Pada tahun 2009, dalam rangka memperkuat program nasional dan sub-
nasional melalui dukungan dan operasional untuk menstabilkan Komisi
Penanggulangan AIDS Daerah (KPAD) di kabupaten Sumba Barat melalui
kegiatan rapat/pertemuan untuk memperkuat tugas, peran dan fungsi
masing-masing komisi. Dilaksananakannya kegiatan pengembangan
rencana kerja KPAD Kabupaten Sumba Barat 2009-2014 serta dukungan
sekertariat dan rapat pertemuan Forum Parlemen Sumba Barat.
Tim Jaminan Ketersediaan Kontrasepsi mendapat dukungan berupa
rapat/pertemuan untuk mendukung rencana kerja dan strategi tim JKK,
pelatihan RH Costing dan forecasting, pengembangan forecasting
ketersediaan komoditas kontrasepsi dalam 5 tahun, advokasi dan adopsi
perangkat(tools) forecasting kespro dan penetapan biaya ke dalam
perencanaan local.
Penguatan untuk fasilitator kespro dilakukan dengan memberikan
dukungan :
o Rapat pengkajian program kespro (PKRET dan PONEK) untuk
identifikasi pencapaian, analisa kebutuhan dan hambatan ditingkat
provinsi dengan melibatkan 5 kabupaten dukungan UNFPA.
o Pelatihan/penyegaran PKRET bagi fasilitator kabupaten. Pada tahun
2009, 2 orang dari dinas kesehatan kabupaten Sumba Barat
o Memfasilitasi pelaksanaan supervisi dan monitoring ke puskesmas
yang dilakukan fasilitator kespro kabupaten.
Dukungan komprehensif kepada puskesmas untuk memaksimalkan PKRET
diberikan melalui :
o Pelatihan Alat Bantu Pengambilan Keputusan (ABPK) yang diberikan Formatted: Bullets and Numbering

Walaupun Sumba Barat bukan daerah prioritas untuk pencapaian target ini
namun secara umum dapat disampaikan bahwa target yang diharapkan
tercapai bahkan kabupaten Sumba Barat telah menganggarkan sejumlah
dana pengembangan dan replikasi modul KRR sebagai mata pelajaran Mulok
wajib di tingkat SLTP dan SLTA sekabupaten Sumba Barat dengan Surat
Keputusan Bupati.

Hasil umum tergambar dalam matriks berikut ini untuk tingkat integrasi
(terutama untuk 3 Puskesmas fokus) dalam lampiran 7.
Factor penghambat:
1) Ketidaktersediaan petunjuk pelaksanaan serta kerangka kerja komisi
kespro di kabupaten.
2) Anggota dalam komisi kespro tidak memahami tentang apa tugas,
peran dan fungsi komisi atau kelompok kerja dalam komisi sehingga
program atau rencana kerja tidak berkelanjutan dan berjalan tidak
efektif.
3) Meskipun KPAD di kabupaten telah mengembangkan

Pembelajaran :
1) Adanya dukungan pemerintah melalui dana APBD untuk mendukung
pelaksanaan program kerja KPAD pada tahun 2009 sebesar Rp.
75.000.000
2) Dukungan Pemda bagi pengembangan modul KRR sebagai kurikulum
muatan lokal wajib. Pada tahun 2009 telah diujicobakan modul yang
dihasilkan pada 2 sekolah contoh yaitu SMA N I Waikabubak dan SMK
Negeri I Loli.
3) Berfungsinya 2 Fasilitator Kesehatan Reproduksi Kabupaten dalam
memberikan dukungan teknis dan managemen bagi penguatan PKRE
di puskesmas.
4) Komitmen dan dukungan forum parlemen (DPRD) terhadap
pelaksanaan PONED/PONEK di Kabupaten Sumba Barat melaui
kebijakan dan anggaran.
Rekomendasi:
1) Rasa kepemilikan maupun usaha untuk menyingkirkan
kesalahpahaman serta untuk meningkatkan dukungan atau peran serta
sector terkait dilaksanakan melalui berbagai kegiatan advokasi kepada
kepala pemerintahan kabupaten, legislative, pihak pengambil
kebijakan/keputusan di sector terkait.
2) Mengatur dan mengembangkan panduan atau petunjuk tentang
bagaimana untuk mengorganisir, memelihara dan mengatur
pelaksanaan komisi Kespro, KPAP/KPAD dan Tim JKK.
3) Perlunya dilakukan pengkajian tentang pelaksanaan Komisi Kespro,
KPAP/KPAD, Tim JKK dan evaluasi PKRET dan PONEK untuk
berlangsung di awal 2010.
4) Perlu meningkatkan dampingan teknis, supervise dan monitoring yang
dilaksanakan oleh tingkat pusat dan provinsi untuk memantau
perkembangan dan memberikan solusi tentang permasalahan dan

Strategi Utama:
Meningkatkan kesadaran dan membangun kapasitas pembuat hukum,
pembuat keputusan, pemimpin agama dan masyarakat, komunitas sosial;
kaum muda dan media melalui advokasi dan pengembangan kemitraan;
orientasi dan pelatihan, serta berbagi informasi/pengalaman

1) Anggota DPRD terpilih sejumlah 135 orang (Alor-25, Sumba Barat-25,
Kupang-40 dan TTS-45) sudah mendapatkan informasi tentang isu kespro,
kependudukan, kemiskinan dan gender ;
2) Anggota DPRD II dan sector terkait sejumlah 150 orang sudah diadvokasi
tentang manfaat dan pentingnya pembiayaan program Keluarga
berencana dan Revitalization tim JKK yang advokasinya dilakukan oleh
BKkbN Provinsi NTT bekerjasmana dengan Badan KB dan Forum Parlemen
di Kabupatan ;
3) Para pengambil keputusan dan anggota parlemen sejumlah 65 orang (35
orang di Sumba Barat dan 30 orang di Manggarai) sudah mendapatkan
informasi tentang pentingnya pelaksanaan, pencapaian pelayanan dan
perlunya dukungan untuk PONEK Rumah Sakit Daerah dan swasta serta
PKRET di puskesmas.

2009 target:
1) Total 85 orang (Alor -> 25, Kupang -> 25, Sumba Barat -> 35) dari DPRD
dan lembaga pemerintah terkait telah mendapatkan orientasi tentang
PERDA HIV/AIDS dan Trafficking ;
2) Pembuatan draft RANPERDA HIV/AIDS di 4 kabupaten (Alor, Manggarai,
Kupang dan TTS);
3) Pembuatan draft RANPERDA Perlindungan perempuan dan anak di
Sumba Barat ;
4) Mengadvokasi regulasi tentang KRR dalam bentuk PERDA di kabupaten
Kupang.

2009 target:
1) Total 74 tokoh agama dan tokoh masyarakat (Alor 35, TTS 24, Provinsi 15)
dan 92 penyuluh kursus perkawinan (Alor 28, Manggarai 25, TTS 24,
Provinsi 15) mendapatkan pelatihan tentang bagaimana cara
menyampaikan informasi tentang isu kespro, KB dan gender kepada
sesama tokoh agama atau tokoh masyarakat dan jemaatnya ;
2) Sosialisasi kepada masyarakat yang dilakukan oleh tokoh agama dan atau
tokoh masyarakat sebanyak 16 kali di kabupaten manggarai ;
3) Sosialisasi kepada masyarakat yang dilakukan oleh penasihat/penyuluh
perkawinan (tiap kali kegiatan 2 orang) di 3 kecamatan, kabupaten
Manggarai.

Strategi Kunci:
Mendukung program KIE/BCC, kampanye dan kegiatan terutama
program berbasis komunitas tentang Kesehatan Reproduksi, yang
meliputi KB, KRR, IMS, HIV-AIDS, dan gender; termasuk PKRET dan
pencegahan/penanganan KBG/GBV.
2009 target:
1) Membuat bahan IEC berdasarkan penyesuaian dari standar bahan IEC dari
pusat (2000 buah) oleh BKKBN Provinsi NTT ;
2) Siaran TV/Radio local (dengan materi yang dikembangkan oleh pusat)
ditingkat provinsi sebanyak 4 kali ;
3) Talk Show di radio local, total sebanyak 46 kali (Sumba Barat 10, Kupang
12 dan TTS 24);
4) Siaran Udara tentang kespro dan KBG melalui radio lokal di Sumba Barat
(4 bulan), Manggarai (12 bulan) dan TTS (4 bulan).

Target tercapai.
2009 target:
1) 100 pekerja lapangan Keluarga berencana & midwives [adalah]
mengarahkan ke RH dan Gender mengeluarkan;
2) 240 orang muda, 135 (para laki-laki dan perempuan), 25 kader dan 155
para pemimpin komunitas mengikuti aktivitas-aktivitas mempromosikan
RH/FP terutama IERH dan pencegahan [dari] GBV (Alor 210 orang,
Manggarai 30 orang);
3) 125 orang tua mengikuti orientasi di atas/terhadap ARH dan HIV/AIDS
(Kupang);
4) Distribusikan melingkar dan/atau bentuk lain komunikasi kepada semua
berhubungan staf (PLKB, bidan, PP Section, para pemimpin desa, dukun,
kader posyandu dan lain-lain) di atas/terhadap IERH dan GBV di/dalam 4
sub distrik/12 kelompok (Manggarai);

Aktivitas-aktivitas:
1) Meningkatkan kapasitas dalam menganalisa data untuk pihak/institusi
pemerintah pengumpulan data, masukan data (proses data), penilaian
indikator dan analisa data.
2) Kemitraan antar sector tentang data kependudukan, KR dan KBG/KTP
pada semua tingkatan area dengan melakukan pertemuan konsolidasi
triwulanan antar sector dalam Forum Database dan 'workshop' berbagi
pengalaman untuk mendapat input dalam menyusun TOR (kerangka kerja)
forum database.
3) Mendukung publikasi & penyebaran/diseminasi data nasional dan sub
nasional (Integrasi DDA kedalam Situs/web Pe,da, Tambahan percetakan,
Publikasi dalam bentuk softcopy-CDROM, diseminasi DDA).

dilatih untuk menggunakan data yang ada bagi perencanaan pembangunan

Aktivitas-aktivitas:
1. Mendukung peningkatan sistem pencatatan dan pelaporan KBG meliputi
workshop: evaluasi pelaksanaan system pencatatan dan pelaporan kasus
dan pengelolaan KBG/KTP 2 kecamatan (Kecamatan Lamboya dan
kecamatan Kota;
2. Meningkatkan kapasitas dari sektor penegak hukum dalam mengelola
KBG dengan memberikan dukungan pelatihan untuk POLRES & POLSEK
tentang bagaimana menyediakan layanan yang berperspektif korban,
sensitive gender, pengkodean, mekanisme layanan, sistem pencatatan
dan pelaporan di Polsek Kabu Karudi dan Pos polisi Kota dan anggota
PPA;
3. Dukungan in-house training untuk penyedia layanan KBG; 'workshop':
Peningkatan pemahaman terhadap isu gender dan KBG di 2 puskesmas
(Kabu Karudi dan Pueri);
4. Meningkatkan kapasitas dan keterlibatan lembaga non
pemerintah/lembaga nirlaba dalam mengelola KBG melalui Forum
Peningkatan Kualitas Hidup Perempuan (FKPKP) dan Sumba Protection
Children (SCPC); Bantuan teknis untuk kegiatan PKK (tingkat kecamatan
dan desa) dalam mengelola KBG yaitu tentang bagaimana PKK akan
mengidentifikasikan & mendukung korban (alur pasien, pengkodean,
system pencatatan dan pelaporan) & bagaimana untuk melakukan
penyebaran informasi menggunakan modul Kekerasan Dalam Rumah
Tangga di kecamatan Lamboya dan Kecamatan Kota, Sumba Barat.

1. Bapeda perlu untuk melakukan monitoring berdasarkan berbagai perangkat

Isu penting lain yaitu meningkatkan ketersediaan sumber daya keuangan dan
manusia (dari segi jumlah dan kualitasnya) terutama ditingkat kabupaten sampai
dengan puskesmas dengan adanya perencanaan dan antisipasi terhadap
kemungkinan adanya penggantian, rotasi atau mutasi kepala dinas, perencana
dan pengelola program, kepala puskesmas maupun tenaga penyedia pelayanan
kesehatan. Hal ini harus memperjelas berbagai kebutuhan untuk program dimasa
depan untuk mendukung kebijakan kesehatan ditingkat provinsi dan kabupaten.
Berdasarkan hasil dari semua komponen program outcome, strategi dan target
serta CPAP yang diperbaharui dari Planning and Tracking Tool (lihat lampiran).
