at the beginning of every month (Preferebly the
first Monday of every Month) a governmental inspector visit. This
person is here to ensure tge facility is still in high caliber and
fully operational. A monthly report will be needed from each
director on the first of the month, if no report is given, the
director will need to give the report to the current administrative
personnel present at the facility as soon as possible. If after a
week, and there is no report present, the director could be demoted
from Director Position if a non-valid reason is given. Valid reasons
include, but are not limited to: Death in the family, personal
injury, facility wide computer malfunction resulting in loss of
report data, prolonged lockdown of the facility, prolonged
evacuation of the facility. Any other reason is non-valid umless
said otherwise.
SECTION 4
If a felony is committed within Black Mesa, actions stated in
earlier Articles and Sections will be taken. Refer to the United
States Law Book of Felonies.
SECTION 5
Termination is due for an employee if he or she does not comply
with normal, humane orders and tasks assigned by the Governmental
Officers that arrive at the facility. Any disrespect towards
Governmental Officers is immediate termimation. No exceptions.

ARTICLE 7
CLASSIFED FOR LEVEL 3 PERSONNEL! LEVEL 3 PERSONNEL, CONSULT YOUR
OWN PRIVATE CHARTER AS GIVEN OUT BY THE ADMINISTRATION.
ARTICLE 8
CLASSIFED FOR LEVEL 3 PERSONNEL! LEVEL 3 PERSONNEL, CONSULT YOUR
OWN PRIVATE CHARTER AS GIVEN OUT BY THE ADMINISTRATION.
ARTICLE 9
SECTION 1
Computers around the facility are to be used accordingly. Computers
are to be used soley for typing reports and running simulations.
If an employee is on break, he or she mist bring his or her own
computer from home to do other tasks than typing and simulations.
If an employee s caught playing games on a facility computer, he or
she will loose the privelige of computers, his or her account
credidentials will be revoked.
SECTION 2
Restrictions of the computer are listed above. Also, an employee
may not compromise the facility's mainframe, spy and committ
industrial espionage, and manipulate the computers to work around
the rules.
SECTION 3
The facility has a semi-permiable internet web. An employee
without level 4 access is restricted from accessing the outside
internet while on a facility computer. If the employee has a
personal computer, he or she may access limited outside internet.
Be wary, ALL aspects of the internet in the Black Mesa Research
Facility is constantly monitored. ATTENTION: If an employee is
caught watching or distributing pornography, or other intercourse
related material, he or she will loose the right to the internet,
and the computers, and be removed of the current level clearance
level, and demoted one step.

SECTION 4
Every facility computer is equiped with an Instant Messaging
program that connects to all other computers in the facility. An
employee can send messages to other employees of he or she is
online. Do not abuse the Instant Messaging system. Do not "sext" on
the instant messaging system. (AGAINST SERVER RULES AND FACILITY
RULES). Abuse of the system will result in loss of computer and
internet priveleges.
SECTION 5
An employee is subject to loss of ALL electronic priveleges if any
of the established rules in Section 3 and 4, if an employee is
detained, or if an employee breaks any rules stated before hand in
the past Articles and Sections.
ARTICLE 10
SECTION 1
Amendments to this document can be added if necessary, for any
Article and Section, Yet the amendments must not violate ANY part
of the United States Constitution, or the constitutional document of
any country that a Black Mesa Facility is located. Amendments must
be enacted and added by consent of the Board of Directors, there
must be a 2/3 majority on enacting the amendment. If at a later
time, the amendment is found unconstitutional or unwanted, a new
amendment must be added to override the enacted amendment. THIS
ARTICLE AND SECTION MUST, WILL, AND NEVER BE OVERRULED BY
AMENDMENTS.
SECTION 2
AMENDMENTS ARE PLACED BELOW. NO NEW SECTIONS SHALL BE ADDED! WRITE
THE AMENDMENTS UNDER IN OUTLINE FORM. NUMBER AND DATE THE
AMENDMENTS ACCORDING TO WHEN THE AMENDMENTS WRRE ENACTED.
AMENDMENT 1 (14 March 1997)
The Board of Directors is comprised of the Directors of ALL
sections and divisions of the Black Mesa Research Facility(s) Each
amendment is assigned to one of the facilities. Each facility will
have it's own amendment list. Each facility will govern itself with
the Board of Directors being the governing body. The
Administration Division and the Section Manger promote employees to
the Director Status. Only one director is allowed per each divison
and or section. APPLIES TO ALL RESEARCH FACILITIES.

SIGNERS OF THE CONSTITUTION SHALL SIGN ON THE BOTTOM OF THIS


DOCUMENT. (In the Reply Section on this post.) A mimumum of 9 senior
staff are needed to sign this documents in order to fully enact this
document.
