Ablan and the Committee on Ways and Means A RESOLUTION EXPRESSING SUPPORT TO SENATE BILL NO. 3381, REDEFINING THE JUST SHARE OF LOCAL GOVERNMENT UNITS IN THE INTERNAL REVENUE TAXES AMENDING FOR THAT PURPOSE SECTIONS 284 AND 286 OF THE LOCAL GOVERNMENT CODE, INTRODUCED BY SENATOR FRANCIS G. ESCUDERO WHEREAS, Republic Act 7160, more popularly known as the Local Government Code of 1991, provides for local government units to get their rightful share of the taxes and other revenues of the National Government collects, thus ensuring provinces, cities, towns and barangays a specific amount to fund their operations; WHEREAS, while the power and authority was devolved to the local level, limited funding for its operational cost has challenged the very agenda of devolution; WHEREAS, National Government continues to delay the regular release of the Internal Revenue Allotment (IRA) shares of LGUs to the latters’ detriment, and afterwards when the fund accumulates, National Government forces monetization of the IRA at a huge discount to the LGUs disadvantage; WHEREAS, Senate Bill 3381, introduced by Senator Francis G. Escudero, redefines what that just share of LGUs should be by not only increasing the share but also imposing legislative measures to ensure that the share is received by LGUs automatically, without hindrance and on time to deliver quality services; NOW, THEREFORE, be it Resolved, as it is hereby Resolved, to express our support to Senate Bill 3381, redefining the just share of local government units in the Internal Revenue Taxes amending for that purpose Sections 284 and 286 of the Local Government Code, introduced by Senator Francis G. Escudero. RESOLVED FURTHER, to transmit a copy of this Resolution to the offices of Senator Francis G. Escudero, Senate President Juan PonceEnrile, and House Speaker Prospero Nograles, for their information and appropriate action.
