Angara v Electoral Tribunal

Facts: The provincial board of canvassers proclaimed Angara as member-elect of the National Assembly in the
1935 elections. The National Assembly passed Resolution No. 8, which in effect fixed the last date to file
election protests. The Electoral Tribunal also adopted a resolution, fixing a date for the last day of filing election
contests. Angara contended that the Constitution confers exclusive jurisdiction upon the Electoral Commission
solely as regards the merits of contested elections to the NA and the SC therefore has no jurisdiction to hear the
case.
Issue: Whether the Supreme Court can interfere and settle the conflict.
Ruling: Yes. The judiciary possesses the duty to delineate the constitutional boundaries between two
constitutionally created bodies.
