    SECTION1.SHORTTITLE

    ThisactmaybecitedastheMalariaNetsFundingActof2015.

    SECTION2.FINDINGS

    Congressherebyfindsanddeclaresthat,
    1)Thedisease
    malariacauses300to500millioninfectionsandoveronemilliondeathsaroundtheworld
    eachyear.
    2)Withtheaidofmosquitovectors,asingleinfectedindividualcantransmittohundredsofotherindividualswithin
    months,faroutstrippingtheinfectiousnessofHumanImmunodeficiencyVirusortuberculosis.
    3)Lastyear,betweenoneandtwomillionchildrenbelowtheageoffiveyearsdiedofmalaria,mostofthemin
    Africa.
    4)Duringtheirillness,manypatientsstruggle,oftenunsuccessfully,toaccessevenbasichealthcare.
    5)Needforbetterimplementationofcurrentmethodsformalariaprevention,diagnosisandtreatment,aswellasan
    urgentrequirementfornewmethodstoreducethemalariaburden.
    6)

    Socialandeconomicconsequencesaredirectlyrelatedtotheseverityofthemalariasincreasedmorbidityand
    mortality
    7)Amultidimensionalapproachshouldbeusedinthecontrolstrategy,suchasgoodmanagementofclinicalmalaria,
    theuseofinsecticidetreatedbednets,educationandtrainingprogramsinmalariaprevention,vaccineresearchand
    theuseofinsecticidesprayingsuchas
    dichlorodiphenyltrichloroethane(
    DDT)onbreedingsites.
    8)Womenandchildrenaremoresusceptibletothediseasemalaria.
    9)Morethan40percentoftheworldspopulationlivesinareaswherethereisariskofcontractingmalaria.
    10)Althoughmalariaispreventableandcurable,itisestimatedthatachilddieseveryminutefromthedisease.
    11)Sincemanycountrieswithmalariaarealreadyamongthepoorernations,thediseasemaintainsaviciouscycleof
    diseaseandpoverty.

    SECTION3.STATUTORYLANGUAGE
    A)TheMalariaNetsFundingActof2015shalladminister35milliondollarsayeartotheorganizationMalariaNo
    More.Themoneywillinturnprovidemalarianetsandotheraidformalariapreventiontocountrieslikethosein
    Africa.Thisaidwillhelppreventandfightthediseasemalariaincountrieswhodonothavewidespreadcarefor
    malaria.Anymoneythatisraisedbythetaxmoneyraisedwillgotopurchasemalariaaidandfundmalaria
    education.Themoneywillprovidesupplieslikemedicines,andbednetsthatprotectindividualswhilesleeping
    againstmosquitoes.Theorganizationwillfocusoncountrieswhoneedtheaidmost.Countrieswiththehighest
    morbidityandmortalityrateofmalariawillhavethemostacutefocus.Countriesalsowithlittletonohealthcareare
    firstpriority.Africaisthenonprofitsbiggesttarget,duetotheoflackofmalariatreatmentandlargestrateof
    mortalityfrommalariaintheworld.
    B)35milliondollarsayearwillbedonatedtotheorganizationMalariaNoMore.Fundswillberaisedthroughan
    increaseintaxes.Therewillbeanincreaseincorporatetaxesby9.1percent.Allfundsraisedbythesetaxeswillgo
    backtosupportthenonprofitorganizationMalariaNoMore.
    C)AllmonetaryamountsraisedbytheseimposedtaxesforthisorganizationmustgotowardsMalariaNoMore.35
    milliondollarsprovidedtotheorganizationMalariaNoMoretobesolelyusedformalariaaidandprevention.
    Moneydonatedtotheorganizationcanonlybeusedformaterialssuchasmalarianets,andmedicines.Alsofunds
    canbeusedfortheeducationandraisingawarenessformalaria.Thematerialscanonlybeusedtohelppreventand
    eliminatemalaria.ThenonprofitorganizationMalariaNoMoreistheonlyorganizationpermittedtousethismoney
    toprovidecareforindividuals.Themalariaaidcanonlybegiventoindividualswhoareunabletogetthecare
    otherwiseandwhoareinthemostneed.
