President, I move the Second Reading of the Nuclear Power

Bill. The Bill seeks to require Hong Kong to increase the

use of nuclear energy in power generation. We all understand
that the oil reserves and other fossil fuels are likely to run out
in the future; on the other hand, electricity consumption in
Hong Kong has been on the increase everyday. As such,
using nuclear energy can help to alleviate the problem of
energy shortage. Besides, the cost of nuclear power is much
lower than that of other modes of power generation (The
Secretary may come up with more points of his/her own)
Therefore, I urge Members to support the Bill.

combust spontaneously without any warning. If any accident
happens, the nuclear waste will likely contaminate the local
area. Also, in the event of any reactor core meltdown, the
nuclear materials will go into the ground, rivers, water
sources and even the atmosphere. Not only human beings,
but all creatures in this world will be seriously polluted and

sub-group.) For these reasons, I oppose the Nuclear Power
Bill.

According to many research studies conducted by various

energy, etc. All of them are renewable energy resources and
will not cause any damage to the environment or produce any
toxic waste. As such, we should consider increasing the use
of these renewable energy resources instead of nuclear

much space, and this allows them to be placed in developed

areas. As such, the electricity generated by nuclear power

which means that its cost can be further reduced. Most
important, the operating cost of nuclear power plants is the
lowest when compared with that of power plants using coal or
petroleum. Hence, many commercial companies or even
domestic users can enjoy a lower electricity tariff, which can
in turn help to further reduce their operating and enhance their
