The following rules and regulations apply to and bind the Unit Owners, members of
their families, and their guests, employees, licenses, visitors and tenants.

INTRODUCTION
These House Rules are hereby adopted by the HARTFORD CIRCLE CONDOS Board of Directors on this
30th day of September, 2013 pursuant to Article VI Section 6.08 of the Hartford Circle Condominium
Bylaws. That section empowers the Board of Directors to promulgate, enforce, and amend Rules and
Regulations concerning the operation of the Condominium; provided, that such Rules and Regulations
are not contrary to or inconsistent with the [Condominium] Act, the Declaration or Bylaws. The Board
reserves the right to alter or amend these rules at any time, as set forth in the Bylaws.
This House Rules manual articulates the essential information everyone needs to know about Hartford
Circle Condominiums (HCC). This document was developed to make our community a more pleasant,
safe, and comfortable place to live. It contains the policies and rules that will ensure a better life for all of
us who share this building. Owners are also encouraged to read carefully the Bylaws of the
Condominium. The House Rules presented in this document are intended to provide more specific
guidance, as outlined in general terms by the Bylaws.
We are all interested in enjoying the privacy of our units in comfort. As Owners, we have an interest in
enhancing the value of the property in which we have made a substantial investment. The degree to
which this is possible will depend upon our mutual concern, interest, and fulfillment of the expectations set
forth in this document. It requires a spirit of give and take and consideration for the comfort and quiet
enjoyment of the premises by us as well as our neighbors. All of this can be accomplished by being
considerate, courteous, and following a few simple policies and practices.
The House Rules of the HARTFORD CIRCLE Condominiums have been established to promote the
comfort and safety of all the Condominiums Residents and Owners and to provide for the general
operation of the Condominium. From time to time, the Board may amend these House Rules. Each unit
Owner shall receive a copy of any such amendment, which should be attached to, or filed, with this copy.
All pages have been numbered and dated to facilitate the insertion of later amendments. If a Unit Owner
does not occupy the unit, it remains the responsibility of the Unit Owner to compel the residents of his/her
unit to conduct themselves in accordance with these House Rules and any amendments thereto.

PART I

Section 1. 1. Preamble
HCC, acting through its Board of Directors, has adopted the following Rules and
Regulations (House Rules), pursuant to Article VI Section 6.08 of the HCC Bylaws. The House Rules
together with the Bylaws govern the use of the building and all common elements of the Condominium.
The Bylaws contain some specific provisions regarding restrictions on use of the units and common
elements. These House Rules may expand on the provisions of the Bylaws and the Condominium Act
governing rights and restrictions on use so long as these House Rules do not contradict either the Bylaws
or the Act. All Owners and residents, and their guests, tenants, agents, contractors, employees, heirs,
successors, and assigns shall comply with all House Rules and any amendments subsequently adopted.
Section 1. 2. Definitions
In addition to the definitions used in HCC Declaration and Bylaws, the following definitions apply
throughout these House Rules:
The Association or HCC shall include the HARTFORD CIRCLE Condominium Association, the Board
of Directors of the Association, and the Management Agent when acting on behalf of the Association.
Owner means the Owner of record as recorded among the land records of the District of Columbia
(deed) of unit, whether living on-site or off-site.
Occupant means any person who physically occupies or has the right to occupancy of a unit whether or
not such a person actually resides in the unit. Occupants include but are not limited to roommates, family
members, house guests, tenants, roomers, or any other resident.
Children means all persons under the age of 18.
Public areas or Common Areas includes the hall, stairways, outside common areas (inside gates or
surrounding area of the building) including the trash area, mail area, utility room all of which are defined in
the Declaration as common elements.
Assessments are commonly referred to as condominium fees.
Fines are penalties levied against Owners for violations of HCC Bylaws or House Rules and late
assessments. All proceeds of fines are paid to HCC and used at the discretion of HCC. Fines are

designed to reinforce adherence to basic expectations of our community guidelines and common wealth
as set forth in this document.
Section 1.3. Amendments
HCC has the right to amend, suspend, or repeal any House Rule at any time by resolution of the Board of
Directors.
Section 1.4. Precedence
These House Rules are supplementary to, and not in lieu of, provisions governing the HCC which are set
forth in the Declaration, Bylaws, and Condominium Act. To the extent that the House Rules are
inconsistent with the Declaration, Bylaws or Condominium Act, the following shall prevail in the hierarchy
noted: the Condominium Act>Declaration/Bylaws> House Rules. In the event that any provision of these
House Rules is determined to be invalid by a court of competent jurisdiction such a determination shall
not invalidate the other provisions herein which shall remain in full force and effect.
Section 1.5. Supervision of Employees
HCC has no employees. All services are contracted, including the Management Agent. Members of the
Board receive no pay and serve their duties in their free time voluntarily.
Section 1.6. Comments and Complaints
Comments or complaints regarding the management of the Condominium, or regarding actions of other
Owners, residents, or contracted services of the Condominium, shall be made in writing or via e-mail to
the Management Agent or the Board of Directors. Where possible, objectively document the issue.
Section 1.7. Distribution of Rules
These House Rules shall be made available on the bulletin board in the mail area of the building. The
Management Agent shall furnish a copy to each Owner and resident. Send requests for additional copies

Section 1.8. Effective Date
The House Rules are effective as of October 1, 2013

PART II BUILDING MANAGEMENT AND OPERATIONS
Section 1.9 Management Agents
HCC contracts with a Management Agent to take care of the administrative affairs of the building,
condominium, and day-to-day management. The role of the Management Agent includes overall
supervision of building contractors servicing common elements, collection of maintenance fees, payment
of bills, and financial record keeping. The Management Agent should be contacted regarding
maintenance fees, leaks and other damage to your unit, tax information, and questions of general
administration. All problems, questions or complaints relating to the building facility management should
be addressed to the Management Agent.
For effective management and operation of the building, the Board of Directors has established the
following information requirements. All Owners and occupants are to notify the Board and
Management Agent of any changes to this information immediately. Unit Owners are responsible for
seeing that current and updated information is on file with the board or managing agent. This will ensure
all owners receive proper notification of events, policy changes, and etc. Owners may complete a copy of
the Owner Registration registration form attached.

Section 2.0 Condominium Fees and Assessments
All condominium assessments or fees are due on the first (1st) day of the month and are considered late
thereafter. This is done in accordance with section 6.02 and 6.03 of the HARTFORD CIRCLE bylaws
which encourages prompt collection of Condo fees to facilitate prompt payment of common expenses.
Payments received after the 15th day of the month will incur an Administrative late charge of $25.
Payments should be made to the Association through the care of the Management Agent.
An administrative late charge of $25 shall be incurred for each and every late monthly payment. In
addition, the Association shall charge interest at the rate of 10% per annum on any unpaid balance. Any
payments made by the Unit Owner shall be applied in the following order:
a) Administrative late fees and interest owed to the Association oldest first;
b) Collection costs, attorneys fees incurred by the Association oldest first;
c) Principal amounts owed on the account for common expenses and assessments oldest first
In accordance with the Bylaws, in the event that any assessment is more than thirty (30) days past due
the Board may direct that a Notice of Lien for Unpaid Condominium Assessments be filed against your
unit. Thirty (30) days thereafter, the Board may begin non-judicial foreclosure proceedings against your
unit. Additionally, in its sole discretion, the Board may institute collection proceedings against a delinquent
unit owner. The Board may charge any delinquent Unit Owner any cost, including attorneys fees, incurred
in collection in accordance with the Bylaws.
An owner must be in good financial standing with the HCC Condominium Association to receive a credit
or reimbursement for any debt or expense paid on behalf of the Association directly by a unit owner.
Section 2.1 Renting HCC
HCC Board of directors strictly prohibits any owner or owner representatives (example: real estate
agent) to market, promote, or sell a unit to a purchaser as a prospective rental or leasing property.
Owners must have approval from the Board prior to leasing or renting a unit. All owners renting
their unit must abide by the renting rules set forth below in accordance with section 6.08 (b) (xiii)
of the HCC Bylaws:
2.1. A. Renting Rules Please review Article VI section 6.08 (b) (xii) in conjunction with the
following rules

Owners must apply for Board approval to rent at least 30-days before lease start date.

Owners must fill out and submit a Tenant Registration Form along with proof of renters
insurance and copy of the lease agreement to our management agent.

Only Owners who have no outstanding balances with HCC can rent.
Owners must provide the Board or Managing agent with a time frame of how long they have been
or intend to rent.

Any change of tenant by an existing owner who is renting will be considered a new application for
renting

Only 33 percent (4 units) of the building can be rented at one time.


o Exemptions for active duty military and government personnel can be made on a case by
case basis.

No unit may be rented for more than 36 out of 40 consecutive months once the 4 unit rental
threshold has been met. After the termination of this period is reached; the Unit Owner will be
added to the waitlist without special consideration for future rental opportunities as they arise.

When wait-listed owners come to the top of the list, you will be notified by the managing agent at
which time the owners has seven (7) business days to notify the HCC Board and Management
Company of their intent to rent or decline renting status. Those opting to rent shall have 90 days
to present an executed Lease Agreement to the Board and/or Management Company. Those that
decline to rent have the option of remaining on the wait list, but will be placed at the bottom of the
list as of the date of notification, or request that their name be removed from the list.

Owners who lease their unit outside the guidelines of the bylaws and house rules will be charged
a $250 monthly non-compliance fee in addition to monthly condo fee payments. Non-compliance
fee will be charged monthly until compliance is met. This fee will be administered at the
discretion of the board of directors.

All leasing owners will be responsible for a 15% monthly condo fee assessment.

2.1. B. UNIT OWNER RENTAL RULES

Unit owner must maintain a zero (0) balance in condo fees during the time a unit is being rented.
Owners more than 30 days past due in Condo fee payments are subject to loss of renting
privileges to be determined at the discretion of the Board of Directors.

Unit owner is responsible for providing a copy of the HCC House Rules doc to the tenant and
seeing that the tenant does adhere to this policy.

Unit owner is responsible for all damages caused by tenants to other units, common areas, and
common property.

Section 2.2 Rules for Unit Sales


All Unit Owners must notify the Management Agent in writing of any potential changes in occupancy
within thirty (30) days of such change. HCC Board of directors prohibits any owner or owner
representatives (example: real estate agent) to market, promote, or sell a unit to a purchaser as a
prospective rental or leasing property. The Board will strictly enforce this policy.
Unit Seller is responsible for providing the following essential HARTFORD CIRCLE documents to a Buyer
under a Purchase and Sales Agreement:
1. Any information required under the Condominium Act including but not limited to Declaration
and Bylaws
2. HCC House Rules and updated Management Agent info
3. HCC Lease Agreement (optional)
4. HCC TENANT REGISTRATION FORM (Attached)
5. [OPTIONAL] Quantifications of recent unit assessment fees and approximate utility expense
costs.

6. HCC Master Insurance Coverages (to be obtained from insurance carrier)
Buyer has 60 business days from the date of purchase to provide proof of insurance of the unit to the
Board or managing agent.
Section 2.3 Good Neighbor Policies Please review Article VI Section 6.08 (b) of
the HCC bylaws for a complete list of restrictions on use of the building and units.
A. Noise Compliance - Be considerate of your neighbors. No Owner, tenant, or guest may make or
permit any disturbing noises in the building, that is, noise in excess of that caused by normal daytoday living and that interferes with the rights, comfort, or convenience of other residents.
WEEKDAY QUIET HOURS: Sunday to Thursday - After 9:30 pm, and before 8:00 am
WEEKEND QUIET HOURS: Friday and Saturday - Begins midnight until 8:00am
GENERAL RULE. If you are having a party, notify neighbors on your floor, and keep your
festivities to reasonable hours (see above).
B. Trash Policy - We are a small building and we only have a small, difficult space for storing our
collective trash. Our trash service only moves items placed in the canisters. The service does not
remove trash on the ground. Bulk Trash Items should be removed at the units owners
expense unless otherwise determined by the Board of Directors. Please see Article VI 6.08
(b)(viii) of the HCC bylaws.
C. Obstruction of common elements - No waste (including junk mail and flyers) may be left in any
common area at any time (including hallways, basement/storage, or foyers). Trash must be
placed in the appropriate are. Please see Article VI 6.08 (b)(viii) of the HCC bylaws.
D. Building Entry - Never allow anyone to enter the building with you unless you recognize
them, or, they are your guest. Each resident or guest should take reasonable precautions to
prevent strangers or unidentified persons from following him/her through the front door. Failing
this, residents and guests, should courteously verify that the individual at least knows the name of
the resident being visited. DO NOT BE AFRAID TO ASK who the person is going to see. If an
Owner or Resident leaves the front door propped open and unattended, they will be fined
$100.00. Owners will be fined for any contractor or renter who props opens the front door and
leaves it unattended. Do not give keys to workers, delivery persons, or furniture movers. If it is
not possible for you to be home, or to make other suitable arrangements, please let the Board, or
the Management Agent know.
E. Signage Restrictions - No advertising or soliciting notices may be distributed under unit doors.
Please give fliers left under your door (i.e. restaurants, delivery services, etc.)

F. Unlawful Use of Units Under no circumstances should any unit be used for any improper or
illegal activities. If a unit owner suspects a unit is being used for illegal activities, please contact
the managing agent and/or the Metropolitan Police department if necessary.
G. Smoking: Smoking is not permitted in any common interior area of the HARTFORD CIRCLE
including hallways, mail area, basement, and circuit room. Smoking in units is permitted provided
this does not compromise the health safety and atmosphere of the common area or other units.
H. Littering in Common Areas - No resident shall throw anything out of any window or into the
public areas. No rugs shall be beaten in the public areas or out windows, nor dust, rubbish, or
litter swept from a unit into the public areas.

Damage to common areas - All damages to the common areas caused by an Owner, occupant,
pet, or guest must be repaired or replaced at the expense of the Unit Owner, who may then seek
reimbursement from the tenant or guest. Owners should report the need for repair of common
areas to our management agent.

J. Unit Plumbing - The Unit Owner shall pay for any damage to the property of others, including the
common elements, resulting from the misuse or in-unit failure of the plumbing system or fixture.
All owners are asked to place all grease, oil and other substances that are harmful to the
plumbing system in a jar or other container and place it in the trash. All owners are encouraged to
carry an individual unit insurance policy separate from the master insurance policy. This will
ensure coverage of your unit in the event of damage caused by another owner or damage
caused.
K. Windows and Screens - Windows and screens belong to the unit. Their maintenance, repair, and
replacement are the sole responsibility of the Unit Owner. Window appearance greatly reflects
how the public perceives Template place as a building. All windows must be covered with shades,
curtains, drapes, blinds, or shutters. The hanging of sheets, towels, or other such items is
prohibited.
L. Bicycles: At no time should a bicycle be chained to any gate, fence or otherwise. A bicycle
should be attached only to the bicycle rack provided on the premises. Bicycles should be stored
inside the unit if the bicycle rack is full.
M. Parking: There is no visitor parking. All owners are asked to instruct visitors to park on the street
or to park in your unit parking space. Please check your closing documents to determine what
space if any is attached to your unit. Parking outside of a designated parking area will result in

ticket and towing. At no time are vehicles allowed to parked, blocking the trash canister or
another vehicle.
N. Pet Policy: Owners are allowed to keep dogs or cats not weighing over 40lbs. At no time are
pets allowed to use any part of the common area for relief (indoor or outdoors). Pets in common
areas are to be supervised at all times by a person age 16 or above. Owners are responsible for
pets adherence to the Quiet Hours outlined in the noise policy.
O. Common Utilities Usage: Common utilities as light and water are provided and funded through
payment of condo fees. To keep down the cost of utilities, all owners are prohibited from using
common utility in ways deemed inappropriate by the board of directors. Washing vehicles on the
property is strongly prohibited. Electrical outlets in the common areas are reserved for Common
area usage only (i.e. repairs to common areas).
P. Common Area Access: Twenty four (24) hour advanced notice must be provided to
the board/managing agent to get access to a secured common area (i.e. roof, utility
room, meter room).
Q. Permission to install Satellite TV dishes must be obtained from the board prior to
installation. Roof installations are to be placed on a sleigh with a protective barrier
between the roof lining and the sleigh. Dishes are never to be attached directly to
the roof lining or any part of the building.

Wires should be attached and directed to

the space/area designated for wiring. Please see section 6.08 of the HCC bylaws.
