LTE736: CSFB to UTRAN

- Possibility to perform CSFB to UTRAN using PS

HO functionality
- PS HO to WCDMA for FDD
- PS HO to WCDMA or TD-SCDMA for TDD

- Benefits:
- Faster than CSFB via Redirection
- PS services are not dropped

- Support for MO and MT cases as well as for

RRC_IDLE and RRC_CONNECTED states
- Emergency Call can use CS Fallback UTRAN
with PS HO

LTE736: CSFB to UTRAN

- Preconditions:
- B1 event configured for UTRAN measurements on eNodeB
- UE must support PS HO to UTRAN and B1 measurements.
- Indicator 8: EUTRA RRC_CONNECTED to UTRA CELL_DCH PS Handover
supported
- Indicator 15: Measurement reporting event: Event B1 Neighbor threshold
supported

- EPC must support CS inter-working for mobility management and paging / and
CSFB
- UE registered to MSC for CS calls
- Inter RAT Handover to WCDMA (LTE56) activated in FDD case
- CSFB via Redirection (LTE562) activated
- Executed in case when PS HO to UTRAN not possible
- Measurement based redirection to UTRAN (LTE1073) doesnt prohibit PS HO
- Target Cell List for HO is not empty
- SRVCC to WCDMA (LTE872) can be enabled in parallel:
- LTE872 SRVCC is triggered only when QCI1 bearer is established and VoIP
cannot be continued in LTE due to loss of coverage or quality
- LTE736 CSFB is triggered by MME when CS service in CS Domain is needed

LTE736: CSFB to UTRAN

- Upon receiving Extended Service Request from UE, MME triggers

CSFB towards eNodeB by sending:
-

Initial Context Setup Request message with CS Fallback Indicator (RRC_IDLE) or

UE Context Modification message with the same indicator (RRC_CONNECTED)

eNodeB decides then on CSFB type
