Title of Bill: Public Use of Closed School Facilities


All deserted school ground should be open access to kids in the community and other schools
without facilities.
Reason: This would give children more places to play as well as give schools without facilities
facilities without a cost.
BE IT ENACTED BY THE PRINCETON MODEL CONGRESS

Preamble: Whereas there are many former school facilities that are no longer a functioning
school, yet there are many citizens who could use these facilities at their leisure. Currently
in order to make use of these unused facilities one must pay a fee. This restricts the public
from maximizing their enjoyment through the use of these facilities. To make these facilities
more available to the public would benefit the community as a whole.
SECTION 1: From here on within this bill, unused facilities shall be known as any exterior
space, or equipment within the grounds of a Vacaville School District school not in use.
- SUBSECTION A: This discludes any buildings and its interior spaces and their
contents.
SECTION 2: Schools within the school district shall have priority in the use of the unused
facilities for private events affiliated with the school over the general public.
- SUBSECTION A: This priority is to determined among schools based on proximity
to the facilities and availability of alternative facilities to their campus.
- SUBSECTION B: Schools interested in reserving these facilities must give two
weeks notice in advance before the requested date of use.
- SUBSECTION C: In the case that two or more schools are within equal proximity to
the unused facility, the priority shall go to the school that reserves the facility first.
SECTION 3: Local government agencies shall have second priority to the unused facilities
for their affiliated events.
- SUBSECTION A: Local government agencies interested in reserving these facilities
for private affiliated events must give two weeks notice before the requested date of
use.
- SUBSECTION B: In the case that two or more local government agencies wish to
reserve the same unused facility on the same date, those whom reserve first shall
obtain priority for the use of the unused facility on that date for their private
affiliated event.
SECTION 4: Local citizens cannot reserve unused facilities for private events.

SECTION : This bill shall go into effect 91 days after passage.
