A.

System for Medical Support


The following protocol shall be for the provision of medical services during a disaster:
1. Conduct initial assessment
2. Conduct patient identification
3. Perform triage according to the triage classification adopted
Triage system classification
Class I (Green) victims can walk, have minor injuries and can wait for treatment
Class II (Yellow) Victims who may be able to walk with assistance and whose injuries demand
definite treatment in the hospital
Class III (Red) Victims whose injuries are life endangering and demand immediate attention
Class IV (Black) Victims who are dead who may necessitate post mortem examination for
confirmation

Perform life saving first aid measures and treats other life threatening situations;
Direct proper transport of victims to the nearest hospital according to their categories;
Re-assess patients condition and re-tag the clients according to their situations
Identify additional hazards such as contamination
Coordinate to hospital emergency team about the situation

B. System for Psycho-social support


The Team of Professionals shall have the following duties and responsibilities:
1. Satisfy the immediate/emergency needs of the victims-survivors and/ or eliminate further threat to
life or revictimization.

Accommodation in a safe evacuation to regain feeling/ perception of safety. The


temporary shelters must be gender and child- friendly to consider the specific needs of
women and children.

2. Ensure the Recovery of physical and psychological health of client

Conduct diagnosis and provision of appropriate medical care, treatment or intervention of


disease/ injury/ illness/ disability.

Assessment of psychological health and provision of psychosocial interventions as


necessary such as counseling and psychotherapy to treat post-traumatic stress disorder,
anxiety and hostility.

3. Conduct the Four (4) models of Critical Incident Stress Debriefing (CISD) as provided for in the
Manual for Psychosocial Recovery of Disaster Victims-Survivors

4. Strengthen linkages or network support services from inside or outside for post disaster activities
such as conduct of skills and provision of sustainable livelihood programs, employment and job
opportunities, and other support activities aimed at restoring the normal social functioning of the
victim-survivor individuals and family heads.
