Reaffirming the compliance with the Security Council resolutions 1315 and 1664 for
establishment of Special Court on Sierra Leone and Special Tribunal for Lebanon;
Recognizing of the Special Rapporteurs progress report on Human Rights Situation of March 10
2010 A/HRC/13/48
Reaffirming the Secretary Generals report of May 1st 2013 S/2013/258
Deeply concerned at the violations of International Humanitarian Law and International Human
Rights Law committed within the territory of Burma against the people of Burma and United
Nations and associated personnel and at the prevailing situation,
Decides for the establishment of a Special court for the prosecution of parties involved in the
non-international armed conflict for violations of International Humanitarian Law and domestic
law of the country of Burma with the consent of the government of Burma
Decides that the subject matter jurisdiction of the special court should include notably crimes
against humanity, war crimes and other serious violations of international humanitarian law, as
well as crimes under relevant Burma
law committed within the territory of Burma;
Decides further that the special court should have jurisdiction over persons who bear the greatest
responsibility for the commission of the violations of International Humanitarian law including
those who, in committing such crimes, have threatened the establishment of and implementation
of the peace process in Burma;
Emphasizes the importance of ensuring the impartiality, independence and credibility of the
process, in particular with regard to the status of the judges and the prosecutors;
Decides for member states to not recognize the articles 20,436(a), 445 of the 2008 constitution
which-reduces the accountability of the Burmese military towards the President, causes a
hindrance in the amending procedure of specific parts of the constitution, grants them immunity
during execution of their duties, respectively as it leads to violations of International
Humanitarian Law and International Human Rights Law
Urges Burma reject any endorsement of amnesty for genocide, war crimes or crimes against
humanity or violation of International Humanitarian Law and International Human Rights Law
as per the Secretary Generals statement in 2012

Recommends Burma to take assistance form United Nations on Office of Drugs and Crime for
Drafting of laws creating comprehensive national anti-trafficking strategies resources to
implement them;
Recommends Burma to undertake vocational training under United Nations Institute for Training
and Research (UNITAR) especially for the victims of human trafficking;
Recommends Burma to create awareness, improve the knowledge base with the help of United
Nations Global Initiative to Fight Human Trafficking (UN.GIFT ) as well as taking technical
assistance from UN.GIFT to counter the problem of human trafficking;
