Affordable Care Act
The social welfare issue that I decided to research is the lack of healthcare for young
adults and part-time workers. There is a serious issue with the lack of healthcare availability. The
people most affected are young adults and part-time workers. Early Impact of the Affordable
Care Act (ACA) on health insurance for young adults states, One of the first implemented
provisions of the Patient Protection and Affordable Care Act (PPACA) permits young adults
aged up to 26 years to obtain health insurance as dependents on a parents private health plan.
(Cantor, Monheit, DeLia, & Llyod, 2012, p. 1773). Prior to the President signing the ACA
healthcare and insurers had the ability to remove children from their parents insurance plans, it

did not matter if you were a student, nor did it matter where you resided, this was part of the
Grandfather Plan. The lack of healthcare has been shown to be associated with a spiral of debt
among young adults, because of the medical bills (Segal, 2013). Healthcare as defined in the
Oxford Dictionary is, The maintenance and improvement of physical and mental, especially
through the provision of medical service. (Oxford web. 2014).
Services and Policies
Services and Policies that were put in place to alleviate the problem are the Affordable
Care Act (ACA), Patient Protection and Affordable Care Act (PPACA), Consolidated Omnibus
Reconciliation Act (COBRA), Social Security Act, and Health Insurance Portability and
Accountability Act (HIPPA) (Segal, 2013). COBRA was put in place if a person loses or quits
their job. HIPPA is to ensure that individuals health information is properly protected while
allowing the flow of health information needed to provide and promote high quality care and
protect the public health and health well-being(Kirst-Ashman & Hull 2012, p.611). COBRA and
HIPPA were not available to the person who was uninsured with employment. Social Security
was in place since 1935 with constant changes and updates. PPCACA is put in place to give
broader coverage, fund new programs, decrease healthcare and improve care. Beginning in 2014
individuals are to maintain health insurance, through employer, individual coverage, and federal
programs. (Segal, 2013)
Services Rendered
The services that are rendered are insurance coverage. In this paper I am focused on
services for young adults and the part-time workers. In some instances their poor health habits,
lack of proper diet and exercise. They are also considered, on average, healthier than older
people, which help the risk by including them in the ACA. The policies impact will be applied

to those young adults who join or remain on their parents plan. They can be married, not living
with you, attending school, not financially dependent on you, and eligible to enroll in their
employers plan. If you are Grandfathered health plan, this plan is not required to comply with
some of the consumer protection of the ACA that apply to other health care plans that are not
grandfathered.(HHS.gov/Healthcare,2014). Healthcare is not a guarantee. You have to do your
homework to get healthcare insurance and keep it. We all are not so lucky, if you are plagued
with illnesses such as; asthma or diabetes for example, these illnesses require that you have an
internal medicine and specialty physician. In turn you the patient will need preventive medicines,
at the cost of the patient. So we need policies in place for the consumer to have help, so that their
health and pockets are covered.
Historical Overview
Historically the issue for the need of insurance has been treated with the use of Medicaid.
Medicaid is healthcare insurance created in 1965 with the help of the Social Security Act of
1935, single most significant piece federal legislation for the development of income support
for poor people and retired workers and their dependents (Segal, 2013 p. 391). This lead to
additional policies such as Patient Protection and Affordable Care Act (PPACA) legislation that
made major changes to the public and private provisions to expand insurance coverage, establish
new ways to fund the program, and creates programs to reduce health care costs while improving
care.(Segal, 2013 p.390). COBRA, which is a program that allows a person to continue group
health insurance coverage for up to 18 months after leaving employment (Segal, 2013). Also,
HIPPA is legislation that adjusted health care insurance policies to allow for coverage after a
person leaves his or her employment (Segal, 2013).These changes continue to meet the needs of
the young adult and part-time worker. The Policies continually evolve with each presidential

election. We the people tend to choose our President for several reasons, but one of the most
important reasons is almost always healthcare. The President convened a historic televised White
House summit between Republicans and Democrats to discuss reform legislation; it concluded
with the Presidents lamentation that the parties would be unable to find agreement. Despite
pleas for bi-partisanship, Democrats and Republicans were firmly divided on the issue at the end
of the legislative process (Henderson & Hillygus, 2011,p.947).
The treatment of this problem has changed over time by implementing Joint Commission
on Accreditation of Healthcare Organizations (JACHO) and the Healthcare Reform Law. We
have healthcare spending slowing down. JACHO is put in place due to Medicaid; if you do not
pass a JACHO visit to your facility they can lose their Medicaid.
Social Stigma, Discrimination and Prejudice
Unfortunately there are social stigmas; discrimination and prejudice when it comes to the
types of healthcare young people receive, were either just dropped from their parents insurance
and not working enough hours to get affordable insurance. You are judged by society and
government. Society is torn because of the government; we the tax payer weather middle class or
white collar feel that it is not fair to be taxed for the Medicare (Segal, 2013).
The discrimination and prejudice lies in the plans that it appears to be geared toward
minorities, and in government it is the Democratic Party that is supportive of the change. The
Republicans were not supportive of Patient Protection and Affordable Care Act (PPACA). They
are the ones who unceremoniously call it Obamacare. President Obama did not start PPACA, He
just happened to be passionate of the policy for change and benefit. In turn, he stayed true to his
insurance for the young adults and part-time workers. Numerous law suits were filed

challenging the constitutionality of the law. Decisions are pending in federal appeals court and
the law is heading for Supreme Court hearing (Segal, 2013, p. 315).
Personal Belief
In this paper I was focused on the young adult, it is my belief that just because the
Affordable Care Act bill passed and was signed March 23, 2010 by Barack Obama, does not
mean that the problems for health care will cease to exist. The deadline has come and gone for
people to sign up for ACA. Yes, they had a high number of people sign up, but some people will
have to pay a fine for not signing up. As with any bill it takes time to get the kinks out and to get
the political parties to agree to even disagree. So with that being said I do foresee some issue that
will need to be fixed, but it is definitely worth the hassle, for the young citizens to acquire
insurance though the ACA.

Treatment of the Issue related to Social Work Values and Ethics


Treatment for the issue lack of health care for young adults related to social work and
ethics, the first call for me as the social worker to enhance human well-being and help meet the
basic human needs of all people, with the particular attention to the needs and empowerment of
people who are vulnerable, oppressed, and living in poverty(NASW, 2008). I would apply 1.02
Self-Determination, it states practitioner should nurture and support client, they are responsible
for: (1) informing the clients about available resources; (2) helping them define and articulate
their alternatives; (3) assisting them in evaluating the consequences of each option. The point is

to assist clients in making the best, most informed choices possible (Kirst-Ashman & Hull,
2012).
Finally, I would be devote to 6.01 Social Welfare, social worker should promote the
general welfare of society, from local to global levels, and the development of people, their
communities and their environments. Social workers should advocate for the living conditions
conducive to the fulfillment of basic human needs and should promote social, economic,
political, and cultural values and institutions that are compatible with the realization of social
justice (Kirst-Ashman & Hull, 2012). I want what is best for my client; I feel these two ethics hit
the topic on the nail, establishing that I can and will be informing with health care information
for young adults.
