Failure to submit copy of Environmental Impact
Assessment (EIA) on areas/projects that are
considered Environmentally Critical Areas (ECA) as
provided under DAO 2004-24;
On appraisal/re-appraisal on Development non
submission of Development Plan showing the
project cost and the applicants capacity to
undertake the project, hence, appraisal incomplete;

collection
despite
instructions to step up collection;

Foreshore Lands:

Foreshore Lease Applications (FLAs) on mangrove

areas- No foreshore applications shall be accepted
on mangroves areas;
Failure to require Foreshore Lease Applicant to
apply for a Provisional Permit Application prior to
introduction of an improvement/development in the
area applied;

Foreshore Lands:
On FAMIS- CENROs Daet, San Jacinto and Mobo do
not comply with our several instructions to submit
data in FAMIS format; while CENROs Goa, Sipocot,
Sorsogon, Virac and San Jacinto submitted report
but not in FAMIS format; CENROs Legazpi,
Guinobatan and Iriga complied;
Many of the applications for appraisal/re-appraisal
already forwarded to the Regional Office were
returned due to failure to establish with sufficient
proof the applicants nature of occupancy- whether
or not a littoral owner;

Failure to use latest Zonal Valuation as

basis for appraisal on foreshore land
when tax declaration for foreshore land is
not available;
On Demand letters against foreshore
occupants- only CENROs Sorsogon and
Legazpi City furnished the LMS with a copy
of their demand letters

Failure to submit certifications/notices of
clearances from the agencies concerned,
such as PPA, DPWH , DOT and/or LGU
Tourism Office, most especially that of the
PRA in cases where reclamation is/has
been undertaken;

Some field offices are still using value

for residential purposes/agricultural
purposes in computing the appraised
value, yet the purpose of application
is beach resort and the like, instead
of commercial use.
