BY THE MILLERAND CONGRESS, THIS ACT ENACTS! I KNOW THIS ACT IS VERY CONTROVERSIAL,
BUT BY PASSING THIS ACT, WE SECURE MORE LIVES!

SECTION 1: FINDINGS
Congress makes the following findings:
1) From 1999-2011, about 30,000 people per year suffer from gun casualties, ranging
from 28,000 people per year (1999) to 32,000 people per year (2011).
2) Guns kill Blacks at twice the rate than Whites, with 18.51 deaths out of 100k for
Blacks and 9.05 deaths out of 100k for Whites.
3) Estimated number of guns in America is about 310,000,000, which is about 1 gun
per American (This makes every person dangerous because who knows when an American
could take a gun out and shoot you in the name of self-defense)

SECTION 2: PURPOSE
The Bill provides every ethnicity in America a safer environment to live by reducing
casualties via gunfire. It does not deprive anybody of 2nd Amendment Rights, since
the Federal Government may give special permission to wield guns, albeit with
certain restrictions.

SECTION 3: GENERAL PROVISIONS


1) Even though it may contradict the 2nd Amendment, it does not completely
disable the peoples right to bear arms, since the people may still wield melee weapons
for the sake of self-defense.
2) The police and army can wield guns by default. The police may only shoot after
shouting by mouth, verbatim, Raise your hands up, or I will fire for three times (This is

the Three Shout Rule). Any officer who caused a casualty via gunfire due to failure
following this rule will receive the death penalty. Self-Defense Rules apply.
3) Army members may shoot without doing the Three Shout Rule only during war.
Law will persecute intentional injuries through friendly fire.
4) Any individual or group who want to maintain their right to wield a gun due to any
purpose must receive an official exemption from the Federal Government, except for the
Police and the Army because the Government already exempted them.
5) Anybody wielding a gun without proof of an official exemption defined above
will receive the death penalty.

SECTION 4: DEFINITIONS
Melee weapons: Weapons without utilization of any projectiles

Intentional: Executed on a purpose to kill someone

FEDERAL GOVERNMENT: OFFICIALS FROM THE LEGISLATIVE , EXECUTIVE, OR


JUDICIAL BRANCH

FRIENDLY FIRE : THE ACT OF INTENTIONALLY INJURING A WAR COMRADE

OFFICIAL :

WRITTEN AND SIGNED BY AT LEAST ONE REPRESENTATIVE FROM ALL


THREE BRANCHES , WITH EACH REPRESENTATIVE NOTING THEIR BRANCH .
