To Whom It May Concern:


I am pleased to invite you to apply to a colloquium entitled Freedom, Prosperity, and Heroic
Entrepreneurship in Economic Debate, to be held January 29-February 1, 2015 in Springdale,
Utah. Liberty Fund, Inc. of Indianapolis, a tax-exempt, private, operating foundation that
conducts its own program of educational activities is co-sponsoring the colloquium along with
the Charles Koch Institute, also a tax-exempt foundation.
The Freedom, Prosperity, and Heroic Entrepreneurship in Economic Debate colloquium centers
on informal, yet serious discussion, with just 15 participants. It will be roundtable in nature, as
experience has shown that the Socratic discussion format is most conducive to a full and open
exploration of ideas. The purpose of the colloquium is neither to convey doctrine nor to reach
consensus.
Please understand that each participant must be committed to attending all sessions, receptions,
and group meals. Your schedule must have adequate provision to attend the opening reception
on Thursday, January 29 at 6:00 p.m., and be present and on time for all scheduled functions,
including the closing dinner on Saturday night, January 31. If such a commitment is not possible
for you, please decline this invitation.
In exchange for your full participation, you will receive:
an honorarium of $900
reimbursement of travel costs
three nights at the Majestic View Lodge in Springdale, Utah
all meals during the conference.
We will reimburse airfare for 21-day advance discounted coach fares, round-trip from home to
the conference site up to $600. If your fare is excess of $600, please contact Samantha Burrows for
preapproval of the additional expense. Those driving are reimbursed at the current IRS standard
mileage rate, not to exceed the cost of discounted coach airfare. Airfare involving travel outside
the conference dates or locations other than ones city of residence may not be fully reimbursed.

Before accepting this invitation, please review the attachment titled Notifications about
Honoraria and Reimbursements, which describes instances in which we may not be able to pay
the honorarium or reimburse expenses.

Notifications about Honoraria and Reimbursements


The colloquium is directed by Strata, a 501 (c) 3 non-profit in Logan, Utah. Please be aware that
Strata may not pay expenses or honoraria to individuals holding certain U.S. visas. Persons who
are present in the U.S. under a visa should consider whether participation in this program and
receipt of an honorarium for their service is consistent with their visa status. Please be advised
that Strata generally cannot pay individuals holding visas within certain categories, including but
not limited to J-1, H1-B, and F-1.
If you are not a citizen or permanent resident (green card holder) of the U.S., and you will be
traveling to the U.S. to participate in a Strata conference, you must enter the U.S. in B-1 business
visitor visa status. Such status includes the following:
B1 visa
B1/B2 visa
Visa Waiver/WB
Mexico Border Crossing Card (BCC)
Visa-exempt Canadian business visitor
Persons in the B-1 business visitor visa status are generally not allowed to receive payment for
activities undertaken in the U.S. Under a special statutory exemption, however, B-1 business
visitors may receive an honorarium payment from a university or a nonprofit research
organization for participation in events like this conference. Strata is a nonprofit research
organization according to the statutory exemption.
Other requirements regarding payments from Strata:
Strata may not pay honoraria to individuals holding certain U.S. government positions.
Strata may not pay for travel outside of the United States for individuals holding certain U.S.
government positions.
Strata does not transfer honoraria to third parties or organizations, including personal
businesses.
Payments are contingent on participation in all scheduled conference functions.
In order to issue an honorarium payment, Strata is required to collect your Social Security
Number (SSN) or U.S. Individual Tax Identification Number (ITIN). Employer
Identification Numbers (EINs) will not be accepted.
Your citizenship and country of residence (for tax purposes) are also required.
The U.S. Internal Revenue Service (IRS) requires that Strata withhold income tax (at the
current rate prescribed by the IRS) on honoraria paid to individuals who do not provide a
U.S. taxpayer ID number (U.S. conferences only).
If additional information is needed to complete your honorarium payment, a Liberty Fund
staff person will contact you prior to the conference.

Cancellation:
Strata reserves the right to cancel the conference or to terminate this agreement for any reason,
or no reason at all. If Strata without cause either (i) cancels the conference or (ii) terminates the
agreement, however, you will be entitled to receive one-half of the honorarium as your sole
remedy.
