Loizzi and Laura J. Pavlik, RE: Minooka Community Consolidated School Students Policy and Procedures Review istrict No. 201 — Home-Schooled DATE: October 12,2015 Per your request, below are our suggested revisions to the District's Board Policy 7:40, Nonpublic Schoo! Students, Including Parochial and Home-Schooled Students, and its administrative procedures, which we understand have been prepared with the aim of providing home-schooled students with a method of gaining eligibility for extrscuricular activities. Although the Schou! Code dues uot require public sehyals to allow home-schooled sents 10 participate in such activites it is permissible to daft a policy allowing them to do so. Nonetheless, because the District is a listed member of the Ilinois Elementary Schoo! Association (“IESA”), we have recommended additional criteria be added to the proposed ‘administrative procedures 10 address the IESA. requirements for home-schooled students’ cligibility to participate in such activities. Likewise, Board Policy 6:190, Exiracurrcular and Co-Curricular Activities, requites that students “satisfy all academic standards” in order to participate in extracurricular activities generally. Thus, we have drafted recommended language to encompass both of these requirements. Ifyou prefer to have differing criteria for each ofthese types of activities, please let us know and we can revise the language accordingly ‘As a final note, both the TESA. By-Laws and Board Policy 6:190 raise issues regarding monitoring the quality ofthe curiculum, the instruction provided, and the students acader progress in order forthe home-schooled student tobe eligible. Thus, although we have provided wording that allows for accepting the work of home-schooled stents, we generally recommend school districts take a conservative approach end require enrollment in ther ovm edvatonal programs and not take on the responsibility of monitoring home-schooled students’ academic es Loizzi ammer Rodick & Kohn LLP Kris Monn Superintendent ‘October 9, 2015 Page 2 progress or granting credit toward graduation for such programs. Code does not require public schools to allow home-schooled students t0 participate in such activities, it is permissible to draft a policy allowing them to do so. Nonetheless, because the District is a listed member of the Illinois Elementary School Association (“IESA"), we have recommended additional criteria be added to the proposed fadministrative procedures to address the IESA requirements for home-schooled students’ eligibility to participate in such activities. Likewise, Board Policy 6:190, Extracurricular and Co-Curricular Activities, requires that students “satisfy all academic standards” in order to participate in extracuricular activities generally. Thus, we have drafted recommended language to encompass both ofthese requirements. If you prefer to have differing criteria for each ofthese types of activities, please let us know and we can revise the language accordingly ‘As a final note, both the IESA By-Laws and Board Policy 6:190 raise issues regarding monitoring the quality of the curriculum, the instruction provided, and the student's academic progress in order forthe home-schooled student tobe eligible. Thus, alchough we have provided ‘wording that allows for accepting the work of home-schooled students, we generally recommend school districts take a conservative approach and require enrollment in their own educational programs and not take on the responsibility of monitoring home-schooled students’ academic See — | ee so —— 2 Hodges Loizzi Eisenhamimer Rodick & Kohn LLP Kris Monn Superintendent October 9, 2015, Page? progress or granting credit toward graduation for such programs.
