Concerned about human right violations of the previous DPRK government;


Acknowledging the incapability of the former DPRK to provide a clear structure after the murder
of Kim Jong Un;
Deeply conscious of the failure of the NPT and Six-Party talks
Concerned about human right violations of the previous DPRK government
Fully aware of the recent instability of a non-de facto government;
Calling for a solution to this crisis;
Stressing the need of humanitarian, economic and psychological aid for stability;
Taking into account that the lower songbuns suffer from starvation and the lack of access;
Regretting the nuclear tests and human right violations committed by the old regime and
presumed PFK (regarding the 150 public executions);
Taking in consideration the lack of experience of the PFK;
Recalling the help DPRK have asked for;
Respecting the position of all the members in this committee specially the DPK and the former
DPRK;
Determined to send military intervention in case of the failure of peacekeepers (supplied by the
UN Security Council);
Economic, humanitarian, and psychological aid
Proposes that every country above a GDP of 500 billion US dollars provides economic aid.
Calls for all the other countries to provide psychological aid and humanitarian supplies, including
medicines and foodstuffs
Specifies any kind of aid will be supplied for the duration of three years, two years will take to
draft a constitution plus one year for security.
Clarifies that all kind of aid will be organized by the UN

2. Disarmament of nuclear weapons


a. Urges to stop creating nuclear weapons and become an NNWS.
b. Reaffirms that keeping Yongbyon and every nuclear complex supervised by the IAEA and also
by UN supervisors is vital.
c. Supports the usage of nuclear energy only for non-violent purposes under the supervision of the
IAEA and UN supervisors
d. Reiterates that the time limit for disarmament will be one year and for the recycling of the
residues to nuclear power plants (Uranium and Plutonium) will be one year.
3. Peacekeeping
a. Strongly Advises that UN peacekeepers are sent to stop the risk of a revolution in a high risk
provinces. Members of the Security Council will find foreign instructors from all over the world to
train these enforcers. Moreover, the peacekeepers will grant the security of the vote process
b. Requests the installation of embassies it the north korean territory in order to promote the
development of friendly and peaceful international relationships with the new nation.
c. Demands the release of all inmates of concentration camps.
4. Punishments and employment
a. Encourages the creation of a special tribunal in the International Court of Justice of the UN so
that every member of the former DPRK can be tried and sentenced fairly for their individual
crimes.
b. Proposes severe but fair punishments that should be enforced for all those who abuse the rights
of another.
i.
For denying a person of their basic needs, the standard punishment will be set as 10 years
imprisonment, depending on the circumstances.
ii.
For torturing a person, the standard punishment will be 20 years imprisonment, depending on
the circumstances.
iii.
For murdering someone, the standard punishment will be life imprisonment, depending on the
circumstances.
iv.
Private enterprise shall be allowed, and encouraged to augment employment by increasing
jobs in mining (coal, iron ore, limestone, magnesite, graphite, copper, zinc, lead, and precious
metals), textiles, food processing; tourism, etc. and permitting them to become a functioning
economy.
v.
The embargo on North Korea shall be removed and therefore it will be allowed to sell its
products overseas, yet on the condition that it is following the orders this resolution dictates.
5. Program of teaching
a. Education
i.
Insists on the promotion of education to the North Koreans, so from school to change the
thinking of corruption, abuse and change the whole concept of life they have.
ii.
Requests the United Nations development program to be established in the region so as to
solve the problems they have and thus end all the evils of North Korea
iii.
Endorses creating and reopening universities 3 years after the transitional period ends.
iv.
Urges for foreign aid to be directed at maintaining state schools open
v.
Suggests the establishment of vocational training programs in order to increase economic
efficiency and output.
b. Voting

Emphasizes the need that the whole population is involved in an election regarding the status of
North Korea.

Affirms that previous to the elections that would be held, the people will receive different types of
advice and psychological aid

Further proclaims that said election shall occur at the end of a 2 year transitional period,
presided over by the Party of Freedom of Korea for the duration of two years.
Accepts the result of the referendum as binding and final.
Recognises that if the result is to create a new country, new elections would be held to form a
parliament and elect a president to write a constitution.
Resources
Recommends that the population are educated on how to handle natural resources by means of
a humanitarian aid program or a NGO. This would also help them how to provide the basic need
of food for themselves.
Military intervention
Endorses absolutely no military intervention from any one nation in particular, but the UN as a
whole.
Specifies military intervention to only be displayed in the event of the other measurements
failing, in order to protect the peoples safety.
Calls countries to send troops to form a coalition, which shall be trained by the armies of the
members of the security council
Reserves the security councils right to declare war, yet countries are free to withdraw their
soldiers in case they object the decision.
Border Policy
Requests the opening of the limits controls, allowing citizens carrying a passport to visit
neighbouring nations, in order to allow a greater exchange of ideas and give more freedom to all
citizens, moreover citizens will be granted freedom of movement within the country.
South Korea relations
Allows and encourages families who were divided (escaping to South Korea) during the
dictatorial regime to meet again.
Proposes the investigation of abduction cases in the DPRK of overseas citizens.
Calls for a fast dismantling of the Demilitarized zone separating the two states, and replacing it
with frontier patrols
Strongly suggests the signing of a peace treaty to officially end the Korean War
Encourages the establishment of diplomatic relations and cooperation between the two states.
Strongly supports the removal of secret North Korean tunnels to access South Korea
Economic policy
Suggests the elimination of barriers to international trade, so that the
emerging North Korean economy can be boosted by free commerce between different members
of the international community.
Supports fiscal discipline and the liberalization of the North Korean economy in a 2 year plan.
Endorses The right of private property and private business ownership, and the revenues
obtained from such, in addition to the rights of collective bargaining and forming trade unions.
Notes the states duty to grant its citizens education and healthcare.
Strongly condemns the classist nature of the Songbun system, and recommends its immediate
dissolution.
