    Lawrence Kansas Traffic Court Judge Scott Miller, is Retaliating against Neighbors, for the civil rights action that was filed against the City of Lawrence and its employees. This civil action addresses the City of Lawrence unconstitutional policies and procedures that violate the constitutional rights of many citizens each and every day. Judge Scott Miller, is revoking Neighbors Drivers Licenses because Neighbors, filed a “Notice or Removal” which removes a case from State court into Federal Court. This action is done in response to Municipal Court’s lack of “Jurisdiction”. Also of issue is the fact the Judge Scott Miller, is named in a federal 1983 law suit for violating Neighbors, rights, that case is pending and therefore Judge Scott Miller, would have a conflict and would be barred from continuing to make decisions in the case. Judge Miller has marked the documents in Neighbors 3rd unlawful traffic stop as “Failure to Appear” when clearly a document was filed in the case to move it to a court with Judicial authority. Neighbors, will prove the City of Lawrence, Policies and Procedures in Traffic Court are Un-Constitutional and the policies and procedures need to be Changed to protect the citizens’ rights. Neighbors, will be filing a Restraining Order and Injunction to block The Lawrence, Kansas Police department from issuing summons to citizens that have not been signed by a judicial officer of the court. This is a clear violation of the separation clause of the Constitution. Neighbors, will also file a Restraining Order and Injunction to block Municipal Court from having criminal trials in a court that is Not a court of record. Municipal Court had no “Jury” only city employees, in fact everyone in the court room is being paid by the city except the defendant, this is a conflict it its self.

    Guy Neighbors Fights Back Against Lawrence Kansas Municipal Courts
    Retaliation For Filing a Federal Civil Rights Complaint
    Judge Scott Miller revoked Neighbors Drivers License for Failure To Appear
    even after being timely noticed of his filing of a Notice of Removal.
    Lawrence, Kansas, December 6, 2015, Once again, the folks at the City of Lawrence Kansas
    have gone out of their way to skirt the Constitution, and impose any sanctions they feel they can
    get by with. Guy Neighbors is not a man that will just roll over and accept such misconduct by
    state officials. Guy had filed a Federal Civil Suit under USC 42/Sect.1983 for Violation of his Civil
    Rights. The good-old-boys at the city did not take a liking to the Civil Rights Violation Claim, so
    they just stepped-up their harassment against Mr. Neighbors. Thankfully, Justice can be found in
    the Federal Courts more readily than at the State and County level.
    In Case #15-4921, filed in the United States District Court in and for Kansas, Guy Neighbors
    states his claim very succinctly, and asks for an Injunction and Restraining Order to block Judge
    Scott Miller, et al, from Suspending Neighbors drivers license. He states in his claim that the
    Municipal Court lacks Judicial Authority in this case, and is in fact retaliating against Mr.
    Neighbors for filing his Notice of Removal, Case #15-4921, against said court. The traffic court
    Judge (Scott Miller), was a bit grumpy with Neighbors, court filings and all the attention being
    generated that will show the City of Lawrence has unlawful policies, and procedures and are
    enforcing these unconstitutional policies and procedures on Lawrence Kansas citizens each and
    every day.
    The case shows that the Judge acted without Judicial Authority in this case, and in fact, can be
    held Civilly Liable. Has Discrimination and Harassment of area residents become a common
    practice? In the case of Guy Neighbors, it is very clear that the answer is a resounding Yes.
    Civil Suits such as the instant case are being used more and more as citizens become sick and
    tired of how they are being treated by authorities. The broad over-reach and abuse of power by
    law enforcement must be corrected at once. These are the things that affect the very fabric of
    American society.
