High court Makes helmets mandatory from July 1

Concerned over the
increasing number of
human lives lost in road
accidents. the Madras High
Court on Monday directed
the State government to
make wearing og helmet
mandatory for two-wheeler
riders from July 1.
It also directed
officials to install CCTV at junctions and
along roads to monitor the implementation
of the order.
Passing order on a civil miscellaneous
appeal, which challenged an order of Motor
Accidents Claim Tribunal, Justice
N.Kirubakaran. directed the Home
Secretary, and the DGP to inform the public
through media that wearing of helmet was
compulsory for two-wheeler riders from July
1 under section 129 of the Motor Vehicles
Act 1988.
Failing to do so would result in the
impounding of the riders documents.
including the driving license.
Once impounded documents, the
documents would be released only on
production of a new ISI-certificate helmet

with the purchase receipt, the

judge said.
The authorities should
suspend the driving license of the
rider and cancel it after holding an
enquiry. The State Government
should keep the court informed
every two months about the
number of cases filed against
violators.
However, the court asked the police
authorities, not to misuse this order to cause
unnessary hardship to riders and give room
for an allegation of corrupt practice. The judge
also directed the Surface Transport Ministry
to go in to the details of the design of the helmet
to provide visibility on the sides as well as in
the front and directed the Ministry to ask all
States to monitor if the order was being
complied without fail.
It was really disheartening to note that a
number of lives were lost because two wheeler
riders were not wearing helmet.
The pathetic position was inspite of
judgements given by the Supreme court and
various High Courts. The judge said 6,419
persons lost their lives last year in Tamil Nadu
alone.

Chennai were selected as Eco Stewarts and were given a display
Board and these schools will be given training periodically on
Capacity Building on Environmental issues. These selected children
will be taken for Eco tours and Camps etc. An instant water testing
was also done by Microbiologists... The students took oath on
Food safety and consumption.
