(RTRWP) Aceh 2012-2032
INTISARI
Dalam proses penyusunan rencana tata ruang suatu wilayah, kebutuhan
data dan informasi, baik spasial maupun non spasial merupakan suatu hal yang
sangat penting. Untuk memenuhi kebutuhan data dan informasi spasial, maka
penggunaan teknologi Sistem Informasi Geografis (SIG) sangat diperlukan.
Dengan kemampuannya dalam memasukkan data, menyimpan, mengelola,
menganalisis, mengaktifkan kembali, dan menyajikan data geografis dengan
mudah dan cepat, maka SIG merupakan pilihan yang tepat untuk digunakan
sebagai alat bantu yang berbasis komputer dalam penyusunan tata ruang suatu
wilayah. Penelitian ini bertujuan untuk mendeskripsikan sejauh mana alat bantu
SIG digunakan dalam proses penyusunan RTRWP Aceh 2012-2032, mengukur
efektivitas penggunaan alat bantu tersebut dan mendeskripsikan faktor-faktor
yang mempengaruhi efektivitas penggunaan alat bantu SIG dalam penyusunan
RTRWP Aceh 2012-2032.
Penelitian ini dilakukan melalui pendekatan deduktif-kualitatif dengan
metode evaluatif-deskriptif. Data penelitian diperoleh dengan teknik wawancara
dan kuisioner terhadap aparatur Pemerintah Aceh dan pihak lain yang terkait
dengan penyusunan RTRWP Aceh 2012-2032 dan sedikit banyak mengerti
tentang kegiatan pengelolaan SIG.
Penelitian ini menemukan bahwa secara keseluruhan, penggunaan alat
bantu SIG dalam penyusunan RTRWP Aceh 2012-2032 cukup efektif karena
sudah hampir semua analisis yang penting dalam penataan ruang telah dilakukan
dengan menggunakan alat bantu SIG. Sejumlah besar instansi di lingkup
Pemerintah Aceh belum maksimal memanfaatkan kemampuan alat bantu SIG
dalam penyusunan RTRWP Aceh 2012-2032 karena pemanfaatan kemampuan
alat bantu SIG hanya sebatas input data dan pemetaan. Hanya sejumlah kecil
instansi yang telah memanfaatkan kemampuan SIG sampai pada tahap analisis.
Faktor-faktor yang mempengaruhi efektivitas penggunaan alat bantu SIG dalam
penyusunan RTRWP Aceh 2012-2032 adalah sumber daya manusia, peralatan,
informasi, kondisi lingkungan kerja, sikap pelaksana, komunikasi dan koordinasi,
dan manajemen kerja.

The Effectiveness of Tools Usage Geographic Information

System (GIS) in Regional Spatial Plan
in Aceh Province 2012-2032
ABSTRACT
In the process of spatial planning in an area, the needs for data and
information, both spatial and non-spatial are a very important thing. To meet the
needs of spatial data and information, the use of Geographic Information System
(GIS) technology is indispensable. With its ability: inputing data, storing,
managing, analyzing, re-enabling, and presenting geographic data easily and
quickly, then the SIG is the right choice for use as a computer-based tool in the
development of spatial region. This research aimed to describe the extent to which
GIS tools used in the development of RTRWP Aceh 2012-2032, to measure the
effectiveness of the use the application and finally to describe the factors that
influence the effectiveness of the use of GIS tools in the development of RTRWP
Aceh 2012-2032.
This research was conducted through a deductive-qualitative approach
with descriptive evaluative method. The data were obtained by interview and
questionnaires to the Aceh Government officials and other parties associated with
the development of RTRWP Aceh 2012-2032. Theserespondent were assumed to
understand a little more about GIS management activities.
The research found that is overall, the use of GIS tools in the development
of RTRWP Aceh 2012-2032 can be categorized as effective enough because it is
almost all of the important analysis of spatial planning has been done using GIS
application. A large number of agencies in the scope of the Aceh Government
were not yet maximized in utilizing capabilities of GIS tools in the development
of RTRWP Aceh 2012-2032. It was limitation of GIS tools utilization only for
input data and mapping. Small numbers of institutions have made usage of the
ability of GIS in the analysis phase. Several factors that influenced the
effectiveness of the use of GIS tools in the development of RTRWP Aceh 20122032 were human resources, equipment, information, working conditions,
attitudes of staff, communication and coordination, and management of working.
