As I continue to cover for the Chief Inspectors leave, it is satisfying to start
with some good news, as I mentioned last week we were investigating some
bogus workmen crimes in Pitlochry and a linked impersonation of a police
officer. A nineteen year old man from Fife appeared at Perth Sheriff Court on
Tuesday charged with fraud, attempted fraud and impersonation of a police
officer.
One series of crimes that was captured in the media related to an incident at
Greyfriars Hostel in Perth, where a local man wanted on warrant barricaded
himself into a room. The man then proceeded to damage property, throwing
items including broken glass onto the ground below.
In such circumstances public safety is always paramount and so a cordon
was put in place to keep the public at a safe distance. We also have to
consider the safety of the staff involved both those of the hostel and police. A
further consideration is the welfare of the suspect himself. As such the
Operational Support Unit, along with other specialised resources, who have
extra safety and enforcement equipment was requested.
Whilst negotiations were ongoing with the male he started to self harm and
entry to the room was forced and an arrest made without further injury and he
was subsequently presented at PSC.
A serious assault took place on the 29 th of March at the Round House Bar,
Bridge of Tilt, where a man sustained a significant hand injury. A 24 year old
local man was arrested and appeared at PSC.
I made mention last week of a couple of Police Scotland campaigns that had
been launched and this week I would like to bring Operation Zenith to your
attention.
It was launched today and it is our response to the seasonal increase in motor
cycle use. Our countryside and road network are admired far and wide by
motorcyclists. Whilst it is great for Perthshire to welcome visitors to the area,
there are also unfortunately risks associated with motor bike use. Education,
awareness and enforcement for all road users are the various strands to
assist in improving safety.

Unfortunately a 57 year old motor cyclist from Glasgow died on the A932 in
Angus over the weekend and is a tragic reminder of the care that we all need
to take when driving.
Whilst discussing road safety I would also like to raise a personal issue in
relation to deer as we approach the time when fawns are born. As police
officers we necessarily do a lot of shift work and over the years I have more
than my fair share of near misses involving deer.
On my way into work on Tuesday on the A93 a decent sized deer jumped in
front of me just north of Scones of Lethendy, just giving me time to slam on
the brakes and let out an expletive, although the deer ran off my bumper
bares the scars and tuft of hair of my third such accident. It just shows
whether motorcycles, wildlife or other road users you can never be too careful
whilst driving.
My review of acquisitive crime takes me far and wide again this week and I
again ask that anybody with any information contact us on the 101 number.
Ill start with an attempted theft of copper cable from the Geddes quarry at
Balado overnight on Friday the 27th. Besides the obvious criminality the
perpetrators are putting themselves at risk of electrocution and preventing the
company and employees from making a living.
A theft by house breaking occurred at a farm in Cardenden where a JCB
telescopic digger was stolen between 12.30 hours on the 29 th and 08.00 hours
on the 30th. Fortunately it was recovered abandoned a couple of miles away.
Another theft of plant occurred between the 25 th and 27th of March, from Linn
Road in Stanley where a JCB mini digger valued at 10 000 was stolen.
Up to Ballinluig now, where 400 worth of heating oil was siphoned from a
storage tank, some time between the 15th and 27th of March. This is a fairly
common type of crime which requires specialist equipment so please report
suspicious activity.
Overnight in Friday the 27 th a fishing hut at Lower Newtyle, Dunkeld was
vandalised causing 75 damage, nearby were discarded beer tins, suggesting
that there was some sort of nonsense taking place for a while.
A couple of more bizarre but also annoying crimes were the theft of a 4
chimney pot from a garden in Muthill and an empty bee hive between the 14 th
and 31st of March from Kinvaid farm, Moneydie.

Last week I asked everybody to secure their property, to assist in the

prevention of crime and this could have prevented the theft of a ruchsack,
from an insecure pick up truck, parked in Coupar Angus, on the 1st of April.
Finally a theft by housebreaking, along with a theft of a motor vehicle which
was subsequently recovered, from Cultybraggan near Comrie, in the early
hours of Wednesday the 1st. This time a large quantity of mechanical tools
have been stolen, if you are offered or hear of anybody trying to sell tools then
please give us a call.
